Preservation of Environment and Social Welfare Association of Nepal (PESWAN) non-profit social NGO based in Mahendranagar, Kanchanpur. PESWAN is dedicated to help the people living in diverse communities throughout the country, working especially for the vulnerable, marginalized and poor population to uplift their lives and well-being. PESWAN is working in the themes of Environment, Health, Education, Disaster Risk Reduction/Climate Change Adaption and Livelihood along with Governance, GEDSI and Advocacy as cross cutting.

Program Summary 

Preservation of Environment and Social Welfare Association of Nepal (PESWAN) has been implementing the Climate Resilience Program (CRP) in Bhimdatta, Shuklaphata, Punarbas, Belauri Municipality, and Laljhandi Rural Municipality of Kanchanpur district in partnership with Practical Action Nepal. 

Climate Resilience Program focuses on Climate smart risk-informed development and embeds the Zurich-funded climate resilience program with other overarching projects that include “Resilience through Early warning system and insurance Transfer” (RESIST), “Index-based flood Insurance” (IBFI) and strengthening and localization of Multi-Hazard Early Warning system and Impact based Forecasting in Sudurpaschim and Lumbini Province of Nepal. Climate Resilience Program is a cross-sector global collaboration between Zurich Insurance groups, NGOs, and academia and contributes to the alliance with three overarching objectives: (i) increase funding for climate-smart risk-informed development to build flood and heat resilience (ii) strengthen policy at global, national, or sub-national level to support climate-smart risk-informed development to build flood and heat resilience (iii) improve flood and heat resilience practice. 

The scope of this position is to lead the program to contribute to the objectives of the climate Resilience Program and its overarching projects. 

The overall Objectives of the program are:

  1. Funding for climate-smart risk-informed development with a focus on flood and heat resilience is increased and equitably disbursed. 
  2. Laws, Policies, Plans, and Strategies for climate smart risk-informed flood and heat resilience are implemented.
  3. Climate smart risk-informed flood resilience practice becomes “business as usual.”

Overall desired outcomes (ambitions) of this program are:

  • Build ex-ante resilience of communities at risk of flood and heat impacts (prevent risk through enhanced adaptive capacity) by working together with decision-makers at all levels. 
  • Improve early warning and early action in advance of probable hazard risk (reduce the probability and volume of losses through anticipatory action).   
  • Enable people who experience livelihood losses due to floods and heat to recover quickly through compensation and/or insurance (avoid long-term erosion of resilience).

Job Summary 

The primary objective of this role is to lead and oversee the Climate Smart Risk-Informed Flood Resilience Program and its key overarching projects, including the 'Flood and Heat Resilience Program,' 'Index-Based Flood Insurance' (IBFI), and the strengthening and localization of the Multi-Hazard Early Warning System. This role will work closely with the Chairperson and Executive Director/ Focal person of PESWAN, the Program Manager, Senior Project Officers, and the Knowledge and Research Officer of Practical Action Nepal, as well as project teams and collaborating partners BEE-Groups in Lumbini province. It will also involve engaging and collaborating with donors, clients, partners, local and provincial government and related ministries.

PESWAN is seeking qualified, experienced, and self-motivated individuals for this project. The project aims to ensure equitable disbursement of funds, increasing investment in climate-smart, risk-informed development with a focus on flood resilience. It also seeks to implement policies, plans, and strategies for climate-smart, risk-informed flood resilience, making it a standard practice. Additionally, the project emphasizes enhancing the community's ability to pursue development and growth objectives while effectively managing climate risks over time.

Academic Education, Knowledge and Work Experiences: 

Master’s degree in Environment Science/Disaster Risk Reduction/Social Science or related field with a minimum of 5 years of working experience in leading similar projects related to disaster risk reduction and risk transfer, climate change adaptation. Or bachelor’s degree in Environment Science/Disaster Risk Reduction/Social Science or related field with a minimum 7 years of working experience in leading similar project related to disaster risk reduction and risk transfer, climate change adaptation.

Experience and Knowledge:

  • Proven experience and understanding of resilience frameworks/ tools like Flood Resilience Measurement for Communities, Vulnerability and Risk Framework, etc. 
  • Experience working with governments at the national and sub-national level (Federal, Provincial, and Local Governments). 
  • Demonstrates strong leadership skills in mobilization of team by helping and working with diverse teams.
  • Strong knowledge in climate change and disaster risk reduction landscape, DRR&M, flood resilience, early warning system, risk transfer mechanism, climate change and resilience building.
  • Well familiar with existing policy and plans related to CCA, DRR and resilience at national/subnational level and project working local governments.
  • Develops and executes well-structured work plans to support the work group's goals.
  • Understanding of risk transfer mechanisms, like index-based flood insurance will add value.
  • Strong communication skills and fluent in spoken and written English and Nepali.
  • Capability in conversation in local language like Rana-Tharu & Doteli will add value.
  • Strong analytical skills, data interpretation and presentation skills. 
  • High levels of demonstrated skills in prioritizing tasks and meeting deadlines.
  • Proactive and able to handle assignments with minimum supervision.
  • Basic computing skills having the ability to navigate easily on software, computers, and applications such as GIS/remote sensing, statistical tools and other relevant tools.
  • Motorbike/scooter driving skills and license is desired.
