TERMS OF REFERENCE FOR CONSULTANCY SERVICES
Background:
Good Shepherd International Foundation Nepal is a not-for-profit, non-political, humanitarian organization desirous of furthering development activities in Nepal. It was established as a branch of the GSIF, Rome and registered as an INGO in Nepal in 2018. Since 2019, GSIF Nepal is working in the areas of anti-human trafficking, safe migration, child rights (with focus on protection and participation), and emergency response.
Currently, GSIF Nepal is implementing “Acting Against Sexual exploitation, Trafficking and Human Atrocity (AASTHA)” project in Kathmandu, Kaski and Rupandehi districts. AASTHA project initiated in September 2025 and will continue till mid-September 2028. The project is implemented in partnership with 8 partners and focuses in the areas of anti-human trafficking, safe migration, child participation, strengthening child protection mechanisms, and social entrepreneurship.
Purpose of the assignment:
Through integrated efforts, AASTHA project aims to address the incidence and vulnerability to trafficking adopting 4Ps (Prevention, Protection, Prosecution and Partnership) approach. The purpose of this assignment is to enhance the capacity of the staff at GSIF Nepal and among partners in the following areas;
a. Project Cycle Management
b. Monitoring and Evaluation
c. Safeguarding
GSIF Nepal is looking for independent consultants or consulting firms with expertise and specific track record in the above-mentioned fields. The selected consultants/consulting firms selected for each, or all of the areas will engage in the capacity building of the team involved in the implementation of the project.
Key activities to be undertaken include, but are not limited to,
- Prepare the content for 2-3 days of training in each of the areas and finalize in consultation with GSIF Nepal.
- Facilitate the training sessions to the selected team members using the participatory approach and tools. The venue for the training will be managed by GSIF Nepal.
- Share the training materials with participants.
- Prepare a training completion report highlighting the key learning.
- Identify key areas of learning to guide future planning of similar capacity building initiatives.
Expectations from the consultants/consulting firms:
The consultants/consulting firms shall have sound experience in similar assignments and consolidated technical expertise in capacity development particularly focusing on Project Cycle Management, Monitoring and Evaluation, and Safeguarding. Considering the number of participants i.e. 20 – 25 for each of the focused areas, it is expected that one consultant will facilitate the sessions and won’t be accompanied by the co-facilitator. Further, following competencies, for different areas, are expected for the efficient delivery of trainings:
A) Project Cycle Management
- Proven experience on the range of topics needed for the project cycle management training with university degree in development management/international development or equivalent degree.
- More than 5 years of experience in development programme/project management
- Certifications in project cycle management by globally recognized institutions is preferred.
- Proper understanding of violence against women and children.
- Excellent spoken and written English.
B) Monitoring and Evaluation
- Experience and familiarity with the broad range of MEAL frameworks and tools.
- Relevant qualifications in Social Work, Development Studies, Sociology, or similar field.
- More than 5 years of experience in the development programme with direct engagement in MEAL department.
- Demonstrated understanding of Gender Based Violence and the multiple services involved in GBV response project.
- Excellent spoken and written English.
C) Safeguarding
- Proven experience and familiarity in implementing safeguarding standards in the programs related to the prevention of Gender Based Violence with focus on anti-human trafficking (including operation of residential care facility)
- Relevant qualifications in Social Work, Development Studies, Sociology, or similar field.
- More than 3 years of experience in the development programme with specific role for safeguarding.
- Familiar to context mapping, risk assessment, and similar other tools related with safeguarding.
Insurance:
The consultant/consulting firm will be solely responsible for the insurance and other related costs of the consultant except transportation and accommodation/food during the training period.
Timeline:
The interested and qualified consultants/consulting firms must, indicating the specific area or all three areas, apply by 17:00 hours (COB) dated 9th February 2026 via email: gsif.nepal@gsif.it
Contents for proposal:
- The consultants/consulting firms are requested to share a brief technical proposal outlining the proposed methodology, contents and session-plan (time schedule) (not more than 3 pages for each area).
- A budget (Consultancy for 2 – 3 days specifying per day rates)
- CVs of the proposed team members
- Company profile & VAT certificate (in case of company/consulting firms).
Only short-listed applicants will be contacted for further evaluation process. GSIF Nepal reserves all the rights to reject any or all applications without assigning any reasons. Applicants may be requested to make revisions prior final approval.
