Call for Consultant
Development of Baal Bahas II: A Child-Friendly Toolkit for Child Clubs and Children's Groups/Agencies
1. Background
Consortium Nepal is a national network of organizations working to promote children's rights with a particular focus on strengthening meaningful child participation in decision-making processes at all levels. Over the years, Consortium Nepal has supported child clubs and children's groups to engage in dialogue, advocacy, and civic participation through various initiatives.
Building on the learning and success of the first Baal Bahas resource, Consortium Nepal intends to develop Baal Bahas II, an updated and practical child-friendly toolkit that equips children with knowledge, skills, and tools to facilitate discussions, learning, advocacy, and collective action on emerging child rights issues in their groups.
The toolkit will be designed for use by child clubs, children's groups, facilitators, schools, civil society organizations, and community-based organizations. It will promote interactive learning through practical exercises, games, discussion methods, and child-friendly resources that can be adapted to different contexts.
2. Objective
To develop a comprehensive, practical, and child-friendly Baal Bahas II Toolkit that strengthens the capacity of child clubs and children's groups to understand, discuss, and advocate on contemporary child rights issues through participatory learning approaches.
3. Scope of Work
The consultant will be responsible for the overall development of the toolkit, including consultation, drafting, validation, revision, and finalization.
Specifically, the consultant will:
A. Develop the toolkit content covering the following proposed thematic areas:
- Children's Economic Rights and Public Investment for Children
- Governance, Transparency and Accountability
- Climate Justice
- Justice for Children – Social and Legal Dimensions
- My Nation, My Constitution
- Digital Rights
B. Design practical learning resources
For each thematic chapter, develop:
- Interactive discussion guides
- Group facilitation tools
- Practical exercises
- Icebreakers and energizers
- Games
- Reflection activities
- Role plays
- Storytelling exercises
- Child-friendly illustrations/concepts (guidance for designer)
- Advocacy planning templates
- Monitoring and reflection tools
- Action planning worksheets
- Facilitator tips
C. Ensure flexible application of the toolkit
The toolkit should be adaptable for different learning settings, including:
- Group-to-group dialogue
- Individual-to-individual discussion
- Group-to-individual facilitation
- Child club meetings
- Schools
- Community discussions
- Campaigns and advocacy events
- Peer learning sessions
D. Facilitate consultations
The consultant will:
- Review existing Baal Bahas materials and relevant child participation resources.
- Conduct consultation meetings with Consortium Nepal, NCAC members, and children.
- Incorporate feedback into the draft toolkit.
- Facilitate one validation meeting
- Revise and finalize the toolkit based on inputs received.
4. Deliverables
The consultant shall submit:
- Inception report with methodology and workplan.
- Detailed toolkit outline.
- First draft of Baal Bahas II.
- Presentation during validation workshop.
- Revised draft incorporating comments.
- Final toolkit.
- All source files, illustrations guidance, exercises, and templates.
5. Methodology
The toolkit should be:
- Nepali Language
- Child-friendly
- Gender-responsive
- Inclusive
- Rights-based
- Participatory
- Practical and easy to facilitate
- Suitable for children of different ages and backgrounds
6. Duration
The assignment is expected to be completed within 45 working days from the date of contract signing.
7. Consultant Qualifications
The consultant should possess:
- Advanced degree in Child Rights, Education, Social Sciences, Law, Development Studies, or a related field.
- Minimum 10 years of experience in child rights, child participation, civic engagement, or child-friendly education.
- Demonstrated experience in developing toolkits, manuals, curricula, or training materials.
- Strong understanding of the UN Convention on the Rights of the Child (UNCRC), child participation principles, and Nepal's child rights context.
- Experience facilitating consultations with children.
- Excellent writing and facilitation skills in English (knowledge of Nepali is an asset).
- Previous experience working with civil society organizations, children's networks, or development partners will be an advantage.
8. Reporting
The consultant will work under the overall supervision of the Consortium Nepal, and in close coordination with National Child Advocate Council memnbers and the assigned technical team throughout the assignment.
9. Application Procedure
Interested consultants (individuals or firms) are invited to submit:

- Technical proposal outlining the proposed methodology and work plan
- Financial proposal (lump-sum, inclusive of all applicable taxes and expenses)

10. Expected Output
The final Baal Bahas II Toolkit should be an engaging, practical, and child-friendly resource that enables child clubs and children's groups across Nepal to facilitate meaningful discussions, strengthen civic engagement, and advocate for children's rights through interactive and adaptable learning approaches. It should serve as a nationally relevant resource that can be used by children, facilitators, schools, local governments, and civil society organizations to promote informed participation and collective action on issues affecting children.
