SECOND SEALED QUOTATION NOTICE

Procurement of Seeds and Agricultural Materials

Karnali Community Development Centre (KCDC) is a service-oriented humanitarian and development-focused non-governmental organization registered with the District Administration Office, Mugu, in 2062 B.S. (2005 A.D.). KCDC promotes sustainable community development through programmes covering food and nutrition security, agriculture and livelihood development, maternal, newborn and child healthcare, public health, water, sanitation and hygiene (WASH), renewable and clean energy, rural infrastructure, disaster and climate-change management, social empowerment and poverty reduction. 

Karnali Community Development Center (KCDC), Mugu, invites sealed quotations from eligible and qualified suppliers, agrovets and registered firms for the supply and delivery of agricultural inputs and materials required for the establishment of Integrated Ecological Farming Villages/Agroecological Villages (AEV) under the EMPOWER Project in Khatyad Rural Municipality, Mugu.

The procurement package includes vegetable seeds, agricultural-grade plastic tunnel sheets, drip-irrigation systems, water-storage drums, hose pipes, micro-sprinklers, knapsack sprayers, pheromone and fruit-fly traps, nursery trays, neem-based bio-pesticides, watering cans and other related agricultural materials.

Detailed quantities, minimum technical specifications, terms and conditions, and submission requirements are provided in the official RFQ document.

Required Delivery Period: Within 30 days from the date of issuance of the Purchase Order.

Eligibility and Mandatory Documents

Each bidder must submit the completed RFQ together with the following valid and applicable supporting documents:

1. Firm/company registration certificate
2. PAN/VAT registration certificate
3. Latest tax-clearance certificate
4. Valid Seed Sales and Distribution Licence (बिउ बिजन बिक्री वितरण अनुमती पत्र )—Mandatory
5. Relevant agrovet/business licence or authorization, where applicable
6. Completed, signed and stamped Supplier Declaration Form—Mandatory
7. Product brand, quality-assurance and technical documents as specified in the RFQ
8. Any other statutory or supporting documents required under the RFQ

Important: The valid Seed Sales and Distribution Licence and the completed, signed and stamped Supplier Declaration Form must be submitted with the RFQ. Failure to submit either mandatory document may result in the quotation being considered non-responsive.

Submission Requirements

The completed RFQ, Supplier Declaration Form and all required supporting documents must be submitted together as one complete quotation package through either of the following methods:

1. Hard-Copy Submission

The complete quotation package must be enclosed in a properly sealed envelope and submitted to the KCDC Khatyad Field Office, Mugu.

The envelope must be clearly marked:

“Sealed Quotation—Supply of Agricultural Inputs and Materials for AEV Establishment, EMPOWER Project (NPL 1110-24)”

2. Electronic Submission

Electronic quotations must be submitted to:

Electronic quotations will be accepted only in password-protected PDF or ZIP format, subject to the following conditions:

• The quotation file must remain password-protected until the submission deadline has passed
