Feminist Dalit Organization (FEDO) is a pioneering national organization in Nepal advocating simultaneously for Dalit rights and women’s rights, with Dalit women and girls at the center of all initiatives. FEDO envisions a just, equitable, and inclusive society and works across economic empowerment, human rights, access to justice, leadership development, inclusive governance, social justice, and gender-responsive humanitarian action. FEDO has an organizational presence in 56 districts across all seven provinces of Nepal and actively engages with national, regional, and international networks.
FEDO is in the process of securing donor approval for a project focused on strengthening civil society to promote children’s rights. The confirmation of the project is contingent upon final donor approval. The anticipated project aims to ensure that children’s rights are realized, respected, and protected so that all children can survive, learn, and thrive in a safe and enabling environment. The project outcome focuses on strengthening civic space and enhancing the capacity of children and civil society organizations (CSOs) to hold duty bearers accountable for the equitable fulfillment of children’s rights.
To support effective implementation at national and provincial levels, FEDO invites applications from qualified Nepali citizens for the position of GEDSI & Child Rights Specialist.
Position Information
- Position Title: GEDSI & Child Rights Specialist – 1
- Type: Full-time
- Duty Station: FEDO Central Office, with approximately 50 percent field travel
- Contract Duration: Three (3) years, with the possibility of extension subject to performance and funding availability
- Salary and Benefits: Negotiable, as per FEDO policy and donor provisions
Terms of Reference
Position: GEDSI & Child Rights Specialist (subject to funding approval from the donor)
1. Purpose of the Position
The GEDSI & Child Rights Specialist will provide overall technical leadership, management, and strategic direction for the project. The position is responsible for planning, implementation, coordination, monitoring, quality assurance, compliance, and reporting of project activities, ensuring strong integration of Gender Equality, Disability, and Social Inclusion (GEDSI) and child rights principles throughout the project lifecycle.
2. Key Roles and Responsibilities
2.1 Strategic Leadership and Project Management
- Provide strategic leadership for the effective implementation of project components related to strengthening the capacity of CSOs, including children and youth, to monitor, report, and follow up on duty bearers’ commitments to GEDSI mainstreaming and children’s rights.
- Lead initiatives aimed at enhancing CSOs’ capacity to influence policies, laws, budgets, and public services to advance the GEDSI and rights of children in all their diversities.
- Develop annual and periodic work plans and budgets at national and provincial levels, ensuring alignment with project documents, donor agreements, and FEDO’s strategic plan.
- Track project progress against approved plans, outputs, outcomes, and budget utilization.
2.2 Coordination and Partnership Management
- Maintain close coordination with FEDO’s Executive Director, Finance and Programme teams, and project staff for effective implementation and decision making.
- Coordinate regularly with funding partner organization and allied partners of the project to ensure coherence, compliance, and timely communication.
- Strengthen collaboration with diverse CSOs, child-led and youth-led groups, alliances, networks, mobilization Rights Forum and community-based organizations.
- Engage with government, sectoral ministries, human rights institutions, justice sector actors, political leadership, and civil society stakeholders at federal and provincial levels.
2.3 GEDSI, Child Rights, and Advocacy
- Lead the development and implementation of GEDSI and child rights capacity development and advocacy strategies.
- Promote inclusive, rights-based, and child-centered approaches across all project interventions.
- Monitor and follow up on recommendations issued to the Government of Nepal by national, regional, and international human rights mechanisms related to children’s rights, GEDSI, and civic space.
- Organize consultations, dialogues, and advocacy interventions with duty bearers to advance accountability and policy change.
2.4 Monitoring, Evaluation, Learning, and Knowledge Management
- Support and guide to ensure effective monitoring of project results, risks, and assumptions, and lead periodic risk assessments with mitigation measures.
- Guide CSOs and project teams on GEDSI-sensitive and child-friendly data collection, analysis, and documentation.
- Ensure high-quality data management, impact documentation, learning products, and knowledge dissemination.
- Contribute to organizational learning and future project development through evidence generation and analysis.
2.5 Reporting, Compliance, and Accountability
- Ensure timely preparation and submission of high-quality narrative and financial reports in accordance with donor requirements and FEDO standards.
- Ensure compliance with donor policies, safeguarding standards, child protection policies, and FEDO’s internal procedures.
- Support internal and external audits, reviews, and evaluations related to the project.
2.6 Organizational Representation and Leadership
- Represent FEDO in relevant GEDSI, child rights, and civic space forums, alliances, and coordination platforms.
- Work closely with FEDO’s Board and staff to uphold and promote FEDO’s vision, mission, core values, and strategic priorities.
- Provide technical mentoring and supervision to project-related staff and partner CSOs, fostering a collaborative and performance-oriented team culture.
3. Required Qualifications and Experience
Education
- Master’s degree in Gender Studies, Social Inclusion, Human Rights, Development Studies, or a related discipline.
Professional Experience
- Minimum of four (4) years of progressively responsible experience in GEDSI mainstreaming, child rights, human rights, or democratic civic space programming within the I/NGO or civil society sector in Nepal.
- Demonstrated experience working with federal, provincial, and local governments on inclusive planning, budgeting, service delivery, or institutional capacity development.
- Proven experience in managing donor-funded projects, preferably with international development partners.
- Experience working with child-led, youth-led, women’s rights, or marginalized community organizations is a strong asset.
4. Skills and Competencies
- Strong technical knowledge of GEDSI, child rights, civic space, and human rights-based approaches in the Nepali context.
- Demonstrated ability to mainstream GEDSI and child rights across programmes and partnerships.
- Excellent stakeholder coordination, advocacy, and government engagement skills.
- Sound understanding of project cycle management, quality assurance, and compliance.
- Strong leadership, team management, mentoring, and facilitation skills.
- Ability to analyze problems, develop practical solutions, and support evidence-based decision making.
- Basic understanding of financial management, internal controls, and budget monitoring.
- Proficiency in MS Office applications and basic data analysis.
- Excellent communication, analytical, and report writing skills in both Nepali and English language
5. Other Requirements
- Willingness to be travel to project provinces and partner organizations.
- Proven ability to work independently and collaboratively in dynamic, collaborative settings, and to adapt strategies based on real-time feedback and contextual learning.
- Ability to work independently and with diverse background team/partners in complex and evolving political and institutional environments.
- Strong personal commitment to gender equality, social inclusion, child rights and strengthening of inclusive systems through evidence-based approaches.
