Consultancy Assignment for the Comprehensive Study on Disability-Inclusive Budget Analysis in Nepal

1. Background and Rationale

Blind Youth Association Nepal (BYAN), with technical and financial support from CBM Global Disability Inclusion, is implementing the Youth-Led Actions for Transformation Through Rights-Based Advocacy and Disability Movement (YATRA) Project. The project promotes the rights, participation and inclusion of persons with disabilities through evidence-based advocacy, stronger Organizations of Persons with Disabilities (OPDs), and engagement with government institutions in Bagmati and Madhesh Provinces.

Nepal has made important commitments to equality and disability rights through its Constitution, the Act Relating to the Rights of Persons with Disabilities, 2074, and other laws and policies, as well as its commitment to the Convention on the Rights of Persons with Disabilities (CRPD). The Local Governance Performance Assessment System (LGPAS) Guideline, 2082, issued by the Ministry of Federal Affairs and General Administration (MoFAGA), also incorporates disability-related indicators, reflecting the growing recognition of disability inclusion in local governance. Nepal’s federal system assigns responsibilities to federal, provincial, and local governments for planning, budgeting, and delivering public services. Translating these commitments into practice requires public resources to be planned, allocated, implemented, and monitored in ways that address barriers faced by persons with disabilities and uphold their rights under the CRPD.

However, there is limited consolidated evidence showing how disability inclusion is reflected across government plans, budget allocations, implementation, and actual expenditure, and whether budgetary processes consistently address accessibility, reasonable accommodation, and the meaningful participation of persons with disabilities. Existing disability-related budget allocations are largely concentrated on welfare-oriented programmes, particularly the distribution of assistive devices and other materials, while overall budget allocations for disability inclusion remain limited, with only a small proportion of allocated funds being spent. Furthermore, budget allocation and expenditure often follow a welfare- and charity-based approach rather than a rights-based approach aligned with the CRPD. Disability inclusion also remains inadequately integrated into broader sectoral investments, including education, health, employment, public infrastructure, transport, and disaster preparedness. The meaningful consultation and participation of Organisations of Persons with Disabilities (OPDs) in government planning, budgeting, implementation, and monitoring processes also remain limited. Consequently, OPDs and the public face challenges in tracking disability-related commitments from policy documents and approved budgets through to actual expenditure and measurable outcomes.

This study is needed to establish an evidence base for a stronger national discussion on disability-inclusive budgeting in Nepal. It will examine existing practices. By identifying gaps, documenting promising practices and proposing realistic steps for improvement, the study will help BYAN, OPDs and government stakeholders initiate and inform a practical discourse on how disability inclusion can be better integrated into planning, resource allocation, implementation and budget oversight across all three levels of government.
