World Vision International Nepal (WVI Nepal) is a child focused relief, development and advocacy organization that has been working for transforming the lives of vulnerable people and disaster affected communities since 2001. WVI Nepal has been implementing multi-sectoral programs partnering with local communities, civil societies, government and the private sectors with primary focus on the causes of vulnerability. Currently, WVI Nepal has long-term development programmes in Udayapur, Sarlahi, Mahottari, Rautahat, Sindhuli, Kathmandu, Lamjung, Lalitpur, Jumla, Kailali, Achham, Doti, Bajhang, Kanchanpur, Dailekh, Jajarkot and Banke across seven provinces of Nepal. It has three technical programmes namely Nutrition Resilience & Livelihood (NRL), Inclusive Quality Education (IQE) and Protection and Community Engagement Sponsorship Programming (PCESP) with Gender Equality, Disability and Social Inclusion (GEDSI), along with Disaster Risk Reduction and Climate Change Resilience as crosscutting agendas contributing to the well-being of children.

World Vision International (WVI) Nepal is a part of the World Vision International global partnership operating in nearly 100 countries. WVI started its long-term development programme in Nepal since 2001 to contribute to well-being of children. At present, WVI Nepal has long-term development programmes in 17 districts, namely, Udayapur, Sarlahi, Mahottari, Rautahat, Sindhuli, Kathmandu, Lamjung, Lalitpur, Jumla, Kailali, Banke, Kanchanpur, Achham, Doti, Dailekh, Jajarkot, and Bajhang across seven provinces of Nepal.  Our work spans Child Protection, Education, Health & Nutrition, Resilience, Livelihoods, and Disaster Preparedness, with operations across multiple provinces and municipalities.

World Vision International Nepal (WVI Nepal), located at Kusunti, Lalitpur-13, intends to enter into Long-Term Agreements (LTAs) for a minimum period of one (1) year, with the possibility of extension. Eligible applicants are encouraged to participate in the competitive bidding process and register in the WVI Nepal Supplier Roster and partnership framework. Additional related needs may also arise during the agreement period.

WVI Nepal hereby invites eligible and interested consulting firms and VAT-registered individual consultants to submit proposals for the following separate Requests for Proposals (RFPs), each aligned with specific programme and operational priorities:

  1. RFP 1: Podcast Series – Design, Production & Delivery
  2. RFP 2: Community Radio – Broadcast, Production & Dissemination
  3. RFP 3: Digital Platform & Services for Emergency Cash and Voucher Assistance (CVA) Long-Term Agreement & Pilot Deployment
  4. RFP 4: IVR-Based Early Warning Dissemination – Consultancy Service

Proposals must be prepared and submitted in accordance with the specifications and requirements outlined in Annex I.

Bidding Process:

A complete study proposal, comprising separate technical and financial proposals, is required. The proposal must clearly address the scope of work, methodology, deliverables, proposed instruments, and a comprehensive assignment implementation plan.

Bidders are required to clearly indicate in the file names whether the submission is for RFP 1, RFP 2, RFP 3, or RFP 4, along with the following details:

  • Name of the organization, and
  • The specific assignment for which the proposal is being submitted (e.g., Podcast Service, Community Radio Broadcast Service, Digital CVA Platform, IVR Based EWS Service, etc.).
  • Bidders may apply for more than one assignment and must submit separate proposals for each RFP.

Example of Proper File Naming:

The method of selection shall follow the Quality and Cost Based Selection (QCBS) approach, in accordance with the Terms of Reference. Full acceptance of the WVI Nepal Child & Adult Safeguarding Protocols and Contract General Terms and Conditions is a mandatory criterion and cannot be deleted regardless of the nature of services required.  Non acceptance of the GTC & Child and Adult Safeguarding Protocol may be grounds for the rejection of the Proposal.

Terms and Conditions:

  1. Submission of company registration certificate, VAT/PAN certificate, and copy of latest tax clearance certificate is required.
  2. Applicable Taxes will be deducted at source as per Government of Nepal Rules & Regulations.
  3. Payment to be made within 30 days after received of goods and undisputable invoice, if you have any objection or expectation please write. Payment will be made via online Bank Transfer in favor of your Company.  
  4. WVI Nepal reserves the right to accept or reject any bid or to cancel the bidding process and reject all bids, at any time prior to the award of the contract, without assigning any reasons whatsoever and without thereby incurring any liability to the affected Bidder or Bidders.
  5. WVI Nepal shall be under no obligation to procure the least cost offer. WVI Nepal reserves the right to reject any or all quotation.

Special Instructions to Interested Bidders:

  • Duly filled quotations shall be submitted via email to npl_scmbid@wvi.org
  • Submission deadline: 15th March, 2026 12 AM NPT. Bids received via any other medium or beyond deadline shall not be considered.
  • Please be guided by the attached Terms of Reference [TOR] & annexes while preparing your technical proposal and financial proposal.
