Janajati Society Development Program (JSDP), Sindhuli

Janajati Society Development Program, Sindhuli (JSDP) is a district based non-profit making development organization. JSDP is registered under Organization Registration Act 2034, in 2064 at District Administration Office, Sindhuli. Janajati Society Development Program (JSDP) Sindhuli has been working in the different developmental initiatives for sustainable development at Sindhuli district, since its establishment. It is established for the socio- economic improvement of the deprived, socially excluded, and marginalized people of the district. Janajati Society Development Program, Sindhuli (JSDP) foresees a rightful, gender equitable and socially inclusive society where peace, progress and prosperity are established.

Project Introduction:

The “Educated, Empowered and Thriving Girls for a Safe and Inclusive Society in Sindhuli” is a consortium project with Plan International Nepal, HANDS Nepal and JSDP, Sindhuli for two years focusing Education and ECD, and Protection as themes, and youth empowerment, climate crisis, WASH and humanitarian as cross cutting themes. It targets public schools and marginalized communities of 33 wards from six local governments (LGs) of Sindhuli districts, which starts on July 2026 and will end on June 2028. The project adapts the learnings from previous projects and focuses to enable children, adolescents, and youth especially girls from marginalized communities in Sindhuli District to access quality, safe, inclusive, and gender-responsive education, to get support for transition to home to schools, to thrive in a safe, non-violence and non-discriminative environments and to nurture through parenting education, thereby reducing child, early, and forced marriage (CEFM) and supporting a dignified transition to adulthood. To enable children, adolescents, and youth, especially girls from marginalized and vulnerable communities in Sindhuli District, the project will focus; 

• To improve equitable access to quality, inclusive and child-friendly ECED and school education through strengthened learning environments, teacher capacity, child participation and family engagement.
• To strengthen nurturing care, positive parenting and nutrition practices that promote holistic early childhood development and school readiness.
• To strengthen community-based child protection systems and promote gender equality through increased awareness, participation and prevention of violence, GBV and child, early and forced marriage.
• To strengthen the capacity of local governments and stakeholders to develop, implement and institutionalize evidence-based education, ECED and child protection policies, plans and budgets.

Purpose of the Position

The Program Coordinator (PC) is responsible for leading the project, which includes technical expertise on protection, education, pre-school campaign and sponsorship communication. S/he has to mobilize JSDP’s team and effective collaborate with HANDS Nepal and Plan International Nepal. Program Coordinator provides technical, conceptual and strategic support to JSDP Sindhuli for program cycle management in planning, implementing and monitoring “Educated, Empowered, and Thriving Girls for a Safe and Inclusive Society in Sindhuli” and “Sponsorship Communication Program”, following child centered community development, right based approach and gender transformative approach. S/he will ensure successful completion of all program activities implemented and ensure achievement through empowering the community groups, children, youth, women, girls and boys, children/people with disability in their self-led development approach.

The position holder ensures the quality of program delivery and the achievement of agreed outcomes in accordance with program design and partnership. The position holder will also lead on influence work approach in program implementation, ensuring support to children, youth and young women groups. S/he is accountable for leading the innovation and ensuring lessons learnt are constantly integrated in program interventions, thus continuously improving efficiency and effectiveness. S/he also leads the local level networking and advocacy in support of the board members and staff team.

DETAILED OBJECTIVES AND TASKS

Implementation, Coordination and Leadership (30%)

• Coordinate with district line agencies, local government authorities (Rural/Municipality), communities and all local stakeholders to run the program smoothly.
• Ensuring continuous communication and sharing project information with right holders and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities.
• Liaise with all project staffs to ensure that project interventions in timely with concrete project plan and budget as per finalized project documents.
• Develop strategies and plans that contribute to raising profile of working organization.  
• Develop capacity of project team, right holders and stakeholders by conducting or using resource person on technical training based on project theme.
• Liaise with the different organization implementing the similar project for effective implementation of the project and also to avoid the duplication of the events.
• Support and monitoring of construction work and mobilize PO for technical aspect of construction works both new and repair & maintenance works in schools and communities. 
• To support in preparing the tender documents and open it concerning the materials are of the construction materials.
• Influence local government for ownership of intervention and reflect good practices and learning in policy and plan.

