Background

dZi Foundation is a US-based non-profit organization dedicated to working with rural communities in Nepal to achieve prosperity by removing barriers to basic needs, fostering sustainable livelihood opportunities, and enhancing local capacity to drive transformational change. Our current strategic plan adapts to evolving policy and development landscapes, sharpening our focus on partnerships, local ownership, and long-term sustainability beyond external investments.

1.     Overview and Scope

This RfQ outlines the requirements for procuring 410 sets of tools and equipment for deployment across six municipalities in the Khotang, Sindhuli, Udayapur, Saptari, and Sunsari districts. The project aims to boost economic opportunities by supporting the income diversification of poor and marginalized communities in the Koshi River Basin. All supplied tools and equipment must comply with national standards and be highly durable to withstand rugged geographical terrain.

2.     Specific Objectives

Agriculture and livestock are the primary sources of livelihood in Nepal. While training introduces new techniques and methods, providing the proper tools is essential to translate these learnings into effective practice. The specific objectives of this procurement are to:

• Procure 410 high-quality sets of tools and equipment for distribution to targeted communities.
• Enhance community income generation through the combined support of training and essential tools.
• Support government priorities to increase local employment opportunities.

3.     Technical Specifications

Suppliers must ensure all items meet the minimum specifications outlined below. Note: A warranty of ≥2 years is highly preferred and will factor into the evaluation.

4.     Delivery Requirements

• Delivery Locations:
  • Khotang District: Kepilasgadhi Rural Municipality, Halesi Tuwachung Municipality
  • Sindhuli District: Sunkoshi Rural Municipality
  • Udayapur District: Belaka Municipality
  • Saptari District: Hanumannagar Kankalini Municipality
  • Sunsari District: Gadhi Rural Municipality
• Timeline: Full delivery must be completed within 2 weeks of contract signing.
• Branding & Visibility: Supplied tools and equipment must include dZi’s visibility/branding materials (guidelines to be provided upon contract award).

5.     Supplier Qualifications

5.1     Mandatory Criteria

• Experience: Minimum of 3 years supplying tools and equipment in Nepal, accompanied by reference letters from at least two similar projects.
• Certifications: Valid business registration, VAT/PAN registration, and up-to-date tax clearance certificates.

5.2     Sustainability Requirements

• Material Sourcing: Locally sourced materials where applicable.
• Waste Management: Utilization of recyclable packaging.

6.     Evaluation Criteria

Proposals will be evaluated based on a minimum qualifying score of 70%.

7.     Submission Guidelines

Interested Nepali firms/suppliers meeting the above qualifications are invited to submit their RfQ packages. Submissions must include the following:

• Cover Page
• Brief Technical and Financial Proposal (Maximum 5 pages)
• Evidence of Similar Assignments (At least 2 reference letters/contracts)
• Company Profile (Including valid registration and latest tax clearance certificates)
