Handicap International Federation (HI) is an independent and impartial aid organization, created in 1982, working across 63 countries. HI works alongside the vulnerable populations, whatever the context, taking action to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. Present in Nepal since 2000, HI works through a network of local partner organizations in the area of health and physical rehabilitation, inclusive education and resilience including emergency response to improve the living conditions and involvement of the most vulnerable populations in Nepal. 

AC6 is a five year action programme developed to Enhance Access of Women and Children with Disabilities and Vulnerable People to Social Services with Multi-sectoral and Holistic Approach (EA – Programme)”  is in the implementation phase in the 5 municipalities of Bajura, Jajarkot, and Sindhupalchowk Districts. 

The overall objective of the action programme is to improve the quality of life of people with disabilities and vulnerable people with a holistic approach. Its specific objectives is: Improve Access of people with disabilities and vulnerable people, in particular women and girls, to quality rehabilitation and socio-economic inclusion services. 

To achieve aforesaid objectives, various thematic activities designed strategically related functional rehabilitation, economic integration and social protection will be carried out with the help of independently selected implementing partners NGOs and OPDs (Organization of People with Disabilities) of respective districts.

HI Nepal thus invites application for the following position to contribute the implementation of it’s AC6 project:

1. Technical Officer - Health Sector Emergency & Functional Rehabilitation (HSE & FR) – 1 Position

Mission: The position is responsible for providing technical input to AC6 project team (HI and Implementing partner) for effective and efficient management (planning, execution, and follow-up) of the thematic activities of AC6 action programme. 

Terms & Conditions: Fixed Term Contract

Base Location: Country Office, Kathmandu Nepal (with frequent visit to remote field locations),

Key Responsibilities:

  • Provide technical support to plan, implement and follow-up of HSE and FR service-related activities of the  project/s 
  • Arrange training/learning events to enrich and enlarge technical skills required for efficient and effective performance for the project
  • Ensure Maintenance of Database, proper recording, documentation of case studies, human interest stories and reporting
  • Ensure partners accomplish all planned  activities of FR areas as PPC signed with HI; 
  • Draft periodic narrative reporting of assigned technical areas and support to financial recording/reporting
  • Collect lesson learned, human interest stories, case studies related to health sector emergency and functional rehabilitation
  • Contribute for the Organization development of partner OPDss/NGOs – developing/reviewing organizational strategy planning, supporting to be linked in networking/coalition advocacy of mainstreaming of issues people with functional limitation and disabilities.
  • Carry-out bilateral and multilateral discussion and troubleshooting for support staff on day to day assigned thematic business related HSE and FR 
  • Ensure the Partner OPDs/NGOs are managing all the HSE & FR activities as per agreement with HI within the available financial resources and the stipulated timeframe
  • Contribute to capacitate partner OPDs/NGOs and local Government’s health and rehabilitation staff for supporting,  networking and  mainstreaming of the glaring issues persons with impairment, functional limitation and disabilities
  • Support the partner organization in developing technical knowledge/skills on HSE & FR as per local contexts
  • Contribute to develop plan, support visit of funding agencies, missions of HI technical reference personnel for their technical and managerial inputs
  • Support the AC6 project team in developing external networks and coordinating with other relevant actors ensuring to create added value for the HI led project activities related HSE and FR
  • Collaborate with internal and external stakeholders so as to ease an implementation of project


Minimum Qualifications required:

  • Completed Bachelor’s Degree in Physiotherapy, P&O, Rehabilitation Sciences, Occupational Therapy or related field with at least 3 years of relevant working experience in health & rehabilitation system strengthening project(s) in I/NGOs.
  • Experience in disability inclusive Development, accessibility and Physiotherapy service delivery.
  • Experience of health sector emergencies linked with earthquakes, floods, landslides and epidemic/pandemic outbreaks 
  • Knowledge of health system of Nepal, 
  • Registered in Nepal Health Professional Council (NHPC) 
  • Strong training design, delivery, and follow-up skills
  • Good interpersonal, communication (verbal & written) and networking skills
  • Excellent coordination and negotiation skills
