Nepal National Social Welfare Association (NNSWA) established itself in 1990. In 1994, NNSWA registered with the District Administration Office Kanchanpur and affiliated to Social Welfare Council Kathmandu. NNSWA has grown over the years, implementing various integrated community based development programs in Far Western Region being one of the leading development organizations in the Sudur Paschim Province of Nepal. NNSWA has 107 General Members who constitute the General Assembly of NNSWA. 11 members of this General Assembly constitute an Executive Committee. Executive Members are elected by the General assembly for a term of 5 years. The Executive Committee has 6 Office Bearers (President, Vice-president, General Secretary, Secretary, Treasurer and Vice-treasurer) and 5 Executive Members. 40% of General Assembly and Executive Committee members are female. NNSWA has its district chapters at Dadeldhura, Baitadi and Darchula districts and other district NNSWA helping committee are existed and providing services in all 9 districts within the Sudur Paschim Province, Nepal. The Executive Committee is the legally constituted body responsible for providing strategic and policy direction to the organization. NNSWA has its own office building having sufficient rooms and training hall at Bheemdatt Municipality-18 in Kanchanpur district.

Terms of Reference (TOR) for Consultancy Service:

Consultancy Service for the Development of Local Disaster and Climate Resilience Framework (LDCRF) at Palika Level

1. Background 

Nepal National Social Welfare Association (NNSWA), established in 1990 and registered in 1994, is a leading NGO headquartered in Mahendranagar, Kanchanpur, working across Sudur Paschim Province to promote social justice and inclusive development. It focuses on empowering marginalized 3D communities Dalits, persons with disabilities, and deprived populations including freed Kamaiyas, displaced groups, women, children, PLHIVs, and those affected by leprosy through education, health, disaster preparedness, livelihoods, economic empowerment, rights advocacy, capacity building, and research. Collaborating with local governments and development partners, NNSWA builds resilient communities and fosters equity for Nepal’s most vulnerable groups. In Kailali and Kanchanpur districts, where communities face climate-induced hazards like floods, droughts, and landslides, NNSWA, in partnership with Mercy Corps Nepal and funded by The Coca-Cola Foundation, implements the SAAN project to strengthen early warning systems, enhance institutional and community capacities, and promote evidence-based coordination and advocacy.

As part of efforts to strengthen anticipatory action in Nepal, it was observed that Palikas currently lack a Local Disaster and Climate Resilience Framework (LDCRF), introduced by the National Disaster Risk Reduction and Management Authority (NDRRMA). Existing plans such as DPRP, LAPA, and LDCRP often overlap and function in isolation. The LDCRF seeks to consolidate these plans into a unified framework, providing clear guidance for disaster risk reduction and climate adaptation. It encompasses vulnerability assessments, hazard profiles, coping capacities, historical hazard data, mitigation strategies, prioritized interventions, and a comprehensive Palika-level disaster management plan.

2. Objective of the Consultancy:

The main objective of the consultancy is to develop and institutionalize a comprehensive Local Disaster and Climate Resilience Framework (LDCRF) for working Palikas (Laljhadi Rural Municipality, Punarbas Municipality, Bhajani Municipality, and Chure Rural Municipality) in Sudurpaschim Province in order to strengthen Local Emergency Operation Centers (LEOCs) and enhance coordinated, anticipatory, and inclusive disaster and climate resilience planning and implementation by:

  • Reviewing, consolidating, and harmonizing existing disaster and climate-related plans and policies (including DPRP, LAPA, and LDCRP) into a unified framework. 
  • Defining roles, responsibilities, timelines, and coordination mechanisms to ensure effective implementation. 
  • Collection, compilation and analyzing historical disaster trends and recurrent climate-induced hazards to inform risk-based and anticipatory planning. 
  • Identifying and prioritizing mitigation, prevention, and anticipatory actions to reduce disaster risks and strengthen local climate resilience. 
  • Developing a clear and implementable Local Disaster and Climate Resilience Framework (LDCRF). 
  • Ensuring alignment of the LDCRF with national guidelines issued by NDRRMA and MoHA.
