Project Background
HURAC is implementing the Safe and Enabling Environment for Adolescent Girls and Young Women (SAFE-Girls) and ECM projects in partnership with Plan International Nepal, with support from KOICA and UNFPA. The projects aim to empower adolescent girls and young women through life skills, comprehensive sexuality education, and improved access to information and services and Ending the Child Marriage
Duty Station
Rolpa (Central Office) with regular field visits to project areas in Rolpa and Kapilvastu.
Contract Duration
Fixed-term contract. Initial duration will be as per project requirement with possibility of extension based on performance and funding availability.
Position Summary
The MEAL Officer will be responsible for designing and managing monitoring, evaluation, accountability, and learning systems across two districts (Rolpa and Kapilvastu) including with seven Palikas. The role focuses on ensuring quality data collection, analysis, reporting, and use of evidence to improve program effectiveness and accountability.
Key Responsibilities
1. MEAL System and Planning
- Develop and implement MEAL framework aligned with project goals
- Prepare monitoring plans, indicators, and data collection tools
2. Monitoring and Data Management
- Coordinate data collection, validation, and database management
- Conduct regular field monitoring visits and quality checks, reporting and wayforward
3. Data Analysis and Reporting
- Analyze qualitative and quantitative data
- Prepare monthly, quarterly, and annual reports
- Develop dashboards, visual reports, and documentation
4. Programme Quality and Evaluation
- Track progress against targets and identify gaps
- Support baseline, midline, and endline evaluations
- Ensure recommendations are integrated into programming
5. Learning and Documentation
- Document lessons learned, case studies, and best practices
- Facilitate review and reflection meetings
- Ensure knowledge sharing in a priodic basis.
6. Accountability
- Establish feedback and complaint mechanisms
- Ensure accountability to beneficiaries, especially vulnerable groups
- Ensure timely completion of reporting align with the analysed data from the field level.
7. Coordination and Compliance
- Coordinate with program, finance, and stakeholders and with UNFPA. PLAN as required
- Ensure compliance with donor and government reporting standards
Qualification and Experience
- Bachelor’s degree in Social Sciences, Public Health, or related field with at least 2 years of relevant experience, or
- Master’s degree with at least 1 year of relevant experience
- Experience in monitoring, evaluation, data analysis, and reporting
- Skills in data visualization, report writing, and field monitoring preferred
- Preference will be given to candidates with an academic background or experience in Public Health or related fields, as well as experience working in education, adolescent health and wellbeing, and the broader health sector.
Required Competencies
- Strong analytical and reporting skills
- Ability to work independently and in teams
- Strong communication skills, both verbal and written, in English and Nepali.
- Strong coordination and collaboration skills, with experience working with local and district-level entities.
- Proficiency in MS Office and data management tools
