Emergency Response – Bhotekoshi Flood 2026

Duty Stations: Nuwakot, Dhading and Rasuwa Districts, Bagmati Province

Bagmati Welfare Society Nepal (BWSN) is a women-led and youth-led feminist organization established in 1995 in Sarlahi, Nepal. For thirty two years BWSN has worked in the districts where public systems arrived last, and currently works across 201 local levels in Madhesh, Koshi, Lumbini, Karnali and Bagmati Provinces. Its work is organized around three pillars — People, Planet and Power: human wellbeing and social development, climate resilience and biodiversity, and inclusive governance and civic engagement.

The Response

On 26 August 2026, an ice-rock collapse near the Nepal–China border blocked the Lhende Khola. The lake that formed behind the blockage breached and sent a flash flood down the Bhote Koshi and Trishuli rivers. There was no rainfall and no warning, and the Syabrubesi gauging station was destroyed in the flood. The Government of Nepal has declared 15 local levels across five districts disaster crisis-hit for three months under Section 32(1) of the Disaster Risk Reduction and Management Act, 2074.

BWSN deployed a response team within hours and coordinated the response from Nuwakot. BWSN is working alongside rural municipalities, municipalities and district authorities on needs assessment, beneficiary identification, delivery and follow-up.

Position Descriptions

1. Program Coordinator

Key responsibilities

  • Lead rapid and follow-up WASH assessments in flood-affected wards and displacement sites, working through ward offices and municipal WASH focal points rather than conducting parallel assessments.
  • Plan and oversee emergency water supply, sanitation and hygiene interventions, including restoration of damaged water points, water treatment and safe storage, emergency latrines and solid waste management.
  • Represent BWSN in the district WASH Cluster and in municipal coordination meetings in Bidur, Tarkeshwor and Rasuwa, and ensure BWSN’s planned coverage is registered with local government to avoid duplication and gaps.
  • Agree WASH beneficiary lists with rural municipality and municipality officials under the one-door system, and ensure BWSN activity is recorded in local government reporting.
  • Ensure interventions meet Sphere and national WASH standards, and monitor water quality and public health risk, including acute watery diarrhoea and other outbreak risk in displacement sites.
  • Supervise WASH-related work of Social Mobilizers, volunteers, contractors and suppliers, and verify quality of delivered works and materials.
  • Prepare WASH technical specifications, work plans, budgets, activity reports and inputs to donor reporting.

Minimum qualification and experience

  • Bachelor’s degree in water supply and Sanitation, Public Health, Environmental Science or a related discipline.
  • Minimum 3–5 years of relevant professional experience, of which at least one year in emergency or humanitarian WASH programming.
  • Demonstrated experience coordinating with local government and cluster mechanisms in Nepal.
  • Working knowledge of Sphere standards and national WASH design norms.

2. Admin and Finance Officer

Key responsibilities

  • Manage day-to-day financial transactions of the response, including field advances, cash handling in locations without banking access and timely settlement of advances.
  • Maintain complete accounting records, vouchers, ledgers and supporting documentation for every distribution, procurement and payment.
  • Run procurement in line with BWSN policy and donor requirements, including quotation, comparison, approval and contracting records under emergency provisions.
  • Prepare and monitor budgets, track expenditure against the approved budget, and flag variances and funding gaps to the Program Coordinator early.
  • Maintain the documentation that demonstrates relief delivered through local government has been properly accounted for, including handover and receipt records.
  • Handle personnel administration for the field team, including attendance, leave records, contracts, insurance and orientation documentation.
  • Maintain office and asset records, agreements, and the response filing system in both hard and soft copy.
  • Prepare periodic financial reports and inputs to donor financial reporting, internal review and external audit.

Minimum qualification and experience

  • Bachelor’s degree in management, Accounting, Finance or a related discipline.
  • Minimum 3 years of relevant experience, preferably with NGOs, INGOs or donor-funded projects.
  • Proficiency in accounting software and strong Microsoft Excel skills.
  • High standard of integrity, confidentiality and attention to detail.

