VACANCY ANNOUNCEMENT
PACE Nepal, non-profit making Non-Government Organization established in Jumla district since 2006. Provides expert services in Disaster Risk Reduction, Climate Change Adaptation, Livelihood Support, Peace Building, Women's Health, SRHR, Social Mobilization, Infrastructure Building, Governance, Entrepreneurship Development, and Gender Inclusion. Supported by partnership like Adaption Fund/United National world food program, Plan International Nepal, Caritas Germany/Nepal Australian Embassy Nepal, Amplify Change/Radha Poudel foundation, PACE-Nepal collaborates with NGOs and networks nationally and internationally to maximize impact. PACE Nepal start from Jumla district and at present working in 4 district of Karnali province.
PACE-Nepal is have been implement the "Girls Standing Strong (GSS) project in partnership with Plan International Nepal. The project will be implemented in the Hima and Sinja Rural Municipality of Jumla District. The program targeting children, adolescent girls, youth girls, and young women enjoys their rights to live free from early and forced marriage. Accordingly, PACE-Nepal invites applications from suitably qualified and experienced candidates to fill the following positions immediately.
1. Position: Monitoring and Documentation Officer -1
Duty Station: Sinja Rural Municipality (Field office Narakot) Jumla, District
Report to: Program Coordinator
Major Responsibility
- Develop M&E plan for the project in close coordination with the PACE and PLAN Fund it project coordinators and other PACE team members.
- Support PACE project coordinators in the preparation and implementation of the inception phase, as well as preparing indicators for the annual DIPs.
- Lead in developing monitoring tools, reporting guidelines, data collection and keeping and reporting tools in coordination with the project teams from PACE-Nepal.
- Lead in reviewing progress and preparing consolidated progress reports of the project
- In collaboration with PLAN and PACE members explore innovative ways of measuring impact through the project to contribute to its goals
- Ensure that all team members understand and complete and submit the required data (monthly or otherwise) in a timely manner
- Identify learning and opportunities arising from monitoring and other mechanisms
- Provide technical support to consultants in conducting baseline, mid term and endline studies mainly on methodologies, tools and sampling strategies.
- Ensure regular monitoring visits are conducted as per the agreed plan and monitor the quality of program interventions against the minimum standards;
- Produce and share high quality M&E reports on regular basis to relevant people in line with the agreed protocols.
- Ensure that periodic M&E reports are shared and debriefed at different levels, action plans for addressing the quality gaps are developed and followed up.
- Ensure that the budget for the implementation of the M&E plan and activities are adequately incorporated in project budget
- Liaise with M&E focal persons from PLAN and PACE for sharing, learning and updates on new developments on M&E and related requirements.
- Assist consultants for research survey and evaluation as necessary and participate in review, research and evaluations
- Collect, review and compile progress monthly, quarterly, semiannually and annually from PLAN and PACE and submit to Project Coordinator.
Qualification and Experience
- At least Bachelor’s degree in economics, statistics, social science, development Studies or equivalent subject from a recognized university with minimum 5 years’ experience in leading, developing and managing M&E systems for large scale, complex, multi sectorial programmers in NGOs sector or in relevant area. Or Master’s Degree in Social since from recognized university with at least 2 year experience.
- High level of technical skills, knowledge and experiences on strategic planning, program design using various logical modules including log-frames, result framework etc.
- Have knowledge, experiences and conceptual understanding on accountability, especially to communities and beneficiaries.
- Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring)
- Demonstrated ability to work effectively in a multi-cultural settings with a wide variety of stakeholders.
- Ability to analyze information, evaluate options and to think and plan strategically.
- Excellent interpersonal, communication and representation skills.
- Ability to present complex information in a understandable manner, and to use innovative forms of communication
- Fluency in written and spoken Nepali and English languages.
- Holds self-accountable for making decisions, managing resources efficiently and effectively

2. Position: Finance Assistant – 1 (Female)
Duty station: Head Office, Jumla (frequently movement in project areas)
Report to: Finance Coordinator
Major Responsibilities
- Maintain record of overall expenditure of the program activities in accordance the direction of program unit
- Prepare report and ensure the financial transactions, payments and procurements held as per organization policy and government regulations
- Submit financial and admin report to Program coordinator/ donors on accounting principles, entry of vouchers/transaction into true book software and production of required financial reports and statements.
- Assist the organization and management of internal and external audits
- Ensure, develop & maintain income goods, equipment, material and their posting into the proper ledger.
- Calculate the taxes on applicable deducted sources, deposit in timely to concerned office and maintain E-TDS system
- Maintain proper filing and effective documentation of all documents related to finance and administration.
- Facilitate to release advance to the program staff implementation at district and Palika level.
- Receive, verify and ensure that supporting documents are submitted by program staffs while settling advance.
- Check and ensure attendance, payment and other necessary supporting documents required for settlement.
- Provide orientation to the new project staff on financial norms and policy of the project.
- Prepare and submit qualitative and quantitative financial report to Plan International Nepal.
- Perform any other duties as required or requested by line manager and the board.
Qualification and Experience
- At least Bachelor’s degree in Business Studies (BBS), Commerce or equivalent subject from a recognized university with minimum 2 years’ experience in NGOs sector.
- Experience of office management, staff management, basic finance management and procurement management.
- Excellent Finance report writing, data management, documentation and presentation.
- Experience in the use of MS office Package (Word/Excel/PowerPoint etc.) & Internet, experience working in a computerized accounting environment like true book, ability to lead financial management of the project/program and link this with the overall financial management of the organization.
- Strong knowledge of child and women’s rights and gender justice, advanced understanding of the development and NGO sector.
- Experience in reporting to donors in an NGO environment.
- Experience of working with coalitions and networks.
- Good spoken and written English and Nepali languages.
- Self- motivated and capable of managing work independently
- Good understanding of the laws of Nepal related to tax, insurance, etc.
