Short-Term Consultancy for Staff Recruitment 

Public Health / Technical Expert

Technical Screening, Assessment and Shortlisting of Candidates 

1. Background

Action for Nepal (AFN) has announced vacancies for the positions of Project Manager, Project Officer and MEAL Associate for its Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) project. The application deadline has closed and AFN has received a number of applications.

The Project Manager, Project Officer and MEAL Associate positions require sound technical understanding of public health, RMNCAH programming, community and health facility-based interventions, and monitoring, evaluation, accountability and learning (MEAL). Considering the technical nature of these positions, AFN intends to engage an experienced Public Health / Technical Expert on a short-term consultancy basis to provide independent technical support to AFN's recruitment committee in screening applications and recommending the most suitable candidates.

2. Purpose of the Consultancy

The overall purpose of this consultancy is to provide independent technical expertise to AFN's recruitment committee in assessing the technical suitability of applicants for the Project Manager, Project Officer and MEAL Associate positions.

The consultant will specifically support AFN to:

• Review the job descriptions and vacancy announcements for the three positions.
• Provide technical inputs on the screening criteria and scoring matrix for each position.
• Screen all applications and CVs against the approved criteria.
• Assess the relevance and depth of each candidate's public health, RMNCAH, project management and MEAL experience.
• Prepare a shortlist of candidates for written test and interview.
• Support the preparation of technical test questions and interview guides.
• Support the interview panel and compile technical assessment results.
• Provide clear recommendations to AFN, including the three strongest candidates for each position.

3. Required Qualification and Experience

Education

At least a Master's degree in Public Health, Health Sciences, Community Medicine or a closely related field from a recognized institution.

Professional Experience

• Minimum 10 years of relevant professional experience in public health, RMNCAH, community health or health-related development programs.
• Experience in project management, program implementation in an NGO/INGO, government or donor-funded health project.
• Experience in staff recruitment, interview panels, technical evaluation or assessment of candidates.
• Good understanding of Nepal's health system and local government structures.
• Familiarity with the requirements of Project Manager, Project Officer and MEAL positions in health projects.

4. Competencies Required

The consultant should demonstrate:

• Strong technical knowledge of public health and RMNCAH programming;
• Ability to judge the relevance and quality of candidates' technical experience;
• Understanding of project management and MEAL functions;
• Ability to conduct objective, criteria-based assessments;
• Strong analytical and documentation skills;
• Good written and verbal communication in Nepali and English;
• Good knowledge of MS Excel and MS Word;
• Ability to maintain confidentiality and work independently within a short timeframe.

5. Selection of Consultant

AFN will select the consultant based on:

• Relevant academic qualification;
• Relevant public health and RMNCAH experience;
• Experience in project management, MEAL or technical assessment;
• Experience in recruitment or technical evaluation of candidates;
• Relevant experience with NGOs/INGOs, health institutions or development organizations;
• Availability to complete the assignment within the required timeframe;
• Professional fee.