3. Civil Engineer

Key responsibilities

  • Support emergency flood response and recovery activities in affected communities and field locations.
  • Conduct rapid assessment of damaged houses, roads, bridges, water systems, and other infrastructure.
  • Collect, verify, and document technical and damage assessment data from affected areas.
  • Support the preparation of site assessments, measurements, BOQs, cost estimates, and technical reports.
  • Provide technical support for repair, rehabilitation, and reconstruction of community infrastructure.
  • Monitor construction and repair works to ensure compliance with approved designs, specifications, quality, and safety standards.
  • Coordinate with contractors, local authorities, community representatives, and field teams during implementation.
  • Support the identification of priority infrastructure needs and emergency rehabilitation requirements.
  • Maintain accurate records of site visits, measurements, photographs, progress, materials, and technical documentation.
  • Provide regular updates on progress, challenges, quality issues, and technical gaps to the Program Coordinator.
  • Perform other technical and emergency response duties assigned by the organization.

Minimum qualification and experience

  • Bachelors in Civil Engineering or equivalent; registration with the Nepal Engineering Council is an advantage.
  • Minimum 2–3 years of relevant site supervision experience; experience in rural water supply, sanitation or post-disaster reconstruction is preferred.
  • Ability to prepare estimates and use relevant design and drawing software.
  • Willingness to work at field sites daily in difficult terrain.

4. Sub-Overseer

Key responsibilities

  • Carry out technical assessment of damaged water supply systems, water points, sanitation facilities and small community infrastructure in the affected wards.
  • Prepare drawings, estimates, bills of quantity and technical specifications for repair and emergency construction works.
  • Supervise construction and repair works on site, including water source protection, pipeline and tap stand repair, emergency latrines and drainage.
  • Verify quality and quantity of materials delivered and works completed and certify measurement books and running bills before payment.
  • Coordinate technical planning with the municipal or rural municipality technical section and ward offices so that works align with local government plans.
  • Ensure works are safe, accessible and usable by women, children, older persons and persons with disabilities.
  • Maintain site records, progress reports, photographs and completion documentation.

Minimum qualification and experience

  • Diploma in Civil Engineering (Overseer level) or equivalent; registration with the Nepal Engineering Council is an advantage.
  • Minimum 2–3 years of relevant site supervision experience; experience in rural water supply, sanitation or post-disaster reconstruction is preferred.
  • Ability to prepare estimates and use relevant design and drawing software.
  • Willingness to work at field sites daily in difficult terrain.

5. Program Officer

Key responsibilities

  • Support day-to-day implementation of response activities and translate the workplan into weekly and daily field plans.
  • Organise assessments, beneficiary identification, verification and distribution activities in coordination with ward offices and local government.
  • Supervise and support Social Mobilizers in the field, and ensure activities reach the households identified as most at risk.
  • Facilitate coordination meetings at ward and municipal level and maintain working relationships with local officials, community leaders and other agencies.
  • Ensure hygiene promotion, protection messaging and referral information reach affected communities through the field team.
  • Compile field data, activity records and photographs, and prepare activity reports for the Program Coordinator.
  • Support accountability to affected populations, including communication of entitlements, selection criteria and how to raise a complaint.
  • Deputise for the Program Coordinator on specific tasks as delegated.

Minimum qualification and experience

  • Bachelor’s degree in Social Work, Development Studies, Public Health, Sociology or a related discipline.
  • Minimum 3 years of relevant field implementation experience; emergency response experience is preferred.
  • Good written and spoken English and strong report-writing ability.
  • Experience supervising field-level staff or volunteers.

6. Social Mobilizer

Key responsibilities

  • Work at ward level with ward chairpersons, ward secretaries, tole committees and local groups to support needs assessment and household identification.
  • Support verification of beneficiary lists prepared by the local government, and raise omissions, duplications and exclusion of vulnerable households with the ward office and the BWSN team.
  • Facilitate community meetings and awareness sessions on hygiene, safe water, sanitation, available services and how to raise a complaint.
  • Ensure women, children, older persons, persons with disabilities, single women, pregnant and lactating women, and socially excluded households are reached and able to participate.
  • Identify and refer individuals needing psychosocial, protection, health or specialised support to the relevant service provider, and follow up on referrals made.
  • Collect community feedback and complaints and pass them to the MEAL Officer for logging and follow-up.
  • Support distribution days, including crowd and queue management, verification at the point of distribution, and follow-up with households unable to attend.

