Consultancy Service for Complaint Hearing Mechanism (CHM) and Case Management Training
Integrated Rural Development Society (IRDS), Bardibas, Mahottari invites sealed technical and financial proposals from qualified individual consultants, consultancy firms, or institutions to conduct Complaint Hearing Mechanism (CHM) Training for Schools and Case Management Training for Local Child Rights Committee (LCRC) under the Integrated Programming Framework supported by World Vision International Nepal (WVIN).
1. Background
Integrated Rural Development Society (IRDS) is implementing an integrated development project in partnership with World Vision International Nepal in Mahottari District. Under the Child Protection component, the project aims to strengthen child protection systems at school and community levels through capacity building of key child protection actors.
To support this initiative, IRDS seeks to hire a qualified consultant/team to facilitate training on Complaint Hearing Mechanism (CHM) for school stakeholders and Case Management for members of the Local Child Rights Committee.
2. Objective of the Consultancy
The consultancy aims to:
- Strengthen the capacity of school focal teachers and CHM committee members to establish and operationalize Complaint Hearing Mechanisms in schools.
- Enhance the knowledge and practical skills of Local Child Rights Committee members on child protection case management in line with the Act Relating to Children 2075.
- Promote child-friendly, confidential, and coordinated response mechanisms for child protection issues at local level.
3. Scope of Work
The selected consultant/team will:
- Develop training modules, materials, and facilitation tools.
- Conduct two separate trainings (3 days each):
- 3 Days CHM Training for school stakeholders.
- 3 Days Case Management Training for Local Child Rights Committee members.
- Facilitate interactive sessions including case studies, role plays, and group discussions.
- Provide tools/templates for complaint documentation and case management.
- Submit a training completion report within 7 days after each training.
4. Duration of Consultancy
The consultancy service will be conducted within the period:
5th April 2026 – 10th April 2026
All reports and deliverables must be submitted by 15th April 2026.
5. Consultant Qualification
Interested consultants or firms should meet the following criteria:
- Proven experience in child protection, education governance, and training facilitation.
- Minimum 3 years of experience in child protection or related sectors.
- Strong knowledge of Child Rights, Case Management, CHM, GBV, and GESI issues in Nepal.
- Experience in conducting similar trainings.
- Strong facilitation, analytical, and reporting skills.
- Proficiency in Nepali language.
6. Proposal Submission Requirements

Financial Proposal
Detailed cost breakdown inclusive of applicable taxes.
7. Evaluation Criteria
Proposals will be evaluated using Quality and Cost Based Selection (QCBS):
- Technical Proposal – 70%
- Financial Proposal – 30%
Minimum 60% score in technical evaluation is required to qualify for financial evaluation.
