Call for Expression of Interest (EoI) for Partnership

Date: 06 February 2026

World Neighbors (WN) is an international, non-governmental development organization dedicated to inspiring and strengthening rural communities to find lasting solutions to hunger, poverty, and disease, while promoting a healthy environment. Founded in 1951 in Oklahoma, USA, WN currently works in 14 countries worldwide.

WN has been working in Nepal since 1973, supporting rural and remote communities through integrated development approaches. Its core thematic areas include sustainable agriculture and rural livelihoods, community-based natural resource management, and community and reproductive health. Gender equity and local capacity building are applied as cross-cutting priorities across all interventions.

WN plans to implement a five-year project (2026–2031) aimed at improving food and nutrition security, increasing awareness of women’s reproductive health, enhancing income-generation opportunities—including small business promotion, market linkages, and financial literacy—and strengthening disaster risk reduction and climate change adaptation efforts, with a primary focus on women.

The proposed project will be implemented in Sindhuli, Udayapur, Rautahat, and Mahottari districts.

WN invites Expressions of Interest (EoIs) from eligible, district-based Non-Governmental Organizations (NGOs) for potential partnership in the implementation of this project. Organizations meeting the minimum eligibility criteria outlined below are encouraged to apply.

Eligibility Criteria

Interested organizations must meet all of the following requirements:

  • Be legally registered in one or more of the proposed program districts in accordance with the prevailing laws and regulations of the Government of Nepal;
  • Be affiliated with the Social Welfare Council (SWC) with a valid and renewed affiliation certificate;
  • Have a valid constitution and/or by-laws;
  • Be registered for PAN and/or VAT, as applicable;
  • Maintain regular financial audits conducted in accordance with applicable laws;
  • Hold valid tax clearance certificates as required by law;
  • Have a minimum of five (5) years of demonstrated experience in implementing integrated development programs with rural and remote communities.

Request for Terms of Reference (ToR)

Eligible and interested organizations may request the detailed Terms of Reference (ToR) by emailing infoasia@wn.org

The complete EoI must be submitted via email only by 5:00 PM, COB, 20 February 2026. Any EoI received after the deadline will not be considered.

WN reserves the right to accept or reject any or all EoIs, in whole or in part, and/or to discontinue the partner selection process at any stage without assigning any reason. Submission of an EoI does not constitute a commitment by WN to enter into a partnership agreement. Only shortlisted organizations will be contacted for subsequent stages of the selection process. Telephone inquiries will not be entertained. Any form of canvassing or undue influence will result in automatic disqualification.
