Request for Proposal (RFP) for Web-based Advanced Financial Management Software

Heifer Project International Nepal (HPIN) is dedicated to ending hunger and poverty while caring for the Earth. Its mission is to ensure families achieve sustainable living incomes, with access to food, shelter, education, and healthcare, while driving progress toward more inclusive and resilient agri-food systems.

HPIN is seeking proposals for “Web-based Advanced Financial Management Software” for project holder NGOs. This RFP is open to all organizations that can provide the requested services. ( For the details, refer to the TOR, download from here ).

Proposal Evaluation Criteria:

Proposals will be evaluated based on the following criteria: The weight for technical portion of the proposal will be 70% and financial 30%. The key factors stated below will be taken into consideration during the evaluation process.

How to apply:

Qualified organizations are invited to submit the proposal to Procurement-NP@heifer.org with the title “Proposal for Financial Management Software” by no later than 10th March 2026, 5 : 00 PM along with the following documents.

• A cover letter.
• Brief organizational profile
• Technical proposal
• CV(s) of proposed team members, highlighting relevant experience and similar assignments completed. 
• At least two examples of previous work relevant to this assignment.
• Financial Proposal with breakdown 
• A copy of PAN/VAT registration certificate.
• Company/firm registration certificate 
• Tax clearance certificate FY 081-82