Minimum qualification and experience

  • Minimum +2 or intermediate level; a bachelor’s degree in social work, Sociology, Development Studies, Education or a related field is an advantage.
  • Minimum 1–2 years of community mobilisation experience; experience in emergency response is preferred.
  • Fluency in Nepali; knowledge of Tamang or other local languages spoken in Nuwakot and Rasuwa is a strong advantage.
  • Candidates from the affected wards and districts are particularly encouraged to apply.

7. Psychosocial Support (PSS) Coordinator

Key responsibilities

  • Lead the design and implementation of community-based mental health and psychosocial support activities across the response area.
  • Coordinate rapid identification of psychosocial needs among children, adolescents, adults, older persons and bereaved households, including those who lost family members or homes in the flood.
  • Establish safe, private and confidential spaces for individual and group support in displacement sites and host communities, in agreement with the local government and site management.
  • Supervise and provide technical support and regular case discussion to Psychosocial Counsellors and community-based psychosocial workers.
  • Map and maintain referral pathways to district hospitals, mental health services, the One-Stop Crisis Management Centre, police and protection actors, and agree these pathways with the district authorities.
  • Represent BWSN in protection and MHPSS coordination at district level and with the local government.
  • Ensure PSS activity follows ethical, confidential, person-centred, survivor-centred and Do No Harm principles, and that no case information is shared outside agreed referral protocols.
  • Organise staff care and peer support for BWSN staff and volunteers working in response, and monitor and report on PSS activity.

Minimum qualification and experience

  • Bachelor’s or master’s degree in psychology, Counselling Psychology, Clinical Psychology, Social Work or a related discipline.
  • Minimum 3–5 years of relevant experience, preferably including humanitarian or emergency settings.
  • Training and practical experience in Psychological First Aid, trauma-informed approaches and community-based MHPSS.
  • Demonstrated supervision experience.

8. Psychosocial Counsellor

Key responsibilities

  • Provide individual and group psychosocial support and basic counselling to flood-affected individuals in displacement sites and host communities.
  • Provide Psychological First Aid to people in acute distress, including those bereaved, displaced or separated from family members.
  • Identify people requiring specialized mental health, medical or protection support and make safe, consented referrals through the agreed pathways.
  • Facilitate awareness sessions on stress, grief, coping and available services, adapted for children, adolescents and adults.
  • Support child-friendly and community-based psychosocial activities in coordination with the Child Protection and Safeguarding Officer.
  • Maintain confidential, accurate and minimal case documentation in line with BWSN data protection requirements.
  • Report caseload patterns and emerging concerns to the PSS Coordinator, without disclosing identifying information beyond agreed protocols.

Minimum qualification and experience

  • Bachelor’s degree in psychology, Counselling, Social Work or a related field.
  • Minimum 2 years of counselling or psychosocial support experience is preferred.
  • Training in Psychological First Aid, trauma-informed care or humanitarian MHPSS is an advantage.
  • Ability to work sensitively with people who have experienced sudden loss and displacement.

9. Child Protection and Safeguarding Officer

Key responsibilities

  • Lead child protection and safeguarding work across the response, including risk identification in displacement sites, distribution points and host communities.
  • Identify protection risks affecting children, including family separation, unaccompanied and separated children, child labour, trafficking risk, early marriage, violence, exploitation and neglect.
  • Work with the local government, Nepal Police, the Municipal Child Rights Committee and protection actors on identification, family tracing and case referral for unaccompanied and separated children.
  • Establish and maintain safe referral pathways for children and families requiring specialized services and agree with district authorities.
  • Review distribution and activity plans for child safety and accessibility and advise on changes where activities create risk.
  • Deliver safeguarding, PSEA and Code of Conduct orientation to BWSN staff, volunteers, contractors and, where relevant, community members and local government partners.
  • Ensure safeguarding and PSEA reporting channels are known, accessible and functioning, and that reports are handled confidentially and escalated according to BWSN policy.

Minimum qualification and experience

  • Bachelor’s degree in social work, Psychology, Sociology, Child Development, Law, Development Studies or a related discipline.
  • Minimum 3 years of experience in child protection, safeguarding or protection programming, including in emergency settings.
  • Working knowledge of Nepal’s child protection framework, PSEA standards and referral mechanisms.
  • Experience delivering safeguarding orientation and handling sensitive reports.

