Consultancy for Capacity Assessment of Provincial Health Training Centres (PHTCs) in Nepal

ADRA Nepal, in partnership with UNFPA, invites qualified consultants or consultancy firms to conduct a capacity assessment of Provincial Health Training Centres (PHTCs) in Koshi, Bagmati, Gandaki, and Karnali Provinces. The purpose of this consultancy is to assess the institutional, technical, managerial, and operational capacity of Provincial Health Training Centres (PHTCs) in Koshi, Bagmati, Gandaki, and Karnali Provinces to effectively plan, deliver, monitor, and evaluate SRHR training programs and conduct systematic Training Needs Assessments (TNA).

Objectives of the Consultancy:

• Assess governance, management, and coordination systems of PHTCs.
• Review quality, relevance, and updating of SRHR training packages and manuals.
• Evaluate capacity for blended learning, simulation-based training, and digital platforms.
• Assess TNA processes, monitoring systems, and use of Training Information Management Systems (TIMS).
• Provide evidence-based recommendations to strengthen PHTCs and support Provincial Institutional Capacity Development Plans.

Duration: 15th April to 31st July 2026

Location: Kathmandu and field visits to PHTCs and selected training sites in the four provinces.

Eligibility: Professionals or firms with:

• At least a Master’s degree in public health, nursing, medical sciences, health systems, or related fields.
• Minimum 7 years of experience in public health, health systems, SRHR, or family planning programs.
• Strong skills in research, policy analysis, capacity assessment, and report writing.
• Experience working with government institutions; prior experience with ADRA Nepal preferred.
