Terms of Reference (ToR) for Veterinarian

Heifer Project Nepal is dedicated to ending hunger and poverty while caring for the Earth through sustainable agriculture-based livelihood and market systems development. Under its Dairy Sector Development initiatives, Heifer seeks to engage a Veterinarian as consultant to provide strategic and technical support through Chitwan District Milk Producer Cooperative Union, to strengthen the dairy animal health, veterinary technical services and innovations in dairy sector.

Position: Veterinarian 

Duty Station: Chitwan DMPCU with frequent field visits to affiliated cooperatives and dairy farms

Duration: 5-6 months with the possibility of extension

Responsibilities and Deliverables

1. Dairy Animal Health, One Health and Technical Services

• Provide technical leadership to improve dairy animal health, breeding, nutrition, welfare, and productivity while promoting One Health and Caring for the Earth approaches. 
• Strengthen veterinary extension services through technical backstopping and capacity building of veterinarians, veterinary technicians, AI technicians, lead farmers, and MPC resource persons. 
• Promote Good Dairy Husbandry Practices, balanced feeding, fodder development, reproductive health management, disease prevention and control, biosecurity, and climate-resilient dairy farming. 
• Support establishment of demonstration farms, farmer feedback mechanisms, digital service delivery, and effective use of digital dairy tools. 
• Facilitate development and implementation of municipal dairy development strategies, DMPCU vision, One Health platforms, and district dairy innovations, including quality-based milk pricing and dairy business development services. 
• Conduct regular field monitoring, technical coaching, and advisory services to strengthen dairy farm productivity and sustainability. 

2. Collaboration and Partnership

• Coordinate closely with DMPCU, Heifer Nepal, CDCAN, PDDB, municipalities, and other stakeholders for effective planning and implementation of program activities. 
• Strengthen partnerships with local governments, financial institutions, insurance companies, input suppliers, pharmaceutical companies, and private sector service providers to improve access to veterinary, business, and financial services. 
• Participate in multi-stakeholder platforms and coordinate technical support from specialists to strengthen dairy sector development.

3. Monitoring, Documentation and Reporting

• Support preparation of periodic technical and progress reports in compliance with Heifer requirements. 
• Monitor implementation of technical interventions and maintain quality documentation of achievements, lessons learned, case studies, and knowledge products. 
• Lead dissemination of technical knowledge and best practices to the stakeholders. 

4. Other Assigned Responsibilities

• Perform additional technical and program-related assignments as delegated by Heifer Nepal and DMPCU management. 

Qualifications and Skills

• Bachelor's degree or equivalent in Veterinary Science and Animal Husbandry from a recognized university. 
• Minimum one year of professional experience in animal veterinary practice, dairy animal health, livestock development, or dairy sector programs. Demonstrated expertise in dairy animal breeding, nutrition, disease diagnosis and treatment, reproductive management, artificial insemination, pregnancy diagnosis, and herd health management. 
• Experience in social capital development, capacity building, training, and working with dairy cooperatives, producer organizations, and smallholder farmers. 
• Strong analytical, facilitation, communication, report writing, and interpersonal skills. 
• Fluency in Nepali and English (spoken and written).

Most Critical Proficiency

• Valid driving license with willingness to travel extensively to the Rural/Municipalities and cooperative service areas.
• Registered in Nepal Veterinary Council

• Strong technical knowledge of dairy animal health, One Health, breeding, nutrition, and climate-smart dairy production. 
• Excellent stakeholder coordination, leadership, and team-building skills. 
• Ability to work independently, take initiative, and deliver results under minimum supervision. 
• High integrity, accountability, professionalism, and commitment to confidentiality. 
• Strong communication and facilitation skills with sensitivity to gender equality, social inclusion, and diverse cultures. 
• Proficiency in Microsoft Office applications and digital data management systems.
