TERMS OF REFERENCE

Development of Strategic Plan (2026-2030)

1.     Background

Feminist Dalit Organization (FEDO) was established in 1994 to empower women in general and Dalit women in particular so that they can raise their voices to get their entitlements. (FEDO) is a national-level, rights-based organization established to promote the rights, dignity, and inclusion of Dalit women and girls in Nepal Since then, it has been implementing several projects and programs with the support of different National and international donors and partner organization Since its inception, FEDO has been committed to fostering a just and equitable society by empowering Dalit women through advocacy, leadership development, civic engagement, and access to social justice. With its strong grassroots presence, 56 district chapters, and 1,100 frontline leaders (80% of whom are youth), FEDO has become a leading voice for Dalit women’s rights in Nepal.

As the current strategic plan (2021–2025) nears completion, FEDO seeks to develop a new five-year strategy (2026–2030) that will guide its vision, mission, goals, and programs into the next phase of impact.

2.    Objective

To develop a participatory, inclusive, and forward-looking Strategic Plan (2026–2030) that aligns with FEDO’s mission, responds to emerging contexts, and sets clear strategic directions, priorities, and pathways for impact.

3.    Scope of Work

The consultant/firm will be responsible for:

• Reviewing relevant internal documents (current strategic plan, annual reports, evaluations) and external context (policy, political, and development trends affecting Dalit women).
• Conducting consultations with key stakeholders including FEDO leadership, staff, district chapters, frontline leaders, donors, and partners.
• Facilitating strategic workshops to define/refine FEDO’s vision, mission, values, theory of change, and strategic pillars. Virtual Workshop with District and Province team and Physical workshop with FEDO team at Kathmandu
• Identifying key opportunities and risks in the operating environment (SWOT, PESTLE analysis).

The assignment is expected to be completed over a three- and half-month period, tentatively from to Aug 15 2025 to Dec 05 2025. 

6.     Qualifications

For Individual Consultant / Team Lead:

• Master’s degree or higher in Development Studies, Public Administration, Gender Studies, Social Sciences, or related field
• At least 7 years of experience in strategic planning, organizational development, or rights-based programming
• Demonstrated experience working with feminist organizations, Dalit movements, or intersectional rights-based frameworks
• Strong facilitation, analysis, and writing skills
• At least 5 years of Experience in facilitating and planning of Social Entrepreneurship
• Multidisciplinary expertise in gender equality, social justice, public policy, and MEAL
• Capacity to deliver high-quality outputs within deadlines

7.     Reporting and Coordination

The consultant will report to the Executive Director of FEDO and work closely with the Strategy Development Task Force designated by FEDO. Regular check-ins and validation meetings will be held.
