Expression of Interest to Hire Consultant/ Resource Person for Entrepreneurship and Business Plan Development Training to community people

Position title: Consultant/Resource person

Background:

Women Rehabilitation Centre (WOREC Nepal) is a national non-governmental organization working since 1991 to promote women’s rights, social justice, and human rights. WOREC has been actively engaged in addressing Gender-Based Violence (GBV), caste-based discrimination, and structural inequalities through advocacy, capacity building, and community empowerment. The organization prioritizes survivor-centered approaches and works to strengthen the agency and leadership of women and marginalized communities.

Under the Hamro Sahas: Feminist Movement Building for Social Norm Change Programme, WOREC Nepal, with support from partners, is working to strengthen the agency, resilience, and leadership of women and girls, particularly target groups and individuals. The programme focuses on social norm change, feminist movement building, and economic empowerment as key pathways for sustainable transformation. As part of this initiative, a 5-day Entrepreneurship and Business Plan Development Training will be conducted for 20 right holders from target groups in Dang and Kapilvastu districts. The training will support participants to develop business ideas based on indigenous knowledge and local resources, followed by seed money support for income-generating activities.

2. Objective of the Assignment

The overall objective of this consultancy is to:

  • Strengthen entrepreneurial skills of target right holders, especially women and youth girls 
  • Support participants in developing practical and feasible business plans 
  • Promote sustainable and context-based income-generating opportunities 
  • Enhance economic empowerment and resilience of target groups

3. Consultant’s scope of work 

The consultant should have:

  • Strong understanding of trauma-informed and survivor-centered approaches 
  • Experience in business plan development and enterprise support 
  • Knowledge of local market systems and indigenous livelihood practices 
  • Strong facilitation, communication, and reporting skills 
  • Understanding of GEDSI principles 
  • Commitment to confidentiality and dignity of participants 
  • Ability to apply Do No Harm and survivor-centered approaches 
  • Capacity to ensure a safe, inclusive, and respectful learning environment 
  • Compliance with WOREC safeguarding policies and GBV sensitivity standards 
  • Fluency in Nepali and English (written and oral) 
  • Knowledge of local languages will be an asset

4. Require experience of consultant

  • Bachelor’s or Master’s degree in Business Administration, Economics, Social Work, Rural Development, or a related field 
  • Minimum 3–5 years of experience in entrepreneurship or livelihood training 
  • Proven experience working with community people, women, and marginalized youth 

5. Duration of Assignment

Total duration: 8–10 working days

  • Preparation: 2–3 days 
  • Training implementation: 5 days 
  • Reporting: 1–2 days 

The training is tentatively scheduled for the 3rd week of May (12–22 May 2026). The consultant shall submit the final report and related invoices/documents by 28 May 2026.

The consultant will be responsible for document review, incorporating WOREC feedback, finalization, and report preparation.

6. Deliverables

The consultant will deliver:

  • 5-day training curriculum and session plan 
  • Training materials (handouts, tools, presentations) 
  • Facilitation of 5-day training for 20 participants 
  • At least 20 business plans developed 
  • Technical support for refining business plans for seed support 
  • Final training report including: 
    • Process documentation with observation note
    • Participant details (disaggregated) 
    • Summary of business plans 
    • Key outcomes, challenges, and recommendations

7. Reporting Line

The consultant will report to the Project Coordinator of WOREC Nepal and will closely coordinate with field teams in Dang and Kapilvastu as required.

8. Payment schedule:

Payment to the consultant will be done after the completion of the training and providing reports. 

Note: 15% tax will be deducted from the amount after completion of service and submission of appropriate invoices. 

9. Entire Contract

This contract is the final, exclusive and complete expression of the consultant agreement related to this service, and it supersedes all task, oral or written, and all other representations, statements, negotiations and undertakings relating to the service unless expressly incorporated herein.  No modification of any term, provision or condition in this contract shall be effective unless it shall be in writing and signed by the consultant. However, as per the need both parties should be agreed to provide the services for further days.

10. Relationship of the Parties

In performing the services, the consultant shall act as an independent and shall not be deemed to be an employee or agent of WOREC.  The consultant shall be solely responsible for and shall be liable for, indemnify, defend and hold WOREC harmless against all wages, fees, contributions, charges and taxes required by legislation. All appropriate deductions are made in respect of income tax and other contributions.

WOREC shall not be liable for providing any benefits of any kind except as provision of payment mentioned above in sub heading 6 to the consultant. 

This contract shall not be deemed to create any kind of partnership, joint venture, agency or franchise agreement with the Consultant.

11. Assignments and Sub-Contracting

The resource person shall not assign this contract its right or obligations under this MOU, in whole or in part. Nor enter into any sub-contracting to perform any portion of this MOU, without the written consent of the organization. 

The resource person shall not sublet the whole or part of their obligations without the prior written consent of WOREC, which consent, if given, will not relieve the Resource Person from any liability or obligation under this contract. The Resource Person shall be responsible for the acts and omissions of any sub-contractor as if they were the acts or omissions of the Resource Person.

12. Termination 

Without prejudice to the rights of the other consultant under this contract, consultant shall have the right to terminate this contract for any reason at any time in writing to the other Consultant.

If consultant exercises its rights to terminate this contract, the consultant shall immediately cease all services and shall return to WOREC any resources loaned by WOREC.  All material prepared in advance shall be given to WOREC and may be invoiced for under the terms of this agreement.

In case the consultant does not follow the code of conduct of PSEA, the contract shall be terminated.

13. Confidentiality

The consultant agrees not to discuss its performance of services or any confidential information to which the consultant may have access, as a result of this MOU with any third party without obtaining written consent from the organization.

14. Risks and Challenges

It is important that the hired consultant has taken all reasonable measures to mitigate any potential risk to the delivery of the required outputs for this consultancy.

15. Data Protection

The Consultant shall not disclose or allow access to any other personal data provided by WOREC or acquired by consultant during the course of performing the service other than to a person employed by the Resource Person or an approved sub-contractor with the prior consent of WOREC.

Any disclosure of or access to personal data allowed under above clause shall be made in confidence and shall extend only so far as that which is specifically necessary for the purpose of this contract.

If the Consultant fails to comply with any provision of this condition, then WOREC may summarily determine the contract by notice in writing provided always that such determination shall not prejudice or affect any right of action or remedy which shall have accrued or shall accrue thereafter to WOREC.

16. Law

This contract and any dispute or claim arising out of or in connection with it shall be governed by and construed in accordance with Nepalese law and the parties irrevocably submit to the exclusive jurisdiction of the courts of Nepal.