10. MEAL Officer

Key responsibilities

  • Set up and run the MEAL system for the response, including assessment tools, beneficiary tracking, distribution and post-distribution monitoring formats and reporting templates.
  • Reconcile BWSN beneficiary records with local government lists prepared under the one-door system, and document how selection decisions were made and by whom.
  • Carry out field monitoring and post-distribution monitoring in Nuwakot and Rasuwa, including verification visits to households recorded as assisted.
  • Establish and manage the Community Feedback and Complaints Response Mechanism, ensure complaints are logged, routed and closed, and report trends to the response team.
  • Prepare situation reports, dashboards and figures for donor and government reporting, using NDRRMA and district figures as the reference source for caseload data.
  • Document lessons learned, adaptations and good practice through the response, including what worked and did not work in coordination with local government.
  • Ensure all data is collected, stored and shared ethically and confidentially, with particular care for protection and psychosocial case data.

Minimum qualification and experience

  • Bachelor’s degree in Statistics, Development Studies, Social Sciences, Public Health, Economics or a related discipline.
  • Minimum 3 years of relevant MEAL or M&E experience, preferably including humanitarian or emergency response.
  • Working proficiency in Kobo Toolbox or ODK and in Microsoft Excel, including data cleaning and basic analysis.
  • Ability to produce clear written analysis in English.

11. Assistant Logistics Officer

Key responsibilities

  • Manage receipt, storage, stock recording and dispatch of relief materials, including items released from the BWSN warehouse and procured locally.
  • Maintain bin cards, stock ledgers, goods received notes, waybills and distribution handover records, and reconcile physical stock with records regularly.
  • Arrange transport to field sites, including in areas where access is by alternative routes, on foot or by porter, and plan loading and offloading.
  • Support procurement by collecting quotations, checking specifications and verifying deliveries against purchase orders.
  • Arrange logistics for distribution days, including site setup, storage at the point of distribution and return of unissued stock.
  • Support fleet, fuel and travel arrangements for the field team and maintain related records.
  • Report stock levels, losses, damage and pipeline gaps to the Admin and Finance Officer and Program Coordinator.

Minimum qualification and experience

  • Minimum +2 or intermediate level; a bachelor’s degree in management or a related field is an advantage.
  • Minimum 2 years of experience in logistics, storekeeping or supply chain, preferably with NGOs or in humanitarian operations.
  • Practical experience of warehouse and stock documentation.
  • A valid two-wheeler driving license is an advantage.

12. Volunteers/Enumerators

Key responsibilities

  • Support emergency flood response activities in affected communities and field locations.
  • Assist in the collection, verification, and recording of beneficiary and household data.
  • Conduct field-level data collection and needs assessments from flood-affected communities.
  • Enter and maintain accurate data in Excel, databases, or other reporting systems.
  • Support the preparation and updating of beneficiary lists, distribution records, and field reports.
  • Assist the team in identifying and documenting priority needs, damages, and gaps during the emergency response.
  • Support the distribution of relief materials and maintain related records.
  • Collect and organize information, photos, forms, and other field documentation as required.
  • Coordinate with field teams and community representatives to ensure accurate and timely information collection.
  • Perform other emergency response and administrative tasks assigned by the Program Coordinator or Admin and Finance Officer.

Minimum qualification and experience

  • Minimum +2 or intermediate level.
  • Experiences in data collection, data entry, volunteer, preferably with NGOs or in humanitarian operations.
  • A valid two-wheeler driving license is an advantage.
  • Strong and good communication skills.

  • Fluency in written and spoken Nepali. Good written and spoken English is required for the Program Coordinator, Program Officer, MEAL, Admin and Finance, PSS Coordinator and Child Protection positions.
  • Ability to work in high-pressure conditions with long hours, shifting priorities and incomplete information.
  • Good communication, teamwork and coordination skills, and the ability to work respectfully with local government, communities, other agencies and security forces.

BWSN maintains a zero-tolerance approach to sexual exploitation and abuse, sexual harassment, child abuse, discrimination, fraud and other misconduct. All selected candidates are required to comply with BWSN’s Safeguarding Policy, Prevention of Sexual Exploitation and Abuse (PSEA) Policy, Child Protection Policy, Code of Conduct and related organizational policies, and to sign them on appointment.
