1. Position: Project Manager - Community Resilience Programme – IV
Location : Bhairahawa with 50% field visit to project locations.
Duration of Contract: One year with the possibility of extension
Purpose of the position in Summary:
The Project Manager will be responsible for planning and organizing project activities making sure of people and resources mobilization; coordination with Palikas, and timely preparation of the reports. This person will be overall responsible for the implementation of the activities. S/he will also support for the strategy and proposal development and leads for strengthening policies and profile of CDM-Nepal. S/he is responsible to develop organizational relation and networking with related province and local level stakeholders. Represent organizations in the province and local level forums.
The position will organize performance discussion meetings with Line Manager (Programme Director), and Project Management Team (PMT) every quarter. The Sr. Advisor, CEO, ED, PD, PM and FAO are the members the PMT. S/he is responsible to ensure performance appraisal of all CRP-IV staff in line with the policy, every quarter. This position will also act as ley focal point for coordination with local governments.
SCOPE OF ROLE:

Main role and responsibilities:
A) Planning, Monitoring and Implementation:
• Take overall leadership in project planning, monitoring and reporting of the project funded under Misereor/KZE and DKA with the support from Programme Director
• Take lead role in developing the detail implementation plan to ensure timely implementation of project activities
• Prepare monthly project plan (MPP), individual work plan (IWP) and ensure MEAL plan in line with project document and organizational policy
• Coordinate with district and province level stakeholders (DDMC, DCC, AKC, DFO, PCCP, PMEP, DHM, and other related stakeholders) for implementation of project activities in collaboration and resource sharing and for building synergy for sustainability of interventions
B) Coordination and Advocacy:
• Coordinate with district, and state and Palika level authorities and relevant stakeholders for policy advocacy work and fundraising
• Build relationships with key stakeholders including the PDMC, DDRC, DCC and other district stakeholders
• Develop and implement advocacy strategy in coordination with other stakeholders.
• Support team to organize team meetings, workshops, trainings and review meetings; mentor and guide them and monitor their activities
C) Reporting and communication:
• Prepare monthly and quarterly update and share with Program Director and team.
• Review half yearly narrative report prepared by MEAL Officer and share the final draft Program Director for final review and submission.
• Maintain regular communication with related stakeholders and other partner organizations.
• Ensure that reports are submitted in time with quality standards.
• Take lead role in communication with government partners and related stakeholders
• Ensure disseminate of information to all concerned in a regular basis.
• Undertake responsibilities of overall financial management of the projects
D) M&E
• Ensure development and implementation of Quality Bench Mark (QBM), MEAL plan, Beneficiary Tracking Sheet, Indicator and Activity Tracking, submission of Field Visit Report by all staff in time.
• Be responsible for regular monitoring and evaluating the performance of the community resilience project and timely submission fo reports.
• Carry out all other tasks as per need including organization of monthly, quarterly and, annual meetings etc.
• Support CDM staff to comply with government policy and adhere to donor requirements
• Manage all the compliances with SWC and Nepal government.
E) Organization and Program Development
• Support team in new program development initiatives

2. Position: Senior Finance and Administration Officer - Community Resilience Programme –IV
Location: Bhairahawa, Rupandehi

Purpose of the position in Summary:
Senior Finance and Administration Officer (FAO) provides leadership and programme direction in all aspects of the finance and administration. Provides professional/technical leadership, consultation, and expertise within organization's area of focus, as well as day-to-day administrative and functional management of the organization's activities and staff. Working with the other staff, develops and implements strategic direction, overall scope of work and related operational policies and procedures. Establishes funding, and provides operational planning, budgeting, and assessment. Programs/projects managed are of key operational impact, and are typically revenue-generating and/or grant-funded from a major funding source or series of funding sources.

