FAIRMED is a Swiss-based international development NGO with its motto, “Health for the Poorest.” The organization works to improve access to health care for marginalized communities and individuals affected by disease, disability, and living in poverty. In Nepal, FAIRMED collaborates with government and other stakeholders on prevention, management and control of Neglected Tropical Diseases (NTDs), and Maternal and Neonatal Health (MNH) as a thematic area. Gender Equality and Social Inclusion (GESI) and Disability-Inclusive Development (DID) are integrated as cross-cutting themes across FAIRMED’s programs. FAIRMED invites applications for the role of Head of Programs, who will lead FAIRMED Nepal’s programs working with Country Coordinator and other team members. The position will be based in the Country Office in Lalitpur with field travels to project sites.

About the position

The Head of Programs coordinates and technically leads FAIRMED Nepal’s program portfolio under the supervision of the Country Coordinator and in close coordination with FAIRMED Switzerland. The role is responsible for program quality, planning, implementation, monitoring, evaluation, learning and reporting, as well as project-level budget monitoring and compliance within the program portfolio, in line with FAIRMED’s strategy, project cycle management principles, donor requirements and international standards. The role provides line management to assigned program staff, technical backstopping to project teams, supports proposal development and institutional fundraising, strengthens program partnerships at technical and operational level, and contributes to evidence-based learning, documentation and knowledge management.

As a member of the management team, the position supports Country Coordinator in overall responsibility for strategic leadership, organizational management, representation, legal compliance, duty of care, risk management and overall accountability for FAIRMED Nepal.

Major job responsibilities

  • Lead the quality planning, implementation, monitoring, evaluation, learning, and reporting of FAIRMED Nepal programs in line with organizational strategy, donor requirements, and international standards.

  • Support the adaptation and implementation of FAIRMED’s global strategy, policies, and cross-cutting priorities (Leave No One Behind, Right to Health, Disability Inclusion, Gender Equality, and Social Inclusion) in the Nepal context.

  • Provide technical leadership in health system strengthening, neglected tropical diseases (NTDs), maternal and newborn health (MNH), disability inclusion, and community-based health programs.

  • Strengthen program quality through evidence generation, knowledge management, implementation research, and regular field monitoring.

  • Coordinate program partnerships, contribute to resource mobilization, and support the development of high-quality concept notes and proposals.

  • Oversee project-level budget monitoring, compliance, safeguarding, accountability, and risk management in collaboration with the finance and operations team.

  • Supervise and mentor program staff, promote capacity development, and foster a positive, inclusive, and safe working environment.

  • Support the Country Coordinator in representing FAIRMED with government, donors, UN agencies, INGOs, and other stakeholders, and perform other program-related duties as assigned.  


Required Qualifications and Experiences

  • Master’s degree in public health, or any other health relevant degree, with at least 10 years of relevant experience in program development and management in the development or health sector.

  • Sound knowledge and experience of working with  Nepal’s health system, government structures and relevant coordination mechanisms at federal, provincial and local levels.

  • Experience in formulating and implementing program strategy, project cycle management, proposal development, monitoring, evaluation, learning and reporting.

  • Strong skills in team leadership, supervision, mentoring and capacity development.

  • Good understanding of budget monitoring, financial analysis, forecasting and donor compliance.

  • Excellent analytical, facilitation and communication skills in English and Nepali.

  • Commitment to FAIRMED’s values, Code of Conduct, safeguarding standards, anti-corruption principles and PSEAH requirements.

  • Willingness to travel regularly to project areas and work in challenging contexts when required.

  • Ability to prioritize, manage work pressure effectively in complex or challenging circumstances.

  • Ability to represent FAIRMED’s technical work effectively in delegated forums and contribute to constructive partnerships.
