1. About the Organization

Youth Innovation Lab (YI-Lab) is a not-for-profit civic tech company that works at the intersection of emerging cutting-edge technological tools and their applications by equipping young professionals to solve emerging challenges in our community. YI-Lab's mission statement is, ‘to engage young people to bridge science to people and policy through innovation’. YI-Lab harnesses indigenous knowledge, citizen science approaches, develops low-cost technological solutions, promotes open data, promotes entrepreneurship, and conducts evidence-based advocacy campaigns. YI-Lab provides a conducive environment for young people to co-create solutions for inclusive development.

2. About the Project

HeatAI (“Harnessing Equitable Actionable Technologies through Artificial Intelligence”) is one of YI-Lab's flagship initiatives, funded under a Global Resilience Partnership (GRP) grant and piloted in Nepalgunj Sub-Metropolitan City, one of Nepal's hottest urban centres, where temperatures regularly exceed 38°C and severe heat events disproportionately affect women, children, outdoor workers, and marginalized communities in informal settlements. HeatAI combines an AI-powered forecasting platform with a network of low-cost environmental sensors deployed in schools and community hotspots to deliver localised, actionable early warnings up to seven days ahead.

Alongside the technology, HeatAI embeds a Heatwave Resilience Fellow within the municipality to translate forecasts into coordinated local action and delivers community and school-based education so that residents, teachers, and students can understand and act on the warnings they receive. As part of this education component, five bilingual (Nepali/Awadhi) heatwave education modules are being developed for deployment on Shikshya.org, YI-Lab's open-access e-learning platform. This assignment covers the video content that will accompany each of these five modules.

3. Objective

The objective of this consultancy is to storyline the scripts and produce video content for the five HeatAI heatwave education modules on Shikshya.org. Based on feedback from participating schools, the videos should be animated and graphically engaging rather than narration-heavy, so that content lands clearly with a school-age audience. The specific objectives are:

  1. Produce quality, animated/graphics-led video content for all five heatwave education modules on the e-learning platform.
  2. Develop storyboards and shot lists from the module scripts provided by the project's Heat Subject-Matter Expert and translate these into engaging visual sequences.
  3. Produce subtitles/voiceover-ready files in both Nepali and Awadhi for each video.
  4. Edit and conduct post-production work to deliver final, professional-quality videos.

YI-Lab invites a dynamic, enthusiastic, and experienced firm/consultant with a strong animation and graphics portfolio to apply for this assignment.

4. Scope of Work

  1. The consultant/firm will develop storyboards and shot lists for each of the five heatwave modules, based on scripts and technical content provided by YI-Lab's Heat Subject-Matter Expert.
  2. The consultant/firm will produce animated and/or motion-graphics-led video content for each module, prioritising visual storytelling over narration, in line with feedback from participating schools.
  3. The consultant/firm will edit the videos, incorporating appropriate animations, graphics, and visual elements to enhance engagement and comprehension for a school-age audience.
  4. The entire video content must align closely with the approved storyboards and with the technical content of each module.
  5. The consultant/firm must route each video through YI-Lab's Heat Subject-Matter Expert for a technical accuracy review and incorporate any required corrections before finalization.
  6. The consultant/firm should accommodate feedback from YI-Lab and make necessary revisions to the videos throughout the production process.
  7. The consultant/firm must adhere to agreed-upon timelines for the production and delivery of each video, ensuring timely completion of the entire project ahead of the Dashain deadline.
  8. The consultant/firm will coordinate with the project's Awadhi language interpreter to ensure Awadhi-language voiceover/subtitle files are accurately timed and integrated into each video.

5. Experience

  1. Experience producing animated or motion-graphics-led educational/e-learning videos, with a proven track record of creating engaging content for children or school-age audiences.
  2. Expertise in all aspects of video production, including storyboarding, animation/motion graphics, filming (where needed), editing, and post-production, with a portfolio of high-quality video projects prior work with organizations such as WWF or IWMI is an asset.
  3. Proven experience working with multiple languages, including accurately timing subtitles/voiceover in Nepali and, ideally, Awadhi.
  4. Experience in project management, including creating and adhering to schedules, managing resources, and communicating effectively.
  5. Well-equipped with updated animation/editing software and hardware to ensure smooth and high-quality production.

6. Skills and Competencies

Strong visual storytelling skills, with the ability to translate technical scripts into clear, engaging, animated sequences for children.

Expertise in animation and video production services, from storyboarding through editing and sound design, resulting in a polished final product.

Excellent communication skills, with the ability to work collaboratively with the project team, the Heat Subject-Matter Expert, and the language interpreter to achieve project goals.

7. Tentative Tasks and Deliverables

Task 1 Develop storyboards and shot lists for all five heatwave module videos, based on scripts provided by the Heat Subject-Matter Expert. 
Deliverable 1 Approved storyboards and shot lists for each of the five video modules.
Task 2Produce animated/graphics-led video footage and motion graphics for each module.
Deliverable 2Draft animated video content for all five modules (that includes all lectures).
Task 3Edit the video content for each module, incorporating feedback from YI-Lab and the technical accuracy review from the Heat Subject-Matter Expert. 
Deliverable 3Edited draft videos for each of the five modules.
Task 4Prepare SRT/VTT subtitle files and/or voiceover-ready audio guides in both Nepali and Awadhi for each video.
Deliverable 4 Subtitle/voiceover files in Nepali and Awadhi for each of the five video modules.
Task 5Finalize the edited video modules for upload to Shikshya.org, incorporating final sign-off from the Heat Subject-Matter Expert. 
Deliverable 5Final, publish-ready videos for all five heatwave education modules.

8. Timeline and Supervision

The calculated duration for the consultancy will be 30 days, effective from the contract signing date, with all deliverables completed before Dashain 2026. The consultant/firm will directly report to the Project Coordinator and work in close coordination with the Heat Subject-Matter Expert (for technical accuracy) and the Awadhi language interpreter (for language localization).

*For the avoidance of doubt, consultation/coordination meetings with the project team shall not be treated as working days.

9. Payment Schedule

  1. 60% of the total contractual amount will be paid after the completion and approval of Deliverables 1 to 3.
  2. 40% of the total contractual amount will be paid after the completion and approval of Deliverables 4 to 5.

10. Equipment for the Assignment

All equipment required for this assignment (cameras, animation software, editing hardware/software, etc.) shall be managed by the consultant/firm.

11. Confidentiality, Non-Disclosure, and Property Rights

The consultant/firm should understand and accept that all materials produced as a result of their work are YI-Lab's property; only YI-Lab shall maintain the right to distribute and/or publish them, though the consultant/firm may use published materials publicly as an example of their work. Any violation of copyright law will be pursued appropriately.

12. Evaluation of the Proposals

13. Proposal Submission Details

Interested consultants are requested to submit their Technical and Financial Proposals, along with required documents (PAN/VAT, Company Registration and Latest Tax Clearance), to YI-Lab by September 1, 2026, 5:00 PM. Proposals can be submitted electronically to YI-Lab’s procurement email, procurement@youthinnovationlab.org In addition, applicants can also submit a sealed hard copy of the Technical and Financial Quotations to YI-Lab’s office by the same deadline, with the Technical and Financial Quotations sealed separately as per Section 7.

  1. Company/Consultant Profile, with at least two samples of previous animated/motion-graphics productions relevant to the technical and creative requirements of this project. To demonstrate capacity to deliver in multiple languages, samples in Nepali (and Awadhi, if available) are preferred, alongside English.
  2. Technical Proposal.
  3. Financial Proposal.
