Background
Panchtara Yuwa Samrakshak Manch (PTYSM), Nepal in support from Ipas Nepal is implementing Strengthening Sustainable sexual and Reproductive Health and Rights (SRHR) Program. The project aims to enhance the agency building of women and girls through the self-mobilization of Samudayik Aguwa (Natural Leaders), and youth and adolescents in collaboration with empowered Civil Society Organizations (CSOs), to challenge and transform social norms while holding duty-bearers at all levels of government accountable for ensuring equitable access to SRHR services.
Strengthen the health system pathways and capacity to ensure improved access, availability, quality, and acceptability of responsive and sustainable Sexual and Reproductive Health and Rights (SRHR) services, even in humanitarian settings. Improved policies, laws, and financing mechanisms at all levels of government to support the delivery of responsive and sustainable SRHR services, including in humanitarian settings, thereby strengthening the overall healthcare system. The project implementing SRHR and climate resilient health system in targeted municipality of Nalgad municipality and Chhedagad Municipality.
The Minimum Initial Service Package (MISP) for reproductive Health (RH) is a coordinated set of priority activates designed to prevent to manage the consequences of sexual violence, The Minimum Initial Service Package (MISP) for reproductive health (RH) is a coordinated set of priority activities designed to prevent and manage the consequences of sexual violence; reduce HIV transmission; prevent excess maternal and newborn morbidity and mortality; and plan for comprehensive RH services. The Panchtara Yuwa Samrakshak Manch Jajarkot one batch of conducting MISP training based on the national learning resource package as Sexual and Reproductive Health (SRH) in crisis situations is a series of crucial, lifesaving activities required to respond to the SRH needs of affected populations at the onset of a humanitarian crisis.
Objectives of the Assignment
The overall objective of the assignment is to provide 4 days MISP training for local government and health facilities service provider and manager.
Methodology
The methodology will include both theoretical and practical sessions with participatory approaches such as demonstrations, group discussions, case studies, and problem-solving exercises. The consultant may also suggest additional study methods considering the objectives and deliverables of the assignment.

Suggestion Time frame
The time frame for the training conduction is 4 days for training, two days for travel and one day for reporting. Some practical classes can be included during the sessions. The training is expected to be conducted at the end of November 2025.
The Consultant will be responsible for:
- Conduct the four-day training as lead trainer
- Provide Support to the co-trainers
- Ensure quality of training
- Facilitation of focus group discussions targeting specific crop production based on local feasibility.
- Ensuring disability inclusive, women/gender-sensitive health service provider approaches, addressing the issues of seasonal migration.
PTYSM will be responsible for:
- Review, inputs, and approval of the training schedule and content.
- Provide relevant documents, references, and initial briefing.
- Facilitate management of participants, logistics, and technical support.
- Ensure timely feedback to the consultant.
- Arrange appointments with relevant stakeholders, if necessary.
Expected Outputs
- A training handbook on conduction content.
- Trained MISP facilitators with improved knowledge and skills SRHR.
- Final report including process documentation, key learnings, and recommendations.
Suggested Time Frame
Total Duration: 4 days (4 days for training, 2 day for travel, 1 day for reporting).
Tentative Date: End of November 2025.
Terms of Payment
i) 40% of the contracted amount upon signing of the contract as per understanding.
ii) 60% upon submission of the final training report to the satisfaction of PTYSM SRHR project.
iii) Daily food costs during training will be provide by PTYSM.
iv) The consultant will report to the Program director of PTYSM and work closely with the program Coordinator of SRHR project.
Work Plan Schedule
This training is scheduled for 4 days. The trainer must submit a detailed schedule containing session contents and time frame for each day.
Profile of Consultant / Firm
The assignment will be carried out by an experienced and qualified consultant/firm. The consultant/firm will be selected through a competitive and transparent process.
Required qualifications and competencies:
- Master’s degree in Public Health, Health Management, Humanitarian Action, Social Sciences, or other relevant health-related disciplines
- Minimum 10 years of progressively responsible experience in Sexual and Reproductive Health (SRH) programming within humanitarian and emergency contexts.
- Demonstrated experience in the implementation of the Minimum Initial Service Package (MISP) for SRH, including preparedness, coordination, and delivery of trainings and workshops.
- Practical experience responding to and supporting SRH interventions during diverse disasters in Nepal (e.g., earthquakes, floods, landslides, Covid-19 Pandemics).
- Proven experience conducting needs assessments and supporting emergency response planning.
- Experience in workplan development, results-based monitoring frameworks, and evaluation of SRH programs.
- Experience in localization of MISP and resource mobilization.
- Strong analytical, coordination, and organizational skills, with the ability to manage multiple tasks under tight deadlines.
- Demonstrated ability to coordinate effectively with government bodies, Cluster mechanism/health and protection clusters, and stakeholders at national, provincial, and district levels.
- Excellent interpersonal skills with a proven ability to build collaborative working relationships.
Documentation for Submission
i) Updated CV / Organization profile.
ii) Technical proposal with details of training sessions.
iii) PAN or VAT registration (as applicable).
iv) Methodology and approach on MISP SRH focus.

The consultant must ensure originality of materials and that no third-party rights are infringed.
Documents and reports cannot be used for purposes other than this assignment without prior written permission from PTYSM.
