Digo Bikas Samaj (DBS) was established in the year 2063 B.S. to provide development services to people of remote and flood prone wards of Kailali district namely Lalbhoji, Bhajani, Khailad, Narayanpur,Dhansinghpur, Thapaput, Munuwa, Joshipur, Janakinagar and Pathriya. From the very beginning of its establishment, this organization has been working with poor and disadvantaged people in these wards. It is an umbrella organization of 9 community based organizations (CBOs) which is governed by people from the Dalit and Tharu communities.

Digo Bikash Samaj (DBS), Bhajani, Kailali is an umbrella organization of networks of non-governmental organizations known as Community-Based Organizations (CBOs). It is a non-governmental, non-profit-making and non-political organization registered with the District Administration Office, Kailali and affiliated with the Social Welfare Council, Nepal and NGO Federation of Nepal (NGOF), Kailali.In order to ensure transparency, accountability, financial integrity and compliance with applicable laws and regulatory requirements, DBS, Kailali is seeking proposals from eligible and registered audit firms for conducting the Statutory Audit of the financial statements of Digo Bikash Samaj for Fiscal Year 2082/083 (2025/2026 A.D.).
Application Procedure
Interested and eligible audit firms are required to submit the following:
- Letter of Interest
- Technical Proposal, including firm profile, relevant experience, audit approach and methodology, work plan and proposed audit team.
- CVs of key audit team members.
- Financial Proposal indicating the total consultancy/audit fee, applicable taxes and payment terms.
- Copy of firm registration and renewal certificate.
- Copy of ICAN registration/membership certificate.
- Copy of PAN/VAT registration certificate, as applicable.
- Latest tax clearance certificate.
- Declaration of no conflict of interest.
The Technical and Financial Proposals must be submitted separately, either through email as separate/password-protected files or in separate sealed envelopes at the DBS office.
Interested audit firms that meet the above requirements should submit their proposals to pccomitteedbs@gmail.com with the subject line “Proposal for Statutory Audit of FY 2082/083.”
Hard copies of the proposals can also be submitted to the DBS office, Bhajani, Kailali.
Closing Date: 1 September 2026, before 5:00 PM.
The detailed Terms of Reference (ToR) for the assignment is attached/provided through a separate link.
The proposal must be submitted in Nepali or English language. Proposals received after the deadline will not be entertained or considered for further evaluation. A proposal that does not meet the requirements may be discarded. Proposals meeting the requirements and offering the best value for money will be considered for further evaluation and selection.
DBS, Bhajani reserves the right to accept or reject, wholly or partly, any or all proposals without assigning any reason whatsoever.
