The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). Summary of PurposeThe consultancy aims to conceptualize, produce, and deliver high-quality Early Warnings for All (EW4All) promotional materials (audio-visual and documents) that captures the approaches, processes, outcomes and impacts of the Climate Risk and Early Warnings System Initiatives (CREWS)/EW4All accelerator project and other Multi-hazard Early Warning System (MHEWS) projects are being implemented by the Nepal Red Cross Society (NRCS) with support from the International Federation of Red Cross and Red Crescent Societies ( IFRC) Network in Nepal. The assignment will be focused on advancing the MHEWS/EW4All initiatives in Nepal.
Scope of Work of the ConsultantThe consultant/service provider will review progress reports, case studies, policy briefs, event reports, recent videos/documents prepared by the NRCS, IFRC Network and Government of Nepal particularly on MHEWS and prepare an inception report. The consultant will travel to 2-3 districts/municipalities from either Koshi, Lumbini or Sudurpaschim Provinces to capture the progress being made in MHEWS in advancing the EW4All initiative in Nepal. The assignment includes collection of stories, photographs and testimonials and production of one 3-5 minutes video documentary, one document package consisting of a short stories and photographs around progress on EW4All initiative and impacts of the MHEWS and Anticipatory Actions Projects. The consultant will be responsible for ensuring ethical standards, obtaining informed consent, and producing high-quality edited outputs in both English and Nepali.
Summary of MethodologyThe assignment will begin with inception and planning, including the development of scripts and storyboards. Field visits will be conducted to capture photographs and video documentation and collect stories from communities, stakeholders, and the project team. Post-production will involve professional editing, subtitling, graphics, music, and narration. Initial draft products will be shared for feedback, and revisions will be made before finalization.

1. Background 

Early Warning Systems (EWSs) have proven to be effective in mitigating disaster impacts. The recent report shows that disaster related mortality in countries with more comprehensive MHEWSs capabilities is nearly six time lower than in countries with limited capabilities. The average mortality rates are reducing; however, the number of disaster-affected people continues to rise. The EW4All is a global initiative announced by the United Nations General Secretary on World Meteorological Day in March 2022 and subsequently launched its Executive Action Plan at the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP27) in November 2022. The initiative sets an ambitious plan to ensure that everyone, everywhere, is protected by life-saving early warning systems by 2027.

Nepal is one of the thirty countries identified as the initial roll-out countries for EW4All initiative. The Government of Nepal (GoN) as a part of this global initiative, officially launched the EW4All initiative in 2023 through hosting a multi-stakeholder EW4All consultation workshop. At present, the GoN is at the final stage of finalizing the Multi-Hazard Early Warning System (MHEWS) framework which serves as the national EW4All Action Plan. The Ministry of Home Affairs (MoHA), National Disaster Risk Reduction and Management Authority (NDRRMA) has been leading the initiative. In addition, the NRCS with the support from the IFRC Network has been implementing various disaster risk reduction, climate actions, AA and MHEWS projects in at community level.

2. Context 

The EW4All initiative consists of four pillars, 1) Disaster risk knowledge, (led by UNDRR – United Nations Office for Disaster Risk Reduction), 2) Detection, observation, monitoring, analysis, and forecasting of hazards (WMO - World Meteorological Organization), 3) Warning dissemination and communication (Led by ITU - International Telecommunication Unit) and 4) Preparedness and response capabilities (led by the IFRC). It aims to promote multi-sector and multi-stakeholder coordination, an enabling institutional and legislative environment with clear roles and responsibilities, and adequate operational capacities, are essential for effective and consistent EWSs. 

To strengthen coordination and ensure effective implementation of the initiative at the national level, the Government of Nepal has designated pillar leads and co-leads for each area, as given in the table below.
