CDM-Nepal is a leading non-governmental development and humanitarian organisation of Province 5 of Nepal. Established in 2000 in Butwal, CDM-Nepal has worked in DRM, CCA, WASH, livelihood and GBV. CDM’s programmes have historically been targeted at underprivileged women and children. Origins of CDM-Nepal CDM-Nepal’s origin can be traced back to 1993, the year Rupandehi district experienced one of the devastating floods in its history. Having seen the havoc brought by the disaster, a group of local development professionals joined hands to informally set up “Save the Environment and Rural Development Institute (SERDI)”, which later became CDM-Nepal during official registration in 2000. General Background:
The Center for Development and Disaster Management (CDM-Nepal), Bhairahawa, is a leading non-governmental development and humanitarian organization based in Lumbini Province, Nepal. Established in 2000 in Butwal, CDM-Nepal has been actively engaged in disaster risk management, climate change adaptation, water, sanitation and hygiene (WASH), livelihood improvement, and gender equity and social inclusion, including prevention of gender-based violence. Since its inception, CDM-Nepal has prioritized empowering marginalized women, children, youth, and vulnerable communities through inclusive, sustainable, and community-centered interventions. The organisation has implemented programmes across multiple districts, including Rupandehi, Nawalparasi, Kapilvastu, Arghakhachi, Gulmi, Palpa, Okhaldhunga, Doti, Dadeldhura, Baitadi, Kathmandu, and Achham.
Guided by its vision of building a just, equitable, peaceful, prosperous, and disaster-resilient society, CDM-Nepal operates under the mission of improving the lives of individuals and families in the poorest, most vulnerable, socially excluded, and marginalized communities of Nepal. Over the years, the organization has established strong partnerships with local governments, civil society organizations, and networks at provincial and national levels. Through these collaborations, CDM-Nepal has contributed to strengthening disaster preparedness, climate resilience, and sustainable development outcomes for communities across the country. The organization is also a member of the NGO Federation Nepal, the National Disaster Preparedness Network (DPNet), and a founding member of the National Network of Community Disaster and Climate Risk Management Committees (NCDMC).
CDM-Nepal’s objectives are to substantially reduce disaster risks and minimize losses to lives, livelihoods, health, and community assets; improve the socio-economic status of marginalized groups through risk-informed, gender-responsive, and inclusive programmes; strengthen partnerships with local governments and civil society; promote learning and innovation through applied research on socio-economic, climate, disaster, and environmental issues; and advocate at multiple levels to address the root causes of poverty, inequality, and vulnerability while promoting accountable and inclusive governance systems. By pursuing these objectives, CDM-Nepal ensures that its interventions are sustainable, evidence-based, and aligned with community needs and priorities.
1. Terms of Reference (TOR) For Activity 3.2.7 Organizing workshops with municipal officials to reinforce the establishment of Local Emergency Operation Centers (LEOCs)
Introduction about the Consultancy: Climate Change Adaptation, Promotion of Green Economy are the integral part of capacity enhancement of CDM/KZE/MISEREOR’s Community Resilience Programme. It intends to coordinate and collaborate with local governments and other community actors such as CBOs, Users Committee, schoolteachers, youth center, child club (environment management subcommittee) who can play a pivotal role on environment friendly initiatives at local government and community levels. To develop them as climate champions to drive climate agenda through public awareness and capacity development is the need of the era when climate change has huge effects on lives, and livelihoods of People Impacted by Climate Change and Discrimination (PICCD) and gender-based discrimination. Nepal is one of the world’s forty-eight least developed countries. Poor socio-economic conditions, and diverse geographic regions make the country extremely vulnerable to the effects of climate change. According to a study conducted by the Department of Hydrology and Meteorology (DHM) on climate trend analysis (2017), the annual maximum temperature trend is increasing by 0.056°C/year and Nepal’s average yearly precipitation has declined by 1.3 mm per year over the observed period (i.e., 1971-2014). As per the German Watch Report, Nepal ranked 12th in the Global Climate Risk Index in 2019, and 10th in the period 2000-2019. A rapidly changing climate in Nepal, including in the proposed districts (Rupandehi and Nawalparasi) has led to a range of adverse impacts on the socio-economic, natural, and physical environment. The climate crisis has a devastating effect on women, youth and children’s learning, safety, and wellbeing, destroys livelihood options, education services and household food security and income, forcing youth to migrate other countries and children to drop out of school to support their family with domestic duties or work. This assignment will mainly focus on strengthening LEOC in the proposed rural municipality.
