VACANCY ANNOUNCEMENT FOR CONSULTANCY SERVICE

Children-Women in Social Service and Human Rights (CWISH), a non-profit civil society organization established in 1993 with an aim to ensure social justice, protection and promotion of human rights especially the rights of children and youths, invites applications package for the Consultancy Service from interested and eligible candidates (Nepali citizens only), Company who are reliable, accountable, and have ability to deliver results with highest level of integrity.

With the aim to contribute CWISH goal, the vacancy is called for ‘My Rights My Future’ project being implemented in Kathmandu Valley from July 2023 funded by KNH, Germany.

The proposed project aims to focus on an integrated approach to bring multi stakeholders together for advocating the government for policy advocacy to amend child labor prohibition and regulation act 2000; development of child protection policy on online safety and implement the existing child rights policies such as National Master Plan on Child Labor 2018; child labor free local government guideline and child-friendly local governance guidelines.

Project Output

Output-1: 

  1. Policy brief paper (with gaps in child right policies identified)-1, leaflets-1 and case studies-25 produced 
  2. Government representatives become sensitized for making necessary policy improvements on child protection. 
  3. Functional government mechanism (child help desk, child fund, child welfare officer) and children agencies established at local level.  

Output-2: 

  1. News article related with child right and protection issues published by different media.  
  2. TV talk series and documentary produced and broadcasted 
  3. Key stakeholders become sensitized on child protection 
  4. Communities sensitized through mass media campaigns

Output-3: 

  1. 45 children from three different districts have gained knowledge and capacity on child right and child protection issues. 
  2. Three municipalities have established Local Child Right committee (LCRC) and are conducting meetings on regular basis.  
  3. Child Advocates have planned and initiated 18 advocacy actions in their community targeting different stakeholders

Mid-term Evaluation PurposeThe purpose of the mid-term evaluation is to assess the project’s progress, effectiveness, lesson learned, good practices, identify any challenges, and provide alternative and exit strategies for enhancing outcomes and sustainability in the remaining project period.

Description of Project

Mero Adhikar Mero Bhawisya (My Rights My Future) is an integrated approach to bring multi stakeholders together for advocating the government for policy advocacy. MRMF project is a national-level advocacy campaign initiated in support of Kindernothilfe e.V from 2023 where CWISH implements it in Kathmandu, Bhaktapur and Lalitpur districts. The overall goal of this project is to create a more child-friendly environment in Nepal as Children are nation’s pride. This is done by strengthening the implementation of child rights laws and policies at the national and local level, and by building the agency of children to become active and engaged citizens who can advocate for their own rights and interests. Civil Societies are engaged through mapping policy gaps, evidence-based policy advocacy, promoting child-led advocacy, building alliances and networking, mobilizing the media, and monitoring and evaluation of advocacy efforts. Hence, project aims to achieve active engagement of civil society/stakeholders, enhanced agency of children and increased accountability of government to ensure protection and participation rights of children.

To achieve the overall project objectives, the project focuses in accomplishing following sub-objectives:

Sub-objective-1: Functional government mechanisms and structures for effective service delivery to address child rights issues ultimately contributing to reduce the number of child labor, child sexual abuse and exploitation.

Sub-objective-2: Sensitized and responsible civil society/stakeholders/networks are actively engaged to advocate for protecting children from abuse and exploitation.

Sub-objective-3: Agency building of children for creating civic space for children.

Budget Allocation:

The total budget available for the mid-term evaluation is Rs. 300,000 (inclusive of VAT). Hence, the candidates are expected to submit the financial proposal within the budget ceiling.

Interested candidates should submit the following documents:

  • Detail proposal: Technical (3-4 pages max.)
    • Financial (1 page max)
  • Cover Letter

Individual or firm or group of individuals can also apply, however, the main applicant needs to be registered in VAT and latest tax clearance certificate is mandatory. Selected candidate or firm or groups should mandatorily submit VAT certificate and latest tax clearance certificate before initiating the task.
