Ipas works globally with a vision that every woman and girl has the right and ability to determine her own sexuality and reproductive health. We seek to expand the availability, quality and sustainability of abortion and related reproductive health services, as well as improve the enabling environment for the services. Ipas Nepal’s program intervention prioritize intersectional partnerships that integrates into the broader gender equality and social justice, including gender-based violence prevention and response, and women-led climate justice. Our programs use a multifaceted approach that addresses reproductive health services, access to services and fulfillment of reproductive rights. Climate change is one of the defining crises of our time, and people’s sexual and reproductive health and rights are affected by this crisis. The effects of climate change amount to a global public health, economic, humanitarian, and gender equality.
Ipas Nepal is working to build climate resilient health system in Karnali Province with an aim to reduce vulnerability, enhance adaptive capacity and strengthen the environment. So, Ipas Nepal is looking for a consultant to support in developing four LAPAs.
Position: Consultant service for Preparation of Local Adaptation Plan of Action
Duration: April to June 2026 (Three Months)
Objective of Assignment:
The primary objective of this consultancy is to prepare for Local Adaptation and Plan of Action incorporating gender, SRHR and nutrition agendas.
Activities of the assignment
The consultant should support Ipas Nepal in following activities.
- Review of plans, policies related to climate, change, disaster, gender and SRHR and Nutrition policy of the respective municipalities, provincial and federal level.
- Preparation of required GIS maps including location, hazard, land use, drainage of the respective municipality.
- Conduct temperature and precipitation analysis of the respective municipality.
- Conduct Palika level inception and exit workshop using tools identified together with the team.
- Conduct vulnerable and risk assessment at all wards using tools identified by the team.
- Conduct FGDs with vulnerable and marginalized community
- Prepare the report.

Timeline:
The consulting firm should accomplish the whole task within three months after signing the agreement for this assignment. The three months will spread from April to June 2026.
Time frame of assignment
Deliverables:
- Inception report along with methodology and LAPA format.
- 4 Local Adaptation Plan of Action Report (Nepali)
- A final report.
Experience requirements:
Ipas Nepal is looking for a consultant/firm to conduct this assignment. She/he should have an understanding on climate change, gender and SRHR. Consultant should have knowledge on academic research process and understanding of climate vulnerability and risk analysis and adaptation planning.
The consultant should possess the following qualifications and expertise:
- Must have master's degree in environmental science, forestry, or relevant subject with minimum three years of experience working in climate change adaptation and disaster risk reduction sector with Government, I/NGOs especially related to SRHR, gender and women’s health and empowerment issues.
- Experience of preparing/reviewing LAPA is preferred.
- Ability to operate under strict time limits and maintain high level of professionalism.
- Excellent communication skills.
- Familiarity with relevant local climate and environmental policies.
