Development of an Animation Video on Child-Friendly Local Governance (CFLG)

1. Background

The National Child-Friendly Local Governance (CFLG) Forum was established in 2017 with the objective of strengthening civil society engagement in promoting and institutionalizing the Child-Friendly Local Governance (CFLG) National Strategy and Operational Guidelines, 2068 (with subsequent amendments) across all three tiers of government in Nepal.

As part of its continued efforts to strengthen the CFLG campaign nationwide, the National CFLG Forum, with the support of World Vision International Nepal, is developing an animated awareness video on Child-Friendly Local Governance (CFLG). The animation will serve as an engaging advocacy and educational tool to simplify complex concepts related to child rights, local governance, participation, and child-friendly services into an accessible and visually appealing format.

The animation video will be used to raise awareness among children, adolescents, youth, parents, local governments, schools, civil society organizations, and community members. It will also support advocacy, orientation, capacity-building, public awareness campaigns, and community mobilization efforts across Nepal.

To ensure the production of a high-quality animation video that meets professional and organizational standards, the National CFLG Forum/JCYCN invites qualified animation production companies or firms to undertake this assignment.

2. Objectives of the Assignment

The selected company/firm will develop a professional animation video that will:

  • To visually communicate the Concept and important of CFLG in an engaging and simplified format.
  • To raise awareness among children, youth, and communities about their roles and rights in CFLG.
  • To support municipalities and stakeholders in promoting child-friendly local governance through accessible media.
  • To strengthen advocacy efforts by providing a creative tool for campaigns and community mobilization.
  • To inspire collective ownership and participation in achieving child-friendly governance at the local level. centralize CFLG information, resources, and good practices for easy access.

Submission Requirements

Interested companies or firms should submit:

  • A technical proposal describing the proposed methodology and work plan.
  • A financial proposal with a detailed budget breakdown.
  • Company profile.
  • Portfolio and links to similar animation projects completed.
  • Proposed work schedule and timeline.
  • Legal documents including:
    • Company Registration Certificate
    • VAT Registration Certificate
    • Latest Tax Clearance Certificate

Note: Interested companies/firms are requested to submit two separate financial proposals:

  1. Financial Proposal including the cost of a Nepal Sign Language Interpreter. 
  2. Financial Proposal excluding the cost of a Nepal Sign Language Interpreter.

All proposals should be submitted to the National CFLG Forum Secretariat, Jagriti Child and Youth Concern Nepal (JCYCN), Lalitpur Metropolitan City–03, Nayabato, Dhobighat, Nepal, or via email at ncflgforumvacancy@gmail.com no later than 30 July 2026.
