Jan Chetna Abhiyan Nepal was established in 2076 BS by a dedicated group of social workers and activists deeply connected to the communities of Saptari. With years of grassroots engagement, they recognized the pressing issues faced by marginalized groups, including challenges in human rights, education, WASH (Water, Sanitation, and Hygiene), public health, livelihoods, environment, and disaster preparedness. To address these concerns under local leadership and ownership, JCAN was founded with the vision of creating an equitable society where marginalized communities—especially children, women, Dalits, Muslims, and other vulnerable groups—have access to rights, resources, and opportunities. The organization works holistically by engaging communities, empowering individuals, and fostering partnerships with government agencies, donors, and local organizations to ensure sustainable development and impactful change.

Jan Chetana Campaign Nepal (JCAN), in partnership with Mercy Corps Nepal and with financial support from The Coca-Cola Foundation, is implementing the Strengthening Anticipatory Action in Nepal (SAAN) Project. Under the project, JCAN invites sealed quotations from eligible suppliers for the supply and installation of an Automatic Weather Station (AWS) for the Early Warning System in Tilathi Koiladi Rural Municipality, Saptari District.

Interested suppliers are requested to submit their sealed quotation with item-wise rates and required documents within seven (7) days of this notice. The required technical specifications and list of documents are provided below.

Required Documents to Be Submitted:

• Copy of the firm/supplier registration and latest renewal certificate.
• Copy of VAT registration and Tax Clearance Certificate for FY 2082/83.
• Application on the firm's letterhead stating the capacity and timeframe for supplying the required equipment and services.
• Sealed quotation with rates, submitted in a sealed envelope or by email.
• Item-wise unit prices with the required details and specifications.
• Details of the required works and materials to be provided by the supplier as specified below.

Conditions for Rejection/Cancellation of the Quotation:

• Quotations without the required documents shall be automatically rejected.
• Quotations without item-wise unit prices and required details/specifications shall be rejected.
• Quotations received after the specified deadline shall be rejected.

Place and Time for Delivery and Installation of the Required Works and Materials:

• Location: Tilathi Koiladi Rural Municipality, Saptari District, or a location recommended by the Department of Hydrology and Meteorology / Hydrology and Meteorology Office, Janakpur.
• Completion Period: The selected supplier must complete the supply, installation, testing, and handover of the AWS equipment within 15 days of receiving the purchase order from JCAN.

Deadline and Address for Submission of Sealed Quotations:

• Deadline: By 5:00 PM, 29 August 2026 (2083/05/06).

Submission: Via email at procurementdepartment.jcanepal@gmail.com or to the JCAN Central Office, Hanumannagar Kankalini Municipality–12, Saptari.

• JCAN reserves the right to accept the quotation in whole or in part, or to reject any or all quotations.
