Rural Women Upliftment Association (RWUA) was established on 22 Kartik 2050 B.S. in Sarlahi District, Madhesh Province, Nepal. It is a well-established, women-led, non-governmental and non-profit social organization that has been working for the upliftment of women and community development for the past 33 years. RWUA works with the mission of improving the lives of people through economic, social, cultural, and physical transformation.
RWUA, in partnership with Save the Children, has been funded and RWUA , has been been Implement the Sponsorship (SAMUNNATI) Project in Sarlahi District since 2017. RWUA now invites applications from interested and qualified Nepali citizens for the following position:
Position Title: MEAL and Documentation Officer
Level: Officer
Duty Station: RWUA Office, Haripur-02, Sarlahi, with field travel
Reports to: Sr. Project Coordinator/Manager/MEAL Focal Person/SCI MEAL Focal Person
Supervises: MEAL Officer
Field Engagement: Approximately 70% (monitoring, verification, and field visits)
Role Purpose
The MEAL and Documentation Officer will be responsible for designing, implementing, and overseeing the Monitoring, Evaluation, Accountability, and Learning (MEAL) system across all Save the Children-funded interventions. This role ensures high-quality data generation, rigorous monitoring, evidence-based reporting, and institutional learning. The Officer will support accountability to communities, program quality improvement, and ownership transition to local stakeholders.
The role requires frequent field engagement, technical support to program teams, and close coordination with stakeholders at district and community levels.
Key Responsibilities
1. Planning & Design
- Support development of MEAL frameworks, M&E plans, IPTTs, and PIRS.
- Ensure MEAL plans are integrated into project work plans and budgets.
- Develop/contextualize monitoring tools and checklists.
- Support baseline assessments, surveys, and evaluations.
- Build staff and stakeholder capacity on MEAL systems.
2. Monitoring
- Conduct regular quality monitoring using Save the Children quality benchmarks (QBs).
- Jointly develop and track action plans on OPMIS.
- Carry out data quality assurance (DQA) and output tracking.
- Maintain an effective Feedback and Reporting Mechanism (FRM).
- Conduct joint monitoring with program and finance teams.
3. Evaluation
- Support logistics for baseline, midline, and endline evaluations.
- Document findings and integrate learning into programming.
- Assist in readiness assessments for ownership transition.
4. Accountability
- Train staff/stakeholders on accountability principles.
- Ensure an accessible complaints/feedback system.
- Ensure visibility of community information-sharing tools (boards, jingles, calendars).
- Conduct quarterly feedback satisfaction surveys.
- Organize at least one child consultation session per month.
5. Learning & Documentation
- Maintain a learning log and facilitate reflection sessions.
- Document best practices, success stories, and case studies (minimum two quality case studies per year).
- Contribute to quarterly, semi-annual, annual, and donor-specific reporting.
6. MEAL Data Management
- Maintain MEAL database (OPMIS/KOBO).
- Archive MEAL data systematically (hard and soft copies).
- Regularly update MEAL rack and registers.
7. Ownership Transition (OT)
- Document key learnings and milestones.
- Support readiness assessments and stakeholder capacity building.
- Facilitate handover workshops and reporting processes.
8. Representation & Coordination
- Represent RWUA in MEAL-related forums and coordination meetings.
- Liaise with Save the Children MEAL focal points.
Additional Responsibilities
- Conduct emergency-related MEAL tasks (rapid assessments, PDMs).
- Support proposal writing and evidence synthesis.
- Ensure safeguarding, safer programming, gender, diversity, and climate resilience integration.
- Other tasks as assigned by the line manager.
Child Safeguarding & Well-being
- Ensure full compliance with RWUA and Save the Children’s Child Safeguarding and PSEAH policies.
- Adhere to the dual-adult rule in all interactions with children and youth.
- Immediately report any safeguarding concerns in line with organizational procedures.
- Promote staff well-being and support effective team coordination.
Qualifications and Experience
The candidate must have a minimum of a Bachelor’s degree in Development Studies, Social Sciences, Statistics, Education, Public Health, or a related field. A minimum of three years of relevant professional experience in NGOs, INGOs, or development agencies in the role of MEAL Officer, Documentation Officer, or any other officer-level position is required. If the degree has been obtained from an institution outside Nepal, it must be accredited as equivalent by a Nepal Government-recognized university. In the case of technical education, valid registration with the respective professional council is mandatory.
Skills & Competencies:
- Strong knowledge of MEAL systems and tools (FRM, QBs, IPTT, DQA).
- Proficiency in MS Office, KOBO, Power BI, and OPMIS (preferred).
- Strong communication, analytical, facilitation, and report-writing skills.
- Experience in coordination with government, stakeholders, and communities.
- Commitment to child safeguarding, gender equality, and inclusion.
