Forum for Rural Welfare and Agricultural Reform for Development (FORWARD Nepal) is a national nongovernmental organization working in the areas of livelihood enhancement, migration, psychosocial wellbeing, climate resilience, and community empowerment. With financial support from AWO International under the BMZ-Social Structure Fund, FORWARD Nepal is implementing the three years’ project entitled “Empowering Migrants for Sustainable Economic Development (MEED)” in Ichchhakamana Rural Municipality, Chitwan District.
The project works closely with potential migrants, returnees, migrants’ families, youth, women, and marginalized communities by organizing them into community self-help groups, youth clubs, and networks, and supporting them through agriculture-based livelihood promotion, vocational skills, enterprise development, market linkage, and psychosocial support. FORWARD Nepal invites applications from qualified Nepalese citizens for the Ichchhakamana Rural Municipality based following positions (requiring extensive field visits) with the reporting line to the Project Manager/Coordinator for the full time, fixed term contract.
Position: Field Officer - Institutional Development & Networking (One)
Key Responsibilities
- Support capacity strengthening of social structures at community, local, and district level institutions such as spouse groups, migrant networks, cooperatives, etc. engaged in safe migration, reintegration, and migration governance.
- Facilitate and strengthen migration-related networks at local, and district levels. This includes mentoring and facilitating institutional development through support in the formulation of policies and guidelines, developing templates and providing documentation assistance.
- Support institutionalization and functional linkage of Migration Information Centres (MICs) within local government systems and relevant provincial structures.
- Organize and facilitate coordination meetings, consultative forums, policy dialogues, consultations and workshops.
- Support evidence-based advocacy and policy lobbying on safe migration, migration governance, reintegration, and social protection.
- Support dissemination of advocacy messages through networks, media, and public platforms.
- Document good practices, lessons learned, and innovative approaches related to institutional development and networking.
- Facilitate learning, exchange, and reflection events among partners, networks, and government stakeholders.
- Provide technical backstopping to implementing partners on institutional strengthening and networking components.
- Coordinate closely with other technical staff, M&E personnel, and Social Mobilizer JTAs to ensure integration across project components.
- Contribute to activity planning, progress reporting, and documentation as per FORWARD Nepal and donor requirements.
Required Qualification, Experience, and Skills
- Bachelor's degree in Social Sciences, Development Studies, Governance, Sociology, Journalism, or a related discipline, with a minimum of five (5) years' experience in institutional development, governance, networking, coordination, or advocacy-related roles, preferably in migration, labour, or social protection sectors
- Demonstrated experience working with civil society organizations, and networks; proven ability to facilitate multi-stakeholder coordination and policy dialogue
- Strong analytical, facilitation, and report-writing skills in Nepali and English
- Capacity to prepare policy-oriented documents and technical reports
- Strong organizational and time-management skills, and
- Willingness to work extensively in rural and community settings.
Salary and Benefits
Salary and benefits for above mentioned position will be as per project provisions and FORWARD Nepal HR policy. MEED project staff will be enrolled in social security fund.
