1. Background

ADRA, the global humanitarian organisation of the Seventh-day Adventist Church, delivers relief and development support to individuals in more than 120 countries, regardless of ethnicity, political affiliation, gender or religious association. By partnering with local communities, organisations and governments, ADRA ensures its programmes are culturally appropriate and build sustainable local capacity.

In Nepal, ADRA has been a trusted development partner for over 38 years, with expertise in health, livelihoods, education and disaster risk management, working with all three levels of government and civil society nationwide, with a focus on Madhesh, Bagmati, Lumbini, Karnali and Sudurpashchim provinces.

Nepal is currently facing a Japanese Encephalitis (JE) outbreak in Nepal with high fatality among unvaccinated adults. Severe JE and Acute Encephalitis Syndrome (AES) require prompt preventive and curative intervention to reduce illness and save lives. With support from the United States Department of State (US DoS), CORE Group Partners Project (CGPP) and ADRA Nepal is supporting the Government of Nepal's JE outbreak response in Koshi Province and Madhesh Province.

ADRA Nepal invites qualified and experienced individual consultants to submit an Expression of Interest (EOI) for the positions described below, in support of this outbreak response.

2. Consultancy Positions

2.1  Outbreak Coordinator — 1 position

Position titleOutbreak Coordinator (1 position)
Duty stationCountry Office, Bakhundol, Lalitpur
Contract duration3 months
Scope of workLeads central-level government liaison, coordinates implementation of the JE response across the target districts and ensures provincial surveillance and response activities remain aligned with national strategy.
Required qualifications & competencies
  • Master’s degree in public health (MPH) or an equivalent public health/epidemiology degree, or an academic background in health sciences.
  • Minimum 7 years of professional experience in public health programme management, disease surveillance or outbreak response in Nepal, including direct experience with government health systems.
  • Proven experience with Vaccine-Preventable Diseases (JE, measles, polio) and national surveillance and outbreak-response mechanisms.

2.2  Clinical Trainer — 1 position

Position title (1 position)
Duty stationBased in Kathmandu field in Madhesh and Koshi province
Contract durationTwo months
Scope of workClinical capacity development for doctors, nurses and health workers for JE/AES case management, in addition to VPDs, and provides technical support to assess the operational readiness of referral hospitals in the response districts.
Required qualifications & competencies
  • MBBS degree with valid registration with the Nepal Medical Council (NMC), or Master's degree (MD in General Medicine, Internal Medicine, Paediatrics or Public Health) strongly preferred.
  • Minimum 5 years of clinical experience, critical care management, infectious diseases, or VPD/JE surveillance and case management
  • Working knowledge of the national Clinical Management Protocol of AES/JE in Nepal and of national treatment and referral protocols for Vaccine-Preventable Diseases. As well as hospital management.

2.3  Province Officer — 1 position

Position titleProvince Officer (1 position)
Duty stationAssigned provincial hub in Koshi Province (Biratnagar/Jhapa) or Madhesh Province (Janakpur/Rautahat)
Contract duration3 months
Scope of workRepresents ADRA Nepal at provincial level and ensures JE activities in the approved workplan are delivered on time, through liaison with the Provincial Health Directorate (PHD), the Provincial Health Logistics Management Centre (PHLMC), the Outbreak Coordinator, Health Offices and local stakeholders.
Required qualifications & competencies
  • Master's degree in Public Health or Epidemiology; or a Bachelor's degree (BPH, Nursing or related) with substantial relevant experience.
  • Minimum 5 years' experience in public health programme implementation and outbreak/emergency response in Nepal. 
  • Familiarity with Nepal's federal and provincial health structure and national VPD surveillance guidelines.

2.4  Surveillance Officer — 2 positions

Duty stationField-based at the assigned provincial hub in Koshi Province (1) or Madhesh Province (1)
Contract durationMaximum 3 months
Scope of workLeads intensified AES/JE case findings, in addition to the VPDs, to strengthen municipal outbreak preparedness, and supports the surveillance and referral network at provincial and district levels.
Required qualifications & competencies
  • Bachelor's degree in Public Health (BPH), Nursing or a related field. MPH will prefer 
  • Minimum 3 years in public health surveillance, immunization or epidemiology in Nepal, including field-level experience working with government health structures, CBOs and FCHV networks.
  • Familiarity with Nepal's national surveillance systems and national VPD surveillance guidelines

2.5  Logistic Support Officer (Health Supply Chain) — 2 positions

Position titleLogistic Support Officer (Health Supply Chain) (2 positions)
Duty stationSupport to Provincial Health Logistics Management Centre (PHLMC)  and Provincial health directorate office — one position in Koshi Province and one in Madhesh Province
Contract duration3 months
Scope of workEmbedded within the PHLMC, PHD; strengthens warehouse operations, cold-chain management and eLMIS data quality for vaccines, essential medicines and outbreak-response commodities.
Required qualifications & competencies
  • Bachelor's degree in Pharmacy, Public Health (BPH), Supply Chain Management, Business Administration or a related field.
  • Minimum 3 years of experience in health logistics, medical supply chain or cold-chain management.
  • Substantial experience within Nepal's government health logistics system — across government logistics, store or cold-chain management systems — strongly preferred.
  • Practical knowledge of national vaccine management and cold-chain standards, and of store/inventory procedures at provincial and district level.

3. Expression of Interest — Submission Requirements

  • A cover letter (maximum 1 page) stating the specific position(s) applied for and confirming availability for the full contract duration.
  • An updated curriculum vitae (CV), including relevant qualifications, experience, and at least two professional references.
  • Copies of academic certificates and, where applicable, professional registration/license (e.g. Nepal Medical Council registration).
  • Nepalese citizenship 
  • A financial proposal or expected consultancy fee, where requested in the specific job description.

4. General Conditions
