Underpinned by guiding principles of gender equity and human rights, evidence-based planning, programming, and policy advocacy, NFWLHA has broadened its strategic intervention areas over the last nine years, focusing mainly on strengthening and capacity development of the network, knowledge management for evidence-based policy advocacy and community system strengthening. Currently, there are 35 community-based organizations (CBOs) affiliated with NFWLHA representing Nepal’s seven provinces, all led by women living with HIV (WLHIV).
1. Position: Sr. Finance Assistant-1
Duty Station: NFWLHA Central Office, Kathmandu (Frequent travel to program district)
Reports/responsible to: Finance Head
Supervisory Responsibilities: Program cum finance officers
1. Purpose of the Position:
The Finance Assistant will provide support to the finance department in managing the financial operations of NFWLHA. This will include assisting with accounting tasks, processing payments, maintaining financial records, and ensuring compliance with financial policies and procedures.
2. Major Responsibilities:
Accounting Support
- Assist in day-to-day accounting operations, including data entry, record keeping, and financial transactions.
- Prepare and process payments to vendors, partners, and staff.
- Reconcile bank statements and other financial reports.
- Maintain accurate and organized financial files and records.
Financial Management
- Assist in the preparation of budgets and financial reports.
- Track expenses and monitor budget performance.
- Support the financial management of projects and programs.
- Ensure compliance with financial policies, procedures, and donor requirements.
Administrative Support
- Provide general administrative and clerical support to the finance department.
- Assist with the preparation of audit documents and financial statements.
- Manage petty cash and other financial transactions.
Reporting and recording
- Maintain all financial records and books of account as per the NFWLHA policy.
- Prepare a monthly statement of expenditure.
- Assist the Administration and Finance Manager and Officer in preparing financial statements for the Program Manager, Coordinator, and the Executive Committee.
- Produce financial information, and budget-monitoring information regularly to help the Administration and Finance Officer, Program Manager, and Coordinator to monitor budgets.
Meeting and communications
- Participate in meetings to ensure that information is shared with appropriate staff members.
- Fulfill and participate in finance-related meetings with concerned stakeholders and funding agencies in the absence of administration and finance officers.
Organizational Development
- Follow NFWLHA’s formulated policies, internal rules and regulations and contribute to the achievement of long-term objectives of the organization.
- Actively participate in the process of organizational change process and implement Strategic plan directions.
3. Education and Qualification
- Bachelor's degree in accounting, finance, business administration, or a related field.
- Minimum of 2 years of experience in finance or accounting, preferably in a non-profit organization.
- Strong knowledge of basic accounting principles and procedures.
- Proficiency in Microsoft Excel and other accounting software.
- Ability to work independently and as part of a team.
- Strong organizational and time-management skills.
- Fluency in Nepali and English (written and spoken).
- Knowledge of HIV/AIDS-related issues, gender equity, and social inclusion (preferred).
- Preference will be given to candidates with experience in Global Fund projects and working knowledge of FAMOUS, TrueBooks, and Tally accounting software.
2. Position: Provincial Supervisor
Duty Station: Madhesh Province- Janakpur
Reports/responsible to: Program Associate
Supervisory Responsibilities: Program Coordinator
1. Purpose of the Position:
The provincial supervisor is responsible for supervising the day-to-day operation of the care and support program in their assigned province.
2. Major Responsibilities:
Programme Planning
- Supervise and manage the operation of care and support programs within the province to align with the budget and work plan of the program.
- Ensure the implementation of HIV care and support programs at the province level aligns with national standards and guidelines for care and support programs.
- Set clear goals and objectives for HIV care and support programs such as improving access to ART, counseling services, and community-based care.
- Programme Implementation, Monitoring and Evaluation
- Ensure the services are delivered efficiently at the community level and at healthcare facilities in the districts of the province.
- Assess program impact and make adjustments as needed to improve effectiveness.
- Monitor and evaluate the effectiveness of HIV program service delivery in the districts of the province, ensuring targets are met and program goals are achieved.
Coordination and collaboration
- Coordination with the provincial and local government, health facilities, district member organizations, and community-based organizations to enhance service delivery.
- Closely coordinate and communicate with the CBOs and district-level field team within the province.
- Promote team collaboration and ensure the sharing of knowledge and best practices.
Reporting
- Receive reports from the districts, monitor the accuracy and quality of data, support in data cleaning, consolidate the reports and analyze the data to prepare provincial reports.
- Maintain accurate records of program including beneficiary tracking, service provision, and outcomes.
- Ensure regular and accurate reporting on the progress of HIV care and support programs.
Staff Management and Development
- Supervise and manage the work of the district care and support teams, delegate tasks, and set priorities and deadlines.
- Provide guidance, support, and mentorship to the staff of the districts in the province to ensure optimal performance.
- Organize and get involved in regular training sessions and professional development opportunities to build capacity and improve service delivery.
Meeting/Communication
- Participate in and organize regular meetings with team members to discuss challenges, progress, and priorities.
- Ensure effective communication within the team and with external partners, providing timely updates and clarifying information.
- Promote transparent communication within the NFWLHA team regarding program successes, challenges, and financial matters.
Organizational Development
- Collaborate with the related stakeholders and the NFWLHA team on advocacy initiatives aimed at advancing the organizational goal and objective.
- Implement formulated policies, rules and regulations, and long-term objectives of the organization at national, regional, and district levels and provide appropriate feedback.
- Actively participate in the process of organizational change process and implement work plan directions.
3. Education and Qualification
- Bachelor's degree in Social Science, Public Health, or a related area is preferred
- At least 2 to 3 years of experience in the HIV program in the supervisory role
- Strong leadership and people management skills
- Knowledge of MS Office, Excel, and PowerPoint and data management skills
- Strong interpersonal skills and written and verbal communication
- Excellent coordination skills, ability to handle multiple tasks and work under pressure.
