The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

Terms of Reference (ToR)

BACKGROUND

“Inclusive and Resilient Community with Empowered and Engaged People – ICE" (May 2023 to April 2026) project aims to increase the empowerment, inclusion, and resilience of persons with disabilities youths and vulnerable populations, including persons with disabilities, women-headed households, elderly people, marginalized caste groups, and families living in disaster-prone areas in targeted communities of Lamjung district by, strengthening their self-confidence and empowerment, promoting their effective access to quality services, improving awareness and knowledge of the rights and building their resilience to disasters. The purpose is to reduce the multiple barriers that vulnerable communities currently face in emergency and non-emergency contexts in Dudhpokhari Rural Municipality, Lamjung district, which hinder their full and effective participation in society on an equal basis with others.

To bring the desired and sustainable changes, the project works with and through government structures, in partnership with communities of concern, at all stages of the project cycle. Gender Equality and Social Inclusion (GESI) is an integral part of the design and implementation of all key components: 1) Youths and vulnerable groups have increased self-confidence and strengthened capacity to position themselves as active members of community and society 2) Local authorities and communities have increased awareness and capacity to take actions towards community resilience through a multi-hazard and inclusive approach in Disaster Risk Reduction3) Lamjung district chapter recognized as responsive, accountable, and diversified

The project targeted 3,250 direct beneficiaries and 8,592 indirect beneficiaries, living in 6 wards of the rural municipality in the Lamjung district, Nepal, as well as Nepal Red Cross Society (NRCS) staff and volunteers.

The project has supported or been working with 30 vulnerable SHGs in each of the 6 wards of 1 rural municipality. It has also supported the development of the inclusive LDMC plan, based on EVCA, for Local Disaster Management Committees in all 6 wards and one rural municipality, to build the capacity of five sub-chapters. Four drinking water user committees were established, and two groups were established for landslide mitigation. More than 300 families have received livelihood support, more than 50 families received PSS support, and more than 50 persons have received assistive devices and rehabilitation services. The project has been implemented with NRCS funding, supported by the Danish Red Cross (DRC), and comprises the Hong Kong Red Cross, Branch of the Red Cross Society of China (HKRC). To assess the project's success, an external evaluation is being commissioned. The evaluation is planned for 1st to 30th April 2026, which are the last months of the project implementation period.
