ASN has been engaged in developing and implementing programs aimed at protection, promotion, and fulfillment of child rights in Nepal. Currently ASN has been working in 20 districts under 6 Thematic Areas as: Education/Child Protection, Women Empowerment, Livelihood/ Natural Resource Management, Disaster Risk Reduction, Health/ Nutrition and Good Governance.

Aasaman Nepal, in partnership with Welthungerhilfe, is implementing the Civil society for nature-based local agri-food-systems (CS4FS) which aims to improve the food security and resilience of 3000 marginalized households (15000 persons) in three municipalities of Dhanusa District. 

The project contributes to the promotion of local agri-food systems through nature-based solutions and policy localization led by civil society organizations in Madhesh Province, Nepal. It is intended that 3,000 marginalized households have transitioned towards a regenerative agriculture production at the project end, civil society actors from the agricultural sector promote and advocate regenerative agriculture at municipal and provincial level and 3 local governments support policy and programmes in agriculture in line with the agro-ecological principles (municipal/provincial level). 

Aasaman Nepal is looking for self-motivated, result-oriented, and hard-working Nepali citizens for the following positions:

1. Advocacy and Livelihood Officer (Dhanusha Based)-Nos. 1

The position is based on the working Municipality of Dhanusha district with frequent field (approximately 70%) Visit. The position directly reports to Project Coordinator.   

Key Responsibilities:

  • Knowledge/skills on coordinating and working with Palikas/wards.

  • Understanding of the local political environment and key policies issues related to Livelihood, nutrition and agriculture.

  • Skills in designing and conducting discussion sessions and evidence-based policy advocacy mainly on nutrition and agriculture. 

  • Facilitate groups/targeted communities to link them with Palikas and wards.

  • Empower and support marginalized and vulnerable groups, including women, youth, and people with disabilities, in advocating for their rights and needs in relation to Livelihood, nutrition and agriculture policies.

  • Lead or support the design and implementation of public awareness campaigns aimed at educating local populations about the importance of nutrition, sustainable agriculture practices, and policy changes.

  • Build and strengthen partnerships with local government, private sector, and service providers to support regenerative agriculture.

  • Generate periodic reports, learning documents.

  • Develop and disseminate advocacy materials, such as policy briefs, position papers, and success stories, to promote key messages and influence the opinion and decision-making processes.

  • Identify and assess the livelihood and enterprise needs of landless and marginalized families; facilitate their access to on-farm, off-farm, and non-farm enterprises and income opportunities in consultation with target groups.

  • Support landless and marginalized households to access public and private land for leasehold farming, commercial farming, kitchen gardening, and community-based agricultural activities.

  • Mobilize and strengthen Community Based Organizations (CBOs) to engage in evidence-based policy advocacy at municipal and provincial levels on livelihood, land rights, nutrition, and agriculture.

  • Facilitate linkages between landless families and relevant government schemes, social protection programs, vocational training providers, input suppliers, and markets to strengthen their livelihood and enterprise base, such as goat farming, poultry, bamboo products, and handicraft value chains etc.

  • Support the formation and capacity building of savings and credit groups, cooperatives, and CBOs to promote collective livelihood actions and community-led resource mobilization.

  • Document and share livelihood success stories, best practices, and field learnings to contribute to knowledge management and policy advocacy efforts of the project.

  • Support the development, implementation, and monitoring of enterprise plans for target households engaged in goat farming, poultry rearing, bamboo-based enterprises, and handicraft businesses, coordinate with the Enterprise Development Officer for technical backstopping and resource linkages.

  • Advocate for CBO- and community-level policies that support small enterprise development, including access to revolving funds, cooperative membership, and local government grants for landless households engaged in livestock, bamboo, and handicraft value chains.

  • Ensure cross-cutting issues such as gender and inclusion mainstreamed throughout the project cycle  

Qualifications and experience: 

  • Bachelor's degree in social science, rural development, economics, Business Management, agriculture, or relevant field, with at least 3 years of working experience in advocacy, livelihood promotion, community-based enterprise development, or relevant field. Experience in supporting livestock (goat/poultry), bamboo, or handicraft enterprises is an added advantage.

  • Self-motivated and have a good learning attitude.

  • Should have skill set on rights-based approach, gender and inclusion and PLA (Participatory Learning and Action) 

  • Familiarity to the accountability tools i.e., community sore card (CSC), public hearing

  • Good communication skills both in English and Nepali languages.

  • Open and believes in teamwork.

  • Fluency in Maithali languages will be a plus point.

  • A valid motorbike license holder is preferred.

Languages: Fluent in Nepali, English, and the local language (Maithili) is preferred or required.