Objective of the Consultancy: The objective of this assignment is to enhance capacity of LDMC and/or LEOC to prepare for and respond to emergencies. Specific objectives include- – Reinforce the establishment of Local Emergency Operation Centres (LEOCs) through workshop – Develop the capacity of LDMC through strengthening LEOC in the Palika Scope of work for the consultant/ trainer/facilitator (Deliverables) The consultant /trainer/facilitator is responsible for the following deliverables: – A workshop report that focuses on strengthening LEOC – Development and submission of LEOC strengthening plan with recommendations for strengthening LEOC – Submission of Materials and Equipment (supported in previous phase) Utilization Plan for the Palika – Submission of both soft and hard copies of the LEOC strengthening plan that also includes Materials and Equipment Utilization Plan and recommendations in Nepali – Submission of the assignment completion report. The project will achieve deliverables mentioned above through conducting training/workshops, developing plans on DRR/emergency response and strengthening LEOCs.
Participants Municipal authorities and officials are engaged in development of the plan. Participants include Mayor, Deputy Mayor, Chief Administrative Officer, Ward Chairpersons and Executive members, relevant technical officers from the municipality.

3. Terms of Reference (TOR) for Development of the Local Disaster and Climate Resilience Plan (LDCRP) for Siyari and Sammarimai Rural Municipalities in Rupandehi District of Lumbini Province. As part of the Community Resilient Programme III (CRP III) in Rupandehi district, CDM-Nepal is inviting proposals from qualified individuals /consulting firm for preparation of the Local Disaster and Climate Resilience Plan (LDCRP) for Siyari Rural Municipality and Sammarimai Rural Municipality in Rupandehi District of Lumbini Province. 2. Objective of the assignment: The overall objective of the assignment is to access climate and disaster risk and prepare the Local Disaster and Climate Resilience Plan (LDCRP) for Siyari and Sammarimai Rural Municipalities of Rupandehi District based on the Nepal Government’s LDCRP guidelines (2017). 3. Scope of Work: The scope of theassignment includes,but is not limited to, thefollowing: – Organize a introductory meetingwith CDM Nepal andmunicipal team. – Carry out ward-level vulnerability and risk assessments with ward/community members to identify vulnerabilities, risks and capacities. – Consolidate ward level vulnerability and risk assessments into municipal levelVulnerability and CapacityAssessments(VCA) for each municipality. – Develop LDCRP based on VCA findings – Hold a validationworkshop in eachmunicipality andshare the draftLDCRP forfinalization. – Incorporatefeedback receivedon the draftLDCRP, finalizeand submit thefinal version ofthe LDCRP – Submit assignment completion report together with all annexes 1) LDCRP in Nepali, 2) Workshop report in English, 3) VCA findings and analysis and 4) Assignment completion report 2. Methodology The consultant will adhere to the LDCRP guidelines and include a detailed methodology in the technical proposal. Please also refer to the details incorporated in the workplan/schedule with the provided methodology and propose accordingly. The methodology should encompass: a) Preliminary Planning and Coordination Meeting: Stakeholder engagement and formation of a core plan formulation team for each municipality. Additionally, forming Local Disaster Management Committees (LDMC) and planning sub-committees, if they do not already exist. (1 preliminary planning meeting in each municipality) b) Community/ward level risk assessments: Conducting ward level risk assessment in each ward c) Municipal level Vulnerability and Capacity Assessment (VCA): Consolidate ward level VCA findings to develop municipal level VCA report. d) Development of the Draft LDCRP: Developing draft LDCRP for feedback. (Separate LDCRP for each municipality) e) Facilitate municipal level validation and draft sharing workshop: Presenting the draft LDCRP, and VCA findings for collecting feedback and validating the plan. (organizing one municipal level validation workshop foreach municipality) f) Finalization, Sharing and Endorsement: Revising and submitting the final LDCRP together with all annexes g) Submit assignment completion report 3. Key Deliverables – An inception report outlining the detailed methodology and work plan in English. – Reports from briefing meetings and orientation workshops in English. – VCA report detailing findings from the ward and stakeholder engagement. – Local Disaster and Climate Resilient Plan for both Municipalities in Nepali. – Assignment completion report in English. Selection Criteria:
The project will select consultant/s based on the technical as well as financial proposal, team composition, training content, its ingenuity, practical application, and the competence of the trainers/facilitators.
· A technical proposal with a detailed response to the TORs, with a specific focus on the scope of work and methodology. A detailed workshop/training course content and methods to be included. Acceptable file format (e.g., Word or PDF) (30 points)
· CVs of the consultant/s to understand competencies of the consultant/s (25 points)
· Evidence of similar reports and references from the consultants/ organization(s) for whom that work contracted. (15 points)
· The financial proposal should include a detailed budget proposal breakdown of what cost covers inclusive of relevant taxes where applicable. Acceptable file format (eg, excel or PDF) (30 points)
· VAT/ PAN registration documents, latest tax clearance document and tax exemption document, if any.
