1. Background

The Transboundary Community Resilience Project aims to strengthen disaster preparedness and climate resilience of vulnerable communities in Nawalparasi West, particularly those exposed to flood risks in transboundary river systems. The project focuses on strengthening institutional capacity, promoting anticipatory action, and improving early warning and response mechanisms at community and local government levels.

To achieve these objectives, MADE Nepal seeks to engage a competent consultant/firm to design and deliver structured capacity development training programs.

The assignment is expected to be completed within 30–45 days from the date of contract signing.

The consultant/firm shall submit:

  1. Training Curriculum 
  2. Participant Handouts (in Nepali language)
  3. Training Completion Report 

Interested consultants must meet the following requirements:

  • At least 5 years of experience in DRR, climate change adaptation, or emergency preparedness.
  • Demonstrated experience in conducting capacity-building programs related to Anticipatory Action and Early Warning Systems.
  • Strong understanding of local governance systems in Nepal.
  • Experience working in flood-prone areas; experience in Nawalparasi West is preferred.

1. Background

Multi-dimensional Action for Development (MADE) Nepal is implementing the “Transboundary Community Resilience Project in South Asia” in Susta Rural Municipality of Nawalparasi (Bardaghat-Susta West) District in partnership with LWF Nepal. The project aims to establish and strengthen community-based Disaster Risk Reduction and Emergency Response (DRR/ER) institutions.

A key focus of the project is ensuring inclusion of women, persons with disabilities (PwDs), and marginalized groups in all resilience-building initiatives. Strengthening their knowledge and leadership in disaster preparedness is essential for building a resilient and inclusive community.

Early Warning Systems (EWS) are effective only when all community members understand warning messages and are able to take timely and appropriate response actions. Therefore, this assignment is designed to ensure that women, PwDs, and marginalized groups can clearly interpret early warning information and respond effectively to hazards such as floods, storms, and other disasters.

This Terms of Reference (ToR) outlines the requirement for engaging a qualified consultant/firm to deliver capacity-building training on EWS interpretation and response actions in coordination with local government representatives.

2. Objective of the Assignment

The overall objective of this assignment is to strengthen the capacity of women, persons with disabilities (PwDs), and marginalized groups to understand, interpret, and act upon early warning information effectively.

Specifically, the training aims to:

  • Ensure inclusive understanding of early warning messages and alert systems
  • Enhance knowledge of hazard risks such as floods, storms, and other disasters
  • Build practical skills for timely and appropriate response actions
  • Promote active participation of women, PwDs, and marginalized groups in community-level disaster preparedness and response mechanisms
  • By improving awareness and response capacity, the assignment contributes to building a more inclusive and disaster-resilient community.

3. Scope of Assignment

The scope of the assignment includes, but is not limited to, the following:

  • Conduct consultation meetings with the Executive Director and relevant staff to finalize training content and approach
  • Design and deliver inclusive, participatory training on:
  • Basics of Early Warning Systems
  • Interpretation of warning messages (SMS alerts, sirens, radio, community alerts, etc.)
  • Roles and responsibilities at household and community levels
  • Practical response actions before, during, and after hazard events
  • Ensure training methods are accessible and inclusive for PwDs and marginalized participants
  • Facilitate group discussions, simulations, and practical exercises
  • Prepare and submit a comprehensive training report

4. Qualification of Consultant(s) or Firm

Consultancy firms, service providers, or individual resource persons meeting the following criteria are eligible to apply:

  • Demonstrated experience in delivering training on Early Warning Systems and disaster response
  • Minimum of 5 years of professional experience in Disaster Risk Reduction (DRR) training facilitation
  • Proven experience working with women, PwDs, and marginalized communities
  • Strong facilitation, communication, and group mobilization skills

5. Methodology

The consultant/firm will:

  • Conduct a preliminary coordination meeting to finalize training content and methodology
  • Apply participatory and inclusive training methods such as group work, practical demonstrations, scenario-based exercises, and simulations
  • Ensure accessibility considerations for PwDs (communication, mobility, learning methods, etc.)
  • Clearly document the training methodology in the final report

6. Deliverables

  • Conduct training on Early Warning System interpretation and response actions
  • Submit a detailed training/event report including:
  • Training objectives and agenda
  • Methodology used
  • Key discussions and outcomes
  • Photographs and attendance sheets

7. Timeline

The training must be completed by March 15, 2026.

9. Ineligibility Criteria

Applicants will be excluded from participation if they:

(a) Are bankrupt, being wound up, or subject to court administration or similar legal proceedings.

(b) Have been found guilty of grave professional misconduct.

(c) Have not fulfilled obligations related to payment of taxes or social security contributions.

(d) Have been subject to a final judgment for fraud, corruption, criminal organization involvement, or other illegal activities harmful to financial interests.

(e) Have engaged in child labor exploitation.

(f) Do not respect employees’ basic social rights and working conditions.

(g) Have a conflict of interest at the time of submission (must be declared).
