Request for Expression of Interest (EOI) for Statutory Audit 

Background 

FEDO provide advocacy, empowerment, and support for Dalit and other marginalized women and girls in Nepal, striving to create an inclusive and just society. Our work focuses on ensuring equal rights, improving access to education, enhancing economic opportunities, human rights, and access to justice, and fostering leadership development among Dalit women and girls. Through policy advocacy, we engage with stakeholders to influence laws and policies that address caste- and gender-based discrimination. Our community mobilization efforts strengthen grassroots movements, empowering women to become change agents in their communities. We also support capacity-building programs, entrepreneurship training, and livelihood opportunities to enhance economic self-sufficiency. Total income for the FY 2081/82 was NPR 108,304,612.00.  

Specific Objectives

The overall purpose of this assignment is to provide for assurance on the quality, transparency, compliance relevant policies and procedure of financial transaction incurred at the organization and are in accordance with the relevant policies of FEDO and Government of Nepal. Financial statements and reports of FEDO are prepared in accordance with the Nepal Accounting Standards (NAS) of NPOs.

The audit firm is obliged to report its findings on the accounting system and internal controls together with a detailed list, in a management letter, of any major weaknesses which the audit firm has become aware of during the audit and to describe the related risks and probable consequences relating to each observation.  The report should contain recommendations for eliminating these weaknesses and improving controls and records. The recommendations will be discussed and coordinated with the management.

Qualification of the Audit Firm/Company

  • Licensed Chartered Accountancy (CA) firm registered in ICAN with at least 5 years of professional auditing experience in the non-profit sector;
  • Strong knowledge of relevant Government of Nepal policies, procedures, and compliance requirement for NGOS;
  • Demonstrated experience with Social Welfare Council (SWC) rules, including General Agreement (GA) and Project Agreement (PA) procedures;
  • Expertise in GON’s Anti -Money Laundering (AML) and Countering Financing of Terrorism (CFT) frameworks;
  • Adequate professional capacity to ensure timely and efficient delivery of results

Selection Criteria

The evaluation will consider the following factors:

  • Overall assessment of the audit firm
  • Proposed audit methodology
  • Number of years of auditing experience
  • Experience in the non-government organization development sector
  • Proposed work plan and number of working days
  • Financial proposal (Audit fee and daily expenses)

Additional expenses such as travel and accommodation for field visit and daily expenses etc. should be reimbursed as per organization policy with appropriate evidence.

Required Documents with submission EOI

Interested and qualified Nepali audit firms/company are requested to submit their EOI with the following documents:

  • Cover Letter with signature and stamp
  • Company profile
  • Firm /vat registration /renewal certificates
  • Latest tax clearance certificates.

Submission Deadline of EOI

Hardcopies of EOI should be submitted in a sealed envelope at Feminist Dalit Organization (FEDO) office (Jwagal, Kupandole, Lalitpur) and softcopies should be emailed to dms.fedo@gmail.com by 26 February 2026 (Thursday), 5:00 PM.