- Own a two-wheeler vehicle, and a valid driving licence is mandatory
Position: Supply Chain Coordinator
Level: Coordinator

Reports to: Sr. Project Coordinator
Supervises: Supply Chain Officer
Field Area: Sarlahi and other delegated locations/ SDF Program area
Field Engagement: Approx. 40% time in field monitoring and verification
Role Summary
The Supply Chain Coordinator (SCC) is responsible for leading and ensuring efficient, transparent, and compliant supply chain operations for the SDF Program, including procurement, logistics, fleet, asset, and inventory management. The SCC will ensure all the processes align with RWUA and donor policies and play a key role in supporting field implementation, financial tracking, and administrative functions.
Child Safeguarding Responsibilities
This role involves both direct and indirect interaction with children. The SCC must strictly follow RWUA’s Child Safeguarding Policy, PSEAH Policy, and Code of Conduct, ensuring child-safe practices during all professional activities. A dual-adult rule must be followed during interactions involving minors.
Key Responsibilities
Procurement and Vendor Management
- Coordinate with program team and other stakeholders for preparation of Annual Procurement Plan and Sourcing Pipeline.
- Lead all procurement processes, ensuring compliance with RWUA and donor guidelines.
- Lead Procurement Committee meetings as Sourcing Lead to carry out sourcing activities
- Review procurement request status and ensure PRs are executed timely.
- Ensure the sourcing documentation have a clear audit trail
- Ensure the sourcing process is fair and transparent and are guided by the principles of best value for money, accountability and fair competition.
- Maintain and update procurement tracker, vendor database, and procurement contracts.
- Conduct market assessments, quotation evaluations, and vendor selection in a fair and transparent manner.
- Establish Framework Agreements (FWAs) for frequently required goods/services.
- Ensure timely preparation of procurement documentation, including SRF, OSL, PSL, and contract files.
- Provide refresher trainings/orientation to suppliers on organizational policy and procedures including Safeguarding, Conflict of Interest, Zero Tolerance Policy.
Inventory and Asset Management
- Maintain updated asset and inventory registers with appropriate tagging and physical verification.
- Organize stores for training and program materials ensuring efficient distribution and documentation.
- Circulate monthly stock reports and ensure regular inventory reconciliation.
- Ensure that the office assets are duly insured
- Conduct physical verification of assets, lead physical stock counts of office inventories and reconciliations
- Monitor and maintain appropriate stock levels of office suppliers.
- Prepare asset disposition plans
Fleet and Transport Management
- Coordinate vehicle movement based on program needs and maintain accurate vehicle logbooks.
- Monitor fuel consumption, servicing schedules, repairs, and vehicle documentation.
- Ensure compliance with insurance and safety protocols for all RWUA vehicles.
- Ensure the vehicle log sheets are accurately maintained
Administrative Support
- Ensure the office premises and assets including office equipment are well-maintained and functional.
- Manage correspondence, filing systems (both digital and physical), and admin-related documentation.
- Supervise office repairs, equipment maintenance, and ensure cleanliness standards.
- Manage and oversee office lease agreements and ensure payments are made on time
Financial Coordination
- Prepare procurement-related payment requests and submit them to finance.
- Lead in annual procurement planning and budget forecasting for logistic needs.
- Track logistics expenditures to ensure alignment with approved budgets.
Compliance, Reporting, and Documentation
- Ensure adherence to RWUA and donor compliance policies in all logistics activities.
- Prepare and submit monthly procurement, logistics, and asset reports to the SCI Supply Chain Coordinator and relevant stakeholders by the 7th of every month.
- Support internal and external audits through proper documentation and record-keeping.
- Maintain complete and secure records of all supply chain transactions, with backups.
Capacity Building and Supervision
- Supervise and coach the Supply Chain Officer.
- Provide orientation to project staff and local stakeholders on logistics and procurement procedures.
- Build team capacity in using procurement templates, tracking tools, and compliance documentation.
Programmatic and Operational Support
- Support logistics arrangements for meetings, trainings, field visits, and workshops.
- Participate in proposal development and operational planning.
- Represent the supply chain unit in coordination meetings when required.
Required Qualifications and Experience
Education: Master’s in Business Studies/Administration (MBS/MBA) preferred; Bachelor’s degree (BBS/BBA) minimum. Foreign degrees must be recognized by the Nepal government.
Experience: Minimum 3 years of experience in a logistics officer level in procurement or supply chain management (experience with FAMAS and Excel tools preferred).
Safeguarding and Ethical Conduct
- Promote safeguarding and protection principles in all supply chain activities.
- Immediately report any safeguarding or ethical concerns to the designated focal person.
- Display visibility of RWUA’s Child Safeguarding and Code of Conduct policies in offices and community venues.
Additional Notes
- Valid driving license of two-wheeler.
