Felm has been working in Nepal since 1977, first affiliated with United Mission to Nepal, and from 2009 onwards Felm Nepal was registered as an International Non-Governmental Organization (INGO) when the first general agreement with the Social Welfare Council was signed. Felm Nepal is implementing a country program in Nepal, with funding from the Ministry for Foreign Affairs of Finland, as well as from the Finnish parishes and individual donors. The program is implemented through local partner organizations. Felm Nepal works also with other supporters and donor agencies, for example with the European union. We design and implement our work in close coordination with local, provincial, and federal government of Nepal. Felm Nepal has offices both in Kathmandu and in Dhanghadi. The work is concentrated on Nepal’s least developed geographical areas, both in Karnali and Sudurpaschim Province. Through development cooperation, Felm Nepal targets at empowerment, enhanced livelihoods, quality education, and food security for marginalized groups such as women and girls, persons with disability, ethnic minorities and indigenous people. It works in close partnership and coordination with local governments and stakeholders. Felm Nepal actively supports Nepal in its various emergency situations, for example flood recovery work and COVID-19 pandemic response. Felm Nepal is a member of ACT Alliance Nepal Forum, as well as AIN, the Association of International NGOs working in Nepal.

Videographer and Photographer Services
1. Introduction
Felm Nepal is a nonprofit organization dedicated to empowering marginalized people in Nepal, including women and girls, persons with disabilities, ethnic minorities, and indigenous communities. Established in 1977 and registered as an International Non-Governmental Organization (INGO) since 2009, Felm Nepal focuses on sustainable development in the least developed regions of Nepal, particularly Karnali and Sudurpashchim Provinces.
Through partnerships with local organizations and coordination with different levels of government, Felm Nepal supports inclusive education, mental health and psychosocial well-being, sustainable livelihoods, climate resilience, and human rights.
This Terms of Reference (ToR) outlines the scope of work, deliverables, and technical requirements for engaging one professional videographer and one professional photographer to document Felm Nepal’s project activities and impact stories across selected working areas.
2. Objective
To produce high-quality photo and video documentation showcasing Felm Nepal’s work, success stories, and beneficiaries’ voices in alignment with Felm’s communication standards and branding guidelines.
3. Scope of the Work
The videographer and photographer will be responsible for:
- Developing a content and shoot plan in collaboration with Felm Nepal prior to field visits.
- All filming and photography shall follow Felm’s provided storyboard outline and communication guidance.
- Videographer and photographer must be able to make professional and independent decisions to ensure collection of required material.
- Videographer must capture video material (including interviews conducted by a separate professional, b-roll, family and community activities, environmental and contextual shots).
- Photographer must capture photo material (including interview shots, portraits, family and community activities, environmental and contextual shots).
- Conducting drone videography where appropriate and approved.
- Ensuring ethical representation and obtaining consent from all individuals featured.

4. Submission Requirements (Mandatory)
The suppliers must submit the following documents along with the Technical and Financial Proposal, for the financial proposal the Felm Form should be used (send to procurement.nepal@felmglobal.org). Email subject line should read: “RFQ – Videography and Photography Services – (Vendor Name)”
- Company registration certificate or personal PAN registration
- Latest tax clearance certificate (FY 2081/2082 BS)
- VAT/PAN certificate
- Signed copy of this ToR
- Technical and financial proposals (separate files)
- Links or samples of similar past work
- Profile/CVs of key team members
Note: Only suppliers who submit the completed Felm form and mandatory documents to procurement.nepal@felmglobal.org by 10th Nov 2025 will be considered. Shortlisted applicants will be asked for a short interview.
The tender can be rejected or the contract terminated if the contract arrangement or the implementation of the contact involve bribery or corresponding unlawful activity (including bribing a foreign public official)".
