The Bhotekoshi flash floods caused widespread damage and displacement across the affected districts of Rasuwa, Nuwakot, Dhading, Gorkha, Tanahun, and Chitwan. The disaster severely disrupted shelter, livelihoods, WASH services, and access to essential services, while also increasing protection, gender, and social inclusion risks for affected communities.

1. Communication and Outreach Officer (Emergency Response and Recovery Project) – based in Kathmandu

Communication and Outreach Officer–Emergency Response is responsible for leading the coordination and management of internal and external communications, documentation, branding and marking requirements, public relations, and event management of CARE Nepal with specific focus on emergency response and supporting program initiatives. The incumbent is responsible for delivering effective internal and external communications with refined media relations and networking and providing communication support to Program initiatives and the emergency response. The incumbent will translate emergency response priorities, field realities, evidence and community voices into timely, accurate and compelling communication products for internal and external audiences. This includes documenting and communicating key response activities, achievements, community stories, learning and impact, as required. The position will also support communication and outreach activities for wider CARE Nepal initiatives. The incumbent will ensure compliance with CARE’s branding and marking rules and help develop effective communication materials. Manage the core activities and provide guidance on project and response-related publications. The position will work closely with the Emergency Response Team, District Response Managers, Program teams, partners and relevant stakeholders to lead and provide technical support on communications and outreach for emergency response operations, while contributing to wider CARE Nepal communication priorities.

2. MERL (Monitoring, Evaluation, Reporting and Learning) Specialist (Emergency Response and Recovery Project) – based in Nuwakot

MERL (Monitoring, Evaluation, Reporting and Learning) Specialist provides field-based technical leadership for monitoring, evaluation, reporting, accountability, and learning across the Flood Response Programme in Nuwakot, Rasuwa and Dhading .The position is responsible for rapidly establishing and operating the response MEAL system and ensuring timely, accurate, and gender-responsive data to inform decision-making, uphold accountability to affected populations, and meet CARE and donor requirements. The role works in close coordination with the Program Quality and Impact (PQI) department specifically with the Database Information Management Specialist at the Country Office, program and partner field teams, and the Feedback and Accountability Mechanism (FAM) focal person, ensuring that response data flows into CARE's information systems (including CNIMS and PIIRS) and that learning is captured and used, rather than establishing parallel systems.

3. Cash and Livelihood Specialist  (Emergency Response and Recovery Project) - based in Nuwakot 

Cash and Livelihood Specialist leads the design, delivery and quality of CARE Nepal's cash assistance and livelihood support, so that women, girls and marginalized groups affected by disasters, climate shocks and poverty can meet their basic needs, protect their income and rebuild their livelihoods with dignity. The role assesses needs and local markets recommends the best way to deliver support (cash, vouchers, goods or a mix), oversees fair selection of participants and safe payments, and links families to income and market opportunities. The Specialist works with local governments, financial service providers, partner organizations and CARE Nepal teams, tracks results and community feedback, prepares donor reports, and builds the skills of staff and partners. The role is based in Nuwakot with regular travel to project districts and supports emergency response when needed.

4. People and Culture Officer (Emergency Response and Recovery Project) - based in Kathmandu.

People and Culture Officer–Emergency Response will provide timely and responsive People & Culture support to CARE Nepal's emergency response, while also contributing to the delivery of regular P&C operations and priorities. The position will support workforce planning, recruitment, deployment, onboarding, employee experience, staff wellbeing, HR administration and other people-related requirements for emergency response teams. The Officer will work closely with the Emergency Response Manager, District Response Managers, program teams and the wider P&C team to ensure appropriate people support throughout the response. The position will also support regular P&C services and activities, helping ensure continuity of core HR operations and contributing to broader P&C priorities as required.