Program Management (25%)

• Responsible for the risk management, guidance, staff management during project implementation in the target locations.
• Responsible for developing Detail Implementation Plan (DIP), tools and approaches of project management based on the organizational operational policies and guidelines as well as donor agencies.
• Ensure for managing the minimum standards of technical quality and services in all interventions of project activities.
• Promote women entrepreneurship, skill development of women ensuring most vulnerable and marginalized groups are included.
• Ensure that cross cutting issues like GESI, Child Protection and equity are mainstreamed.
• Ensure gender transformative approach of the project as per gender transformative marker of Plan International Nepal.
• Financial Management (15%)
• Lead the financial management of project including budget planning, monitoring and revision.
• Manage the project budget and ensure project expenditures are in-line with agreed project plan and budget.
• Ensure that project expenditures are undertaken in-line with financial policies and procedures and that available resource are optimally utilized.
• Identify program supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan.

Monitoring, Evaluation and Reporting (15%)

• Conduct effective monitoring of each activity regularly which ensure to meet the goal and outcome of the project.
• Update, operationalize and lead in the systematic evaluation strategy in order to ensure the effective implementation of projects activities as per DIP.
• Plan proper data management to keep track of the Monitoring, Evaluation, Accountability and Learning (MEAL) plan of project and ensuring this links to reporting requirements.
• Work with the team to identify and document project learning and success stories and disseminate learning across the sector.
• Ensure to catch the project reporting deadline and timely reporting to donor agencies through line manager.
• Ensure effective communication between the organization, project teams and report immediately on any new developments, changes, financial aspects and important decisions and directives.
• To conduct frequent field visits, focus group discussions and key informant interviews based on the project objectives to track the project.

Team leadership and supervisory Role (10%)

• Supervise project officers, associates, and supervisor provide guidance on project management
• Identify capacity gap and support for capacity building of project team as requirement of projects
• Ensure projects are implemented within scope, budget and time through mobilization of project team and consortium member as per requirement. 
• Support JSDP for hiring/recruitment process of staffs and experts including JD preparation, hiring process and recruitment 
• Ensure supervisees’ performance appraisal as per HR policy of JSDP, Sindhuli
• Provide inducation to newly recruit staffs on organization and project
• Carry out others administrative works as supervisor.

Safeguarding Children and Program Participants (5%)

• Act as a focal person of safeguarding of children and program participant for JSDP Sindhuli.
• Assess safeguarding risk of the project/program and prepare their mitigation plan
• Ensure proper safeguarding mechanism in project/program delivery with proper reporting mechanism.
• Support JSDP and partner for safeguarding response and reporting mechanism as per requirement.

Competence (Expertise, Skills and Desirables)

• Qualification and Experience: Master’s Degree in Art or Education or other relevant field and  three years of experience in relevant field in I/NGO such as protection, education, ECD and campaign. or Bachelor Degree in Art or Education or other relevant field and seven years of experience in relevant field in I/NGO.
• Project cycle management: Planning, Budgeting, Implementation, M&E and reporting.
• Strategic: Analytical, Critical thinking, negotiating skills, Innovative. creativity, problem solving and ability to build effective relations for influencing and team work.
• Attitude and behavior: Respect and promote marginalized people; men/women, boy /girls, youth and young women and recognize their capabilities and ideas. Takes responsibility for social change, gender sensitive and transparent. Strives for quality in all they do, respecting deadlines and working continuously to improve performance. Takes responsibility for their actions, and learn from behavior, successes and failures. Supports gender equality, diversity and multi-sociocultural and challenges forms of inequality or harassment. 
• Language: Ability to write clearly and concisely in English and Nepali.
• Communication: Sound communication skills, managing work relationships (internal/external), coordination and networking. 
• Proven IT skills: Word, Excel, Outlook, PowerPoint, open access M&E tools and skill of computer applications.
• Female, Dalit, Adibashi/Janajati and Madeshi candidates are strongly recommended to apply.
