With the vision of “Growing together for equitable Society” Social Network for Justice and Development (SN-JD), a community-based organization network (CBO Federation) was established in 2008, and is registered at the District Administration Office Jhapa and Social Welfare Council. SNJD working in the Jhapa district. It comprises a network of 10 Community Based Organizations, 7 Cooperatives, 22 Disaster Management Teams, 3 Disabled People’s Organizations which is covered by the SN-JD. There are total 3426 members (579 male and 2847 female), who are placed in 155 groups affiliated with 10 CBOs. Since 2008, SN-JD is dedicated to empowering and uplifting the Disaster affected, poor, vulnerable, socially excluded and marginalized communities. SNJD works for women, people with disability, Dalits, youth, indigenous communities etc. to their equitable access to livelihoods, quality services, protection and social cohesion. SNJD working with the partnership of Lutheran World Federation Nepal as well as close coordination of the Government of Nepal.

Consultancy for Development of Community-Based Disaster Risk Reduction and Emergency Response (DRR & ER) Guideline

Social Network for Justice and Development (SN-JD) invites technical and financial proposals from qualified individual consultants, consulting firms, or resource persons for the Consultancy for Development of Community-Based Disaster Risk Reduction and Emergency Response (DRR & ER) Guideline.
The consultancy aims to develop a practical, inclusive and user-friendly Community-Based DRR & ER Guideline in Nepali and English, incorporating relevant good practices and lessons learned from SN-JD and LWF Nepal. The guideline will provide practical guidance on disaster risk assessment, preparedness, early warning and early action, community-level emergency response, coordination, protection and safeguarding, inclusion, accountability, contingency planning, recovery and resilience building.
Key Assignment Details
- Type of Assignment: Consultancy Service
- Duration: 30–35 working days from the date of contract signing
- Eligible Applicants: Individual consultants, consulting firms or qualified resource persons
- Minimum Qualification: Bachelor's or Master's degree in Disaster Risk Management, Disaster Studies, Development Studies, Rural Development, Environmental Science, Social Science or related field
- Relevant Experience: Minimum 5 years of professional experience in DRR, CBDRM, emergency response, climate resilience or related areas
- Key Deliverables: Inception/work plan, review and consultation findings, draft and final DRR & ER Guideline in English and Nepali, validation, practical tools/templates and documentation of relevant good practices.
- Evaluation: 80% Technical Proposal and 20% Financial Proposal.
Proposal Submission Requirements
Interested and qualified applicants are requested to submit:
- Updated CV/Profile of consultant(s);
- Brief technical proposal, including understanding, methodology and work plan;
- Evidence of relevant experience and similar assignments;
- Samples or links/references to similar guidelines/manuals developed, where available;
- Relevant professional references; and
- Detailed financial proposal with clear cost breakdown.
