World Vision International Nepal (WVI Nepal) is a child focused relief, development and advocacy organization that has been working for transforming the lives of vulnerable people and disaster affected communities since 2001. WVI Nepal has been implementing multi-sectoral programs partnering with local communities, civil societies, government and the private sectors with primary focus on the causes of vulnerability. Currently, WVI Nepal has long-term development programmes in Udayapur, Sarlahi, Mahottari, Rautahat, Sindhuli, Kathmandu, Lamjung, Lalitpur, Jumla, Kailali, Achham, Doti, Bajhang, Kanchanpur, Dailekh, Jajarkot and Banke across seven provinces of Nepal. It has three technical programmes namely Nutrition Resilience & Livelihood (NRL), Inclusive Quality Education (IQE) and Protection and Community Engagement Sponsorship Programming (PCESP) with Gender Equality, Disability and Social Inclusion (GEDSI), along with Disaster Risk Reduction and Climate Change Resilience as crosscutting agendas contributing to the well-being of children.
World Vision International (WVI) Nepal is a part of the World Vision International global partnership operating in nearly 100 countries. WVI started its long-term development programme in Nepal since 2001 to contribute to well-being of children. At present, WVI Nepal has long-term development programmes in 17 districts, namely, Udayapur, Sarlahi, Mahottari, Rautahat, Sindhuli, Kathmandu, Lamjung, Lalitpur, Jumla, Kailali, Banke, Kanchanpur, Achham, Doti, Dailekh, Jajarkot, and Bajhang across seven provinces of Nepal. Our work spans Child Protection, Education, Health & Nutrition, Resilience, Livelihoods, and Disaster Preparedness, with operations across multiple provinces and municipalities.
Kanchanpur, located in Nepal's far-western Terai, faces persistent challenges related to poverty, limited access to quality education and healthcare, inadequate WASH facilities, gender inequality, and high rates of gender-based violence (GBV) and adolescent pregnancy. Limited access to adolescent-friendly health services (AFHS), knowledge gaps on sexual and reproductive health and rights (SRHR), harmful social norms, and early marriage continue to place adolescents, particularly girls—at greater risk of poor health, protection, and education outcomes.
To address these issues, the Basic 4 Girls (B4G) Project has been implemented since 1 January 2025 in Krishnapur Municipality, focusing on improving girls' access to quality education, health services, protection, WASH, and participation opportunities. The project also strengthens child protection systems, promotes comprehensive SRHR education, prevents and responds to GBV, improves school WASH facilities, and ensures that all interventions are inclusive of gender equality, social inclusion (GESI), and disability.
In this regard, World Vision International Nepal (WVI Nepal), Kusunti, Lalitpur-13, invites qualified consulting firms or VAT-registered individual consultants to submit seperate technical and financial proposals must be prepared and submitted in accordance with the specifications and requirements outlined in Annexes.
Bidding Process:
A complete study proposal, comprising separate technical and financial proposals, is required. The proposal must clearly address the scope of work, methodology, deliverables, proposed instruments, and a comprehensive assignment implementation plan in accordance with the (TOR)
Bidders shall submit one email containing two separate files: a Technical Proposal and a Financial Proposal.
The attached files must be named as follows:
- [OrganizationName]_TechnicalProposal_RFP_B4G
- [OrganizationName]_FinancialProposal_RFP_B4G
The file names must clearly include the name of the organization and identify whether the attachment is the Technical Proposal or the Financial Proposal.
The method of selection shall follow the Fixed Budget Selection method, with the contract awarded to the bidder achieving the highest technical score, in accordance with the Terms of Reference. Proposals with a financial offer exceeding a ±10% variance from the stipulated budget ceiling will not be considered for further evaluation.
Full acceptance of WVI Nepal's Child & Adult Safeguarding Protocols and the Contract General Terms and Conditions (GTC) is a mandatory requirement and shall not be excluded, regardless of the nature of the services required. Non-acceptance of the GTC and/or the Child & Adult Safeguarding Protocols may result in the rejection of the proposal.
Terms and Conditions:
- Proposals received after the specified date and time of the invitation will not be considered.
- Submission of company registration certificate, VAT/PAN certificate, and copy of latest tax payment certificate is required.
- Quoted rate should be inclusive of all VAT, taxes and other necessary costs if required. Applicable Taxes will be deducted at source as per Government of Nepal Rules & Regulations.
- WVI Nepal reserves the right to accept or reject any bid or to cancel the bidding process and reject all bids, at any time prior to the award of the contract, without assigning any reasons whatsoever and without thereby incurring any liability to the affected Bidder or Bidders.
- The contract will be awarded in accordance with the criteria outlined in the Terms of Reference (TOR), and the successful bidder/(s) will be notified at the earliest date possible.
- Payment will be made within 30 days after receipt of goods, successful inspection and approval by the technical supervisor, and submission of an undisputed invoice. If there shall be any objections or specific expectations regarding payment terms, please state them in writing. Payment will be processed via online bank transfer in favor of your company.

- Submission deadline: 23rd July, 2026 11:59 PM NPT. Bids received via any other medium or beyond deadline shall not be considered.
- Please be guided by the attached Terms of Reference [TOR] & annexes while preparing your technical proposal and financial proposal.
