2. Background and Rationale:
Lutheran Community Welfare Society (LCWS), with financial & technical support from LWF Nepal, is promoting human rights, inclusion, accountability, and social justice at community and institutional levels. To strengthen rights-based programming, Under the project “Empowering Marginalized Communities and Socially Excluded Population in Nepal through Local to Global Human Rights Advocacy (L2G),” LCWS is organizing a three-day Human Rights-Based Approach (HRBA) Training for project field staff, Women Human Rights Defenders, persons with disabilities, and human rights defenders from Implementing Partners. HRBA ensures development interventions are inclusive, participatory, equitable, and sustainable by shifting from charity-based models to empowerment frameworks that strengthen rights-holders and hold duty-bearers accountable. Since practical integration of HRBA remains limited, this training aims to enhance conceptual clarity and application in project cycles. LCWS seeks a qualified consultant to design, facilitate, and document the training.
3. Title of the Assignment:
Consultancy for Designing and Facilitating a Three-Days Human Rights-Based Approach (HRBA) Training for field staff, women, persons with disabilities & human rights defenders.
4. Objectives of the Assignment:
4.1Overall Objective:
To enhance the knowledge, skills, and practical capacity of project field staff, women leaders, persons with disabilities, and human rights defenders to effectively apply Human Rights-Based Approach principles in their programs and community-level interventions.
4.2 Specific Objectives:
- To strengthen participants’ understanding of the core concepts, frameworks, and evolution of the Human Rights-Based Approach.
- To deepen participants’ knowledge of key HRBA principle; PANEL+ as Participation, Accountability, Non-discrimination and equality, Empowerment and Legality (alignment with national and international human rights standards).
- To enhance participants’ ability to analyze development issues through a rights-based lens, identifying rights-holders and duty-bearers.
- To build practical skills for integrating HRBA principles into project design, implementation, monitoring, evaluation, and reporting.
- To promote inclusive, gender-responsive, disability-inclusive, and socially just programming practices at local and district levels.
- To strengthen the advocacy capacity of WHRDs and human rights defenders using HRBA tools and strategies.

The training will ensure inclusive participation of women, persons with disabilities, and representatives from marginalized communities. Special attention will be given to accessibility, meaningful participation, and safe learning space.
6. Scope of Work
The Consultant will undertake the following tasks:
6.1 Preparatory Phase
- Review relevant project documents, organizational strategies, and background materials shared by LCWS.
- Conduct consultation (virtual or in-person) with LCWS & LWF Nepal program team to understand participants’ capacity gaps and expectations.
- Develop a comprehensive and context-specific training module tailored to grassroots actors.
- Design a detailed session plan and training agenda for three days.
- Prepare user-friendly training materials, including:
- PowerPoint presentations
- Handouts and reference materials
- Group exercises and participatory activities
- Case studies relevant to Nepal’s context
- HRBA integration tools and checklists
- Integrate adult-learning principles and participatory methodologies.
- Submit training materials to LCWS at least five days prior to the training for review and approval.
6.2 Training Facilitation:
- Facilitate the three-day training in a professional, interactive, and inclusive manner.
- Ensure participatory learning through group discussions, role plays, case analysis, practical exercises, and reflection sessions.
- Encourage active engagement of women, persons with disabilities, and marginalized participants.
- Facilitate sessions on:
- Introduction to human rights frameworks
- HRBA concepts and principles
- Rights-holder and duty-bearer analysis
- Integrating HRBA into project cycles
- Accountability mechanisms and advocacy tools
- Conduct pre- and post-training assessment to measure knowledge gain.
- Provide practical guidance for applying HRBA in participants’ respective organizational contexts.
7. Reporting and Documentation
Prepare a comprehensive training report within three (3) days after completion of the training. The report should include:
- Overview of sessions conducted
- Key discussions and learning outcomes
- Participant feedback and evaluation results
- Challenges and lessons learned
- Recommendations for strengthening HRBA integration in future programming
8. Expected Deliverables
The Consultant is expected to deliver:
- Detailed training design and methodology framework.
- Complete HRBA training module and session materials.
- Facilitated three-day training program.
- Pre- and post-training evaluation tools and summary analysis.
- Final comprehensive training report with actionable recommendations.
9. Duration of the Assignment
The consultancy will span approximately 3–4 working days, including:
- Preparation and module development
- Three days of facilitation (13-15 May 2026)
- Post-training reporting and documentation
10. Required Qualifications and Experience
The Consultant should meet the following qualifications:
Academic Qualifications:
- Master’s degree in Human Rights, Law, Development Studies, Social Sciences, Gender Studies, or related field.
Professional Experience:
- Minimum of 5–7 years of relevant experience in human rights programming and HRBA application.
- Proven experience in facilitating capacity-building trainings for NGOs, networks, and community-based actors.
- Strong knowledge of gender equality, disability inclusion, social inclusion, and accountability frameworks.
- Demonstrated experience working with civil society organizations and development partners.
Skills and Competencies
- Excellent facilitation and adult-learning skills.
- Strong analytical and conceptual understanding of HRBA.
- Ability to simplify complex concepts for grassroots participants.
- Excellent communication and report-writing skills in Nepali and English.
- Strong interpersonal skills and ability to create an inclusive learning environment.
11. Institutional Arrangements
The Consultant will work under the overall supervision and guidance of LCWS throughout the assignment period. LCWS will provide relevant background documents, organizational information, and necessary technical guidance to support the preparation and facilitation of the training. The organization will also manage all logistical arrangements, including venue management, accommodation, materials, and coordination with participants. In addition, LCWS will review and provide feedback on the proposed training design, methodology, and materials. The Consultant will be fully responsible for ensuring high-quality delivery of the training and timely submission of all agreed deliverables within the stipulated timeframe. The organization will manage the consultant transportation, breakfast, meals, and accommodation during the training period.
12. Payment Terms
Payment will be made in accordance with LCWS’s financial policies and procedures. The agreed consultancy fee will be paid upon:
- Successful completion of the training.
- Submission and approval of all deliverables, including the final report.
- Applicable government taxes will be deducted as per prevailing laws of Nepal.
13. Application Procedure
Interested and qualified consultants are invited to submit the following documents:
- An updated CV clearly highlighting relevant experience and expertise related to Human Rights- Based Approach (HRBA) training design and facilitation.
- A technical proposal (maximum three pages) outlining the proposed training approach, methodology, facilitation techniques, and work plan.
- A financial proposal indicating a lump-sum amount with a clear cost breakdown.
- A copy of PAN/VAT registration certificate (if applicable).
- All required documents must be submitted to LCWS within the specified deadline. Incomplete applications or those submitted after the deadline may not be considered.
14. Selection Criteria
The Consultant will be selected through a competitive evaluation process based on the following criteria:
- Relevant academic qualifications and proven professional experience in human rights, social inclusion, or related fields.
- Demonstrated expertise in Human Rights-Based Approach (HRBA) and inclusive, gender responsive, and disability-inclusive programming.
- Quality, clarity, relevance, and practicality of the proposed training methodology and facilitation approach.
- Proven experience in facilitating participatory trainings with diverse groups, including grassroots participants, women leaders, persons with disabilities, and human rights defenders.
- Financial competitiveness and cost-effectiveness of the proposed budget in relation to the scope of work.

17. Other Considerations:

LCWS will provide assistance to the consultant for the necessary backup materials needed during conducting the situation analysis of target communities under the implementation of the Event.
