REQUEST FOR PROPOSAL

for

VOCATIONAL AND SKILL DEVELOPMENT TRAINING OF BUILDING ELECTRICIANS

1. Background

Ratauli Yuwa Club (RYC) is a non-profit making organization established in 1991 AD in Mahottari District. It aims to promote socio-economic, social justice, environmental, and political conditions of the local people through rights-based, good governance, participatory, and democratic processes to eliminate social evils, illiteracy, ignorance, poor health, undemocratic norms, immorality, discriminatory practices, and environmental degradation.  It has been acting in coordination and partnership with governmental, international, and national non-governmental organizations to address the problems to bring positive changes for sustainable development in our society. These days, RYC has been implementing the Sponsorship (Samunnati) Program in Jaleshwar & Pipara palikas since July 2017 in partnership with Save the Children to improve the lives of children in Mahottari district through education, health & nutrition, livelihood, and adolescent development.

2. Objectives

Under the Sponsorship program, RYC is planning to provide market-led vocational training to out-of-school adolescents from marginalized communities for the creation of new job opportunities for the participants of Jaleshwar & Pipara Municipality. The overall objective of this consultancy is to provide a Junior Building Electrician (Level 1) to 10 adolescents. The training aims to improve the livelihood of adolescents by increasing income through electrician business and/or job placements.

3. Scope of Work

The training program should cover the essentials of electrician training. The consultant/firm shall design and deliver training based on the CTEVT curriculum that covers the following topics:

  • Junior Building Electrician for 390 Hours (65 Working Days, 6 Hours/Day, except Saturdays and holidays approved by GoN) to 10 adolescents.
  • Provide hands-on training to the participants using a combination of lectures, demonstrations, and practice sessions.
  • Provide Level 1 National Skill Certificate for the participants.

4. Expected Deliverables

The selected institute should provide training as per the ToR and deliver the following tasks:

  • The training institute shall provide 390 hours of Junior Building Electrician training (65 working days, 6 hours/day) for 10 adolescents based on the CTEVT curriculum.
  • The training institute shall conduct the training in Jaleshwar, Mahottari.
  • Upon completion of the training, the training institute shall provide the Level 1 National Skill Certificate in coordination with the National Skill Testing Board, CTEVT.
  • The trainer must hold at least a Level 3 NSTB certificate, and the co-trainer must have a Level 2 NSTB certificate holder from a recognized equivalent institute. Both should have at least 5 years of experience handling relevant skill training.
  • Training institutions must possess sufficient training materials and equipment to provide practical application and field exposure (demo-site) learning for all participants. 
  • The training must meet the quality benchmarks outlined in the agreement between RYC and the training institute.
  • The training institute must be adhered to RYC's Safeguarding policy throughout the training program.
  • During the training period, the training institute must promptly address and rectify any issues identified through monitoring findings and feedback.

5. Implementation Plan

The training will be conducted on a non-residential basis as the participants will be from the Jaleshwar Municipality or Pipra Rural Municipality. The training institute needs to manage essential basic equipment/instruments and necessary set-up requirements as per the need for training. The tentative start date and end date will be as follows:

  • Start Date: 1 June 2025
  • End Date: 22 Aug 2025, or as earlier.

6. General Qualification of the Training Institute/Trainers:

The training institute/trainers need to have the following qualifications:

  • More than 5 years’ registration and affiliated to CTEVT and conducting vocational training more than Five years.
  • Qualified and experienced trainers (with TOT) on Facilitator training.
  • All team members must have proven experience in vocational training. Detailed CVs of all team members, including academic qualifications, training facilitation experience, and work experience, must be submitted with the proposal.

7. Required Documents:

  • VAT registration certificate
  • Affiliation certificate of CTEVT
  • Company/institute registration certificate
  • Tax Clearance 080/081
  • Organizational profile
  • Past work experience (including experience letter)
  • Technical & Financial Proposal

If any required documents or information are unavailable or not applicable, the reason(s) must be explained in the proposal form. RYC reserves the right to disqualify proposals that do not adhere to the submission guidelines.

8. Budget

The training institute must submit a total budget with a detailed breakdown, including all applicable taxes, at the time of proposal submission. The institute is responsible for all tariffs, duties, trainer costs (lodging, food, travel, salary, and communication), training venue rent, training materials, its own monitoring costs, participant insurance, and participant snacks during the training execution.

9. Timeline:

  • Contract sign: 30 May 2025
  • Training Start date: 1 June 2025
  • Training end date: 22 August 2025, or as earlier.

10. Payment Schedule:

The payment will be provided in three installments:

  • 1st Installment: 30% will be paid upon completion of the first 20 working days, based on the 1st Progress Report submitted by the training institute and approved by RYC’s Livelihood Coordinator.
  • 2nd Installment: 30% will be paid upon completion of the subsequent 20 working days, based on the 2nd Progress Report submitted by the training institute and approved by RYC’s Livelihood Coordinator.
  • 3rd Installment: 35% will be paid after the completion of training.
  • 4th Installment: 5% will be paid after the provision of Level 1 National Skill Certificates to the participants and submission of the final report by the training institute, both approved by RYC’s Livelihood Coordinator.

11. Bid Assessment:

After the Procurement Committee's evaluation, RYC will award the contract to the applicant whose proposal offers the best value, considering both technical and financial factors.

  • Technical (60%): This score will be based on the quality of the proposal, including the capacity statement for the assignment, methodology and implementation plan, team qualifications and composition, and experience in the relevant thematic sector/assignment.
  • Financial (Value for Money) - 40%: This score will reflect the value for money offered by the proposed budget.

12. Submission Process:

Proposals that meet the ToR requirements, encompassing both technical and financial aspects, should be submitted via email to procurementryc@gmail.com with the subject line “Proposal on Junior Building Electrician” by 5:00 PM on May 25, 2025. Proposals received after this deadline will not be considered. Hard copies of the proposal are also acceptable.
