Village Development and Save the Environment Forum (VDSEF) Nepal is a non-profit organization with over 31 years of experience working in Kalikot district. VDSEF focuses on child rights, maternal and neonatal health, nutrition, climate change adaptation, poverty reduction, and the promotion of the economic, social, and cultural rights of marginalized and disadvantaged communities. The organization strives to promote peace, stability, and sustainable development in Kalikot through inclusive and community-driven initiatives.

VDSEF Nepal has a strong history of collaboration with civil society organizations (CSOs) and government agencies to uplift the most vulnerable groups, including women (especially single mothers), children, adolescents, elderly persons, Dalits, ethnic minorities, and people with disabilities.

Currently, VDSEF Nepal is implementing  SAHAYATRA-III project in partnership with save the Children. These projects are being carried out in Tilagupha Municipality and Subhakalika Rural Municipality. Together, they aim to ensure rural, vulnerable children’s rights to education, child protection, resilience, and sexual and reproductive health and rights (SRHR), with a commitment to the principle of "Leaving No Child Behind."

VDSEF Nepal is now seeking applications from qualified and dedicated Nepali citizens for the following positions under these projects.

Position: Construction Officer- SAHAYATRA- III -1 (One)

Duty station: Project Office, Subhakalika Rural Municipality, Kalikot

Report to: Project Coordinator-Climate change and Green Jobs

Salary and Benefits: As per the organization's norms commensurate with the project agreement

Summary: 

Under the direct supervision of the Project Coordinator–Climate change, the Construction Officer will be responsible for carrying out overall prescribed construction works SAHAYATRA III, project at field level in terms of field survey/site assessment, prepare estimate report and implement the schemes ensuring desired quality. S/he will be responsible to orient labors & SMC/Construction Committee members before & during construction/renovation work to ensure the quality of work on the basis of provided guideline and instructions. S/he should stay in project site and frequently monitor and supervise the construction/renovation activities, analyze the achievement, orient skilled and unskilled labors as per design and ensure timely completion of planned activities.

Key role includes:

  • Assess sites for repair and upgrade school building, drinking water, toilet (WASH), child friendly space and adolescent friendly corner in targeted communities and schools. Construction/renovation of school building and WASH structures in schools / and vocational site, child friendly space and adolescent friendly corner in construction of project area.
  • Prepare quantity and cost estimates for the construction/renovation works required infrastructure.
  • Provide proper orientation to the teachers, SMC, Construction Committee, Community and individual household regarding construction/renovation about the minimum standard, clauses of agreement, roles and responsibilities of each party, design estimate, working modality, mode of payment and other construction related tasks.
  • Lead the construction/renovation activities under the project. 
  • Supervise the ongoing construction/renovation work at project sites to carry out the work as per design and estimate fulfilling the minimum standards.
  • Provide regular update and report of the ongoing construction and renovation activities to the supervisor and Construction Coordinator-Engineer of SC.
  • Prepare running & final bills and recommend for payment after analyzing the work progress.
  • Provide regular technical support to the masons and community at construction sites.
  • Support the Schools, SMC, construction committee and community in the procurement of non-local materials, record keeping of the skilled and unskilled labors and proper documentation of bills and receipts.
  • Prepare work completion report of each scheme after completion of the work.
  • Regularly mobilize the teachers, SMC, construction committee and community to accomplish the proposed work effectively as per work schedule.
  • Strictly implement the concept of child and disability friendly infrastructures during construction. 
  • Maintain good professional relationship with schools members, construction committee members, SMC, labors, community people and other stakeholders in Palika level.
  • Need to accomplish any other relevant responsibilities assigned by the supervisor.
  • Closely coordinate and communicate with Construction Coordinator & PC of SCI and partner team when relevant.

Qualifications:

  • Bachelor's degree in engineering (Civil) with least 1 years working experience in related field.

OR

  • Diploma of engineering (sub engineering -Civil) with 3 years working experience in related field.
