Consultant: English to Nepali Translation
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. IFRC DRC opened a consultancy position for English to Nepali Translation of the Package of Essential Non‐Communicable Disease Interventions in Disasters (PEN‐D). Terms of Reference (ToR)
1. Background
The Package of Essential Non-Communicable Disease Interventions in Disasters (PEN‑D) has been developed to ensure the continuity of essential NCD prevention and care services before, during, and after emergencies. The package plays a crucial role in supporting health systems to prepare for, respond to, and recover from disaster-related disruptions.
The PEN‑D package is currently undergoing the endorsement process. The existing version comprises 175 pages in English. For effective adoption and institutionalization within the Government of Nepal, a Nepali translation is essential to facilitate wider understanding and use at all administrative levels.
Additionally, the Epidemiology and Disease Control Division (EDCD) has formally requested a Nepali version to support dissemination, capacity building, and smooth endorsement. The availability of the package in Nepali will significantly strengthen comprehension and ensure applicability across local, provincial, and federal levels.
Objectives
The purpose of this assignment is to:
- Ensure a clear understanding of all components of the PEN‑D package among stakeholders.
- Support wider dissemination and orientation in local, provincial, and federal government structures.
- Facilitate a smooth and efficient endorsement process through the availability of an accurate and context‑appropriate Nepali version.

3. Application Process
The interested service provider should submit a technical and a financial proposal in separate documents:
a) Technical proposal, (CVs, organisational profile, legal documentations, etc.), detailing:
- Legal documents
- Understanding of the ToR
- CV of the team members
- Sample of a similar type of translated document (2 samples)
- Understanding of the consultancy
- Detailed methodology and workplan
- Clear responsibilities and level of effort of team members
- Submit names and contacts for 3 references (include in Annex).
b) Financial Proposal - Financial proposal (total cost, including applicable tax of the government of Nepal)

Please be informed that the Technical and financial proposals must be submitted as separate documents. Incomplete proposals in all respects and proposals submitted after the deadline will not be considered.
