Assignment Title:  To Consult/ Advise/ Support Upper Arun Hydro-Electric Project Adibasi Janati Advisory Council for the preparation of Economic Development and Livelihood Programs under Indigenous People Plan (IPP)

Upper Arun Hydro-Electric Project Adivasi Janajati Advisory Council (UAHEP-AJAC) is responsible for facilitating, monitoring, and supporting the selection of programs for the implementation of the Indigenous Peoples Plan (IPP) in close collaboration with the Upper Arun Hydro-Electric Project and Local Government. The organization has formed and established in 2022 at Bhotkhola Rural Municipality-04, Gola Bazar, Sankhuwasabha. Following a tripartite agreement signed on December 11, 2022—between the UAHEP, local government, and AJAC — the parties agreed to apply the IPP Implementation Directives. The assignment shall be carried out over a period of four (4) months (120 calendar days) from the date of contract signing upon satisfactory performance of consultant, business need and availability of budget.  Such this context, UAHEP-AJAC invites qualified individual consultant to submit proposals for the assignment described in this Terms of Reference (TOR).

Major key responsibilities are as follows: Conduct socio-economic assessments and market analyses in the target villages to identify livelihood opportunities and priority value chains; Carry out baseline surveys, value chain analyses, and market studies, including assessment of potential cross-border trade opportunities; Assess local production potential based on available natural resources, environmental conditions, and traditional livelihood practices; Design economic development interventions focusing on agriculture, livestock, high-value crops, medicinal and aromatic plants, and other locally viable enterprises; Develop strategies for promoting local seeds, cash crops, livestock production, and climate-resilient livelihood systems; Strengthen market linkages and recommend mechanisms for improving access to regional and national markets. Required Qualifications and Experience:

General Experience: Bachelor’s degree in economics, Development Studies, or a related field; 7-10 years of relevant experience in development sectors. 

Required Specific Experience: Master’s degree in economics, Development Studies or a related field (PhD preferred); Minimum seven (7) years of professional experience in economic development, livelihood promotion, value chain development, rural enterprise development, or related fields; Demonstrated experience in socio-economic assessments, market systems development, and livelihood enhancement programs.; Proven experience in designing and implementing community-based economic development initiatives; Experience working with Indigenous Peoples, rural communities, donor-funded projects, or hydropower development projects will be highly desirable; Strong understanding of agricultural production systems, tourism development, market analysis, and value chain strengthening. 

The consultant should be registered in VAT in compliance with the prevailing VAT Rules in Nepal.