Main role and responsibilities:
(A) FINANCIAL MANAGEMENT
• Identify and solicit funding sources for services and programs; provides leadership in planning, development, and implementation of strategies and initiatives for generating program resource
• Preparation of narrative and financial components of periodic reports for review by Programme Manager, and Programme Director
• Manage official transactions, cash/ petty cash ensuring sufficient funds are available to support programme operations
• Maintain the bank and cash safe to ensure funds are available for all authorized transactions
• Ensure the safe keeping of the accounting records such as authorised requisitions, invoices, receipts, cheque, book, etc.
• Ensure cash and bank reconciliations are completed every month including weekly cash counts
• Ensure all financial transactions adhere to policy and procedure, including relevant authorisation and supporting documentation
• Ensure all financial transactions are recorded and filed in a timely and accurate manner
• Make payments and administer cash advances, follow up accountabilities, and maintain the required accounting records for each transaction physically and in finance force
• Maintain existing financial systems including petty cash, expenses, mileage claims, income and expenditure records, process all payments through Cash flow and bank reconciliation

• Ensure all financial documents are duly filed and labelled for a quick retrieval during audits or as may be required from time to time

• Support to make bookings for central events, meetings as may be required from time to time
• Ensure all staff taking assets out like computer, Cameras and Projectors have signed approval authorization on file and conditions is assets is ascertained at all times before custody
• Be proactive in finding more efficient ways of working through use of new tools or procedures
• Oversee the supervision of personnel, which includes work allocation, training, and problem resolution; evaluate performance and make recommendations for personnel actions; motivate employees to achieve peak productivity and performance

Administration
• Responsible for general administrative support including preparing letters and documents, receive and sort mail and deliveries, schedule appointments

• Prepare travel and accommodation warrants and travel advances for staff

3. Position: M&E/MEAL Officer - Community Resilience Programme -IV

Purpose of the position in summary:
Reporting to the Programme Manager, M&E/MEAL OFFICER develops and implement MEAL plan, provides operational support to Filed Officers / SMs /Community Volunteers, other programme team at communities. The MEAL Officer is responsible for implementing the set of activities for improving knowledge, attitudes, and practices of Community Resilience Programme – III at the community /Palika level.

Main role and responsibilities:
Monitoring, Evaluation, Accountability and Learning Plan:
• Take overall leadership in developing and delivery of project MEAL plan and quality benchmark at the field level
• Provide technical support to social mobilizer/field officers to roll out MEAL plan
• Support social mobilizer/field officers to collect data based on MEAL plan and monitor performance of social mobilizers/mobilization officers on MEAL implementation.
• Build capacity of social mobilizer/field officers and volunteers on MEAL, quality programme implementation including complaint and feedback handling mechanism
• Be responsible for regular monitoring and evaluating the performance at the community level in collaboration with other members of the team
Data collation analysis and presentation:
• Conduct assessments and baseline studies to identify DRR, DRM, and Resilience -related risks and priorities
• Assist in data collection, information/ knowledge management and promote learning, promote to use assessment data to design participatory interventions appropriate for the local context and culture
• Maintain regular coordination with project team to prepare and update beneficiary tracking, complaint and feedback handling mechanism to ensure transparency and accountability
• Conducting baseline, endline and KAP survey
• Capacity building of the Project team in conducting baseline, endline and KAP survey
• Conduct Climate Risk, Vulnerability and Capacity Assessment

Position: Field Officer (Municipal Field Offier) - Community Resilience Programme – IV
Location: Based in one of the municipal offices/ project municipalities with 75% community visits/facilitation/group meeting and monitoring.

Purpose of the position in Summary:
The Field Officer is responsible to deliver project activities and implement project strategies and approaches in time. The Field Officer manages information and reporting processes and products to ensure professional, high-quality communication about programmatic activities and results. The Field Officer will also play an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization and with the communities. This position will assume responsibility for full-cycle monitoring and evaluation of programs, developing appropriate methodologies and tools to design evaluations. S/He is also responsible to develop Activity Concept Note (ACN) and assist project team to develop new proposal. S/he has to also support the team to implement the project activities in the field as and when needed as instructed by Program manager.

A. Project Implementation
• Support Program manager on coordination and networking with other likeminded agencies and program implementation.

• Support in data collection, reporting as per the format and plan in discussion with the technical team and lead on all field data collection exercises
• Undertake at least 77% community visits to ward/community locations
